Legislature Finalizes $175 Billion Budget; Several
Positive Items for Physicians
The New York State Legislature completed passage of a $175.5 Billion
Budget for the 2019-2020 Fiscal Year. The State Budget contained a num-
ber of positive items for physicians and their patients in terms of new
proposals adopted, and adverse proposals defeated. We thank the many
physician leaders and county society staff who took the time to meet, send
letters and make phone calls to their local legislators on these issues.
Some of these positive outcomes include:
• Rejection of the proposed approximate $80/patient Medicaid cut for
deductibles for patients covered by Medicare and Medicaid that had
been strongly opposed by MSSNY. This action prevents the imposition
of potentially tens of thousands of dollars in cuts to physicians who
treat many such “dual eligible” patients as part of their practice.
• Rejection of a proposed measure opposed by MSSNY that would have
placed new prior authorization on physicians prescribing medications
to their patients covered by Medicaid.
• A proposal to legalize recreational or “adult use” marijuana was not
included in the final Budget, though discussions on this issue will
continue for the remainder of the Legislative Session.
• Funding for the Excess Medical Malpractice Insurance Program was
continued at its historical level, as well as continuation of the authority

NUISANCE PRIOR AUTHORIZATIONS
Medication prior authorizations must have a sound clinical jus-
tification, including, but not limited to, promotion of adherence to
guidelines, promotion of generic alternatives, prevention of adverse
reactions, and be available upon request from the Pharmacy Benefit
Manager. MSSNY will advocate with the NYS Department of Health
and NYS Department of Financial Services to prevent health insurers
from imposing prior authorizations without appropriate clinical jus-
tification. MSSNY will advocate to the NYSDOH to instruct Medicaid
managed care contractors to approve prior authorizations for a min-
imum of one year.
SINGLE PAYER
MSSNY reaffirmed its opposition to the concept of single payer. MSSNY
will continue to consider the feasibility of other payment methodologies
including single payer and will also continue to work collaboratively
with physicians who both support and oppose such proposals in order
to assess the strengths and weaknesses of such proposals. MSSNY will

for Its Annual Yard Sale
Our Lady of Fatima will be taking donations for their
Annual Yard Sale starting Sun., Aug. 19 after all Masses.
Collections will continue on Sun., Aug. 26. and Sept.
5-7,10-14 from 6:30-8:30 pm. Donations accepted
include toys (clean and complete) attic treasures (clean)
electronics and small appliances (in working order),
glassware, dishes, clothes, shoes, handbags, all lin-
ens (towels comforters, blankets, sheets, curtains) and
stuffed animals and pillows. All items must be clean and
put in a large plastic bag.
The yard sale will take place at the church at 42
Manorhaven Blvd. on Sat., Sept. 15, 2018, 8 am-4 pm.

rehearsing for the annual August production.

it” murder mystery, Curtains!

Candidates’ Forum Thurs., Oct. 17
The League of Women Voters of PW-Manhasset and the
Women’s Group at the Unitarian Universalist Congregation at
Shelter Rock are proud to announce that they are once again
hosting a Candidates’ Forum for all candidates vying for N.
Hempstead votes in the upcoming November election on Thur.,
Oct. 17, at the Unitarian Universalist Congregation at Shelter

the typical haunted house
attraction, a new kind of hor-
ror unfolds with you and your
companions as a part of the
story. Visitors to this primal
world will delve into the mad-
ness which resides beyond the veil of sleep, as performers transport
the audience – sometimes alone – into the bizarre, beautiful, and
grotesque world of DREAMS and NIGHTMARES.
Individualssensitivetotightspacesandcompletedarknessshould
be cautioned.The mature content of the performance is not appropri-
ate for those under 16. Dates: Friday, Oct 18; Saturday, Oct 19;
Sunday, Oct 20, Thursday, Oct 24; Friday, Oct 25; Wednesday,

The Greater PW Business District (BID) presents Halloween
on Main on Sat., Oct. 26 at Sunset Park.The festivities begin
at 12:30pm with performances by students from Bach to
Rock music school. After the concert, the first 300 kids will
