The document summarizes a proposed data acquisition and management system for marine biology research in Sri Lankan waters. It notes that currently there is no feasible way for researchers to gather data on marine species in Sri Lanka. The proposed system would allow researchers to record data like species photographs, location, and metadata through a mobile app, and analyze the data through a web-based system. This would help Sri Lanka comply with international fishing regulations and strengthen marine research collaboration. The system would be developed over a 12 week period.

Objective 4 – Earth Summit
Actions supporting marine research, monitoring and evaluation, technology and
capacity transfer as a mean for improving knowledge, addressing emerging issues,
developing capacities in support of sustainable use of the ocean.
Increase Institutional and Human Capacity for Sustained Observations, Monitoring,
Marine Research, and Progress evaluation of International commitments

Problem Definition
10. Goals
• To Gather and record data about marine species that can be
found around Sri Lankan waters.
• To be complied with international fishing regulations and for
research Purposes.
• To Strengthen the collaboration between researchers and to
have an effective and efficient data gathering system for every
Marine Biology
11. Objectives
• Create a platform to record the data accurately and precisely
where they can be reviewed and extracted by the intended
stakeholders.
• Provide a user-friendly and effective environment to the
scientific officers to enter data at the point of sight of specific
species.
• Make a system that portrays recorded data in a more elaborate
manner where the system can be further developed to analyze
and generate statistical and other reports.
•

● Ministry - View Details, Generate Reports
● IOTC - View Details, Generate Reports
● EU - View Details, Generate Reports
14. Functionalities
• Ability to add Photographs of the Species captured or sighted in
the sea.
• Automatically adding Geographical location and Time/date
the photograph was taken.
• Ability to add other relevant information about the species and
save it with photograph as Meta data.
• Ability to categorize data, assign user access control and
represent data in an useful manner.
• Ability to analyze and evaluate information.
15. Scope
• The Web based system will be controlled by system administrator
and he/she will set the access controls and permissions to the
relevant stakeholders.
• Graphical representation of the data gathered will be provided
and all the data will be recorded in a map based on
geographical locations.
• The data can be categorized based on Species, Time/date and
the geographical area of the data originated.
• The interfaces of the application and the Web-based system will
be designed according users compatibility.
16. Main Deliverables
• A Fully Functional data acquisition and management system for
marine biology research which consists of,
• A mobile app (Specific for the Observer in the voyage)
• A Web based information management system (To
analyze and review data collected by the observer)
• User Guide - A Comprehensive user Guide will be Provided in
three major languages used in Sri Lanka (Sinhala, Tamil and
English).
• System documentation
