5. The creation of another province in southern
Punjab whose territorial stretch will be more
than 52 per cent of the total area of the
province with 32 per cent population, which
is far less than that of the rest of Punjab.
The official statistics of (2010) count
Punjab’s population at (93) million, 32 per
cent of which lives in south Punjab.
6. This sense of deprivation can be seen easily from the
present statistics of the budget allocation and the
rising voices of the separatist movements from the
southern Punjab which demands the formation of a
new “Southern Punjab” or “Seraikistan” province.
Moreover there is also a great deal of cultural
domination of the Punjabis on the Seraiki culture
which is a major culture. So these all reasons have
piled up from sometimes and they have been seen
more dynamic in past 3-4 years, but these demands
did exist since the time of independence of Pakistan.
A brief look on the history will show us how much of
these movements have been started and how they
have increased year to year.
7. 1- The infrastructure of Southern Punjab is very poor and
backward due to lack of funding
2- The area of southern Punjab is large but the funds given are
very low hence there is acute poverty in this region.
3- Capital of Punjab is Lahore and people of Southern Punjab
or Saraikistan has to travel for their small problems to Lahore
which is costly and time consuming.
4- The education ratio in Saraiki Waseb is very low.
5- The main occupation of this Saraiki Waseb is agriculture but
due to shortage of water huge land is lay vacant.
6- There is lack of higher educational institutes in Southern
Punjab as there are only two medical colleges in this region..
8. 7- There is not a single Women University in the region
of South Punjab. No cadet college in this area.
8- Due to its agriculture outputs Waseeb is known as
Cotton Belt of Pakistan but there is not a single
Agricultural university in region.
9- The area of Saraiki Waseb is full of natural wealth
but there is lack of exploration and investment.
Above discussed problems are few very important in
the long list of complaints. The people of Southern
Punjab are demanding for separate province which is
just and logical demand. Only after creation of new
province of South Punjab the problems of this region
can be solved.
9. Punjab as whole and Southern Punjab in particular has been in
constant decline as a result of poor governance and an ineffective
system of accountability. Regrettably, the greatest number of
poor, landless and miserable people live in Southern Punjab.
These are perfect conditions for alienation and driving people
towards hopelessness and desperate actions.
Accountability of both corrupt bureaucrats and public
representatives —past and present —may gradually restore some
trust in governing institutions. The new rulers of Punjab need to
understand the troubles of Southern Punjab and take remedial
actions. Some of these actions are doable, like better governance
through efficient and reliable service delivery. For change in
social and power relations, we’ll have to wait till true democracy
takes root
