This document summarizes two emerging information systems in Nepal: a food security information system and a decision support system for the Bagmati River Basin. The food security system will provide data on indicators like availability, access, and utilization of food at district and sub-district levels to help design food security strategies. The Bagmati River Basin system aims to improve water management, establish flood forecasting and early warning, and develop a master plan through a decision support system that facilitates knowledge sharing and assessing development scenarios. Both systems aim to enhance evidence-based policymaking and management of their respective issues in Nepal.
3. The food security
information system, a one-
stop gateway, will provide
information on multiple
food security indicators at
district and sub-district
levels.
4. Elements of
Food Security Regular tracking of these
indicators helps devise
appropriate strategies and policies
to eradicate hunger.
Lack of adequate information on
food security indicators hinders
the design and implementation of
effective management plans.

● Access
● Utilization
5. Organizations
Context
● Government of Nepal
● United Nations World Food
Programme (WFP) Nepal
● ICIMOD
● Monitoring, Analysis and
Statistics Division of
Nepal’s Ministry of
Agricultural Development
6. Online System Development
● SERVIR Hindu Kush Himalaya (SERVIR-HKH) initiative
at ICIMOD
● United States Agency for International Development
(USAID)
● National Aeronautics and Space Administration (NASA)
7. Functions
● Compile, analyse and disseminate
comprehensive information on food security in
Nepal.
● Monitor food security and sustainability across
spatial scales.
10. Nepal: Zero Hunger Challenge National Action
Plan
(2016 -2025)
Strategic Pillars Emphasized by the ZHC Initiative includes:
● Pillar– I 100% access to adequate food all year round
● Pillar– II Zero stunted children less than 2 years
● Pillar– III All food systems are sustainable
● Pillar– IV 100% increase in smallholder productivity and
income
● Pillar– V Zero loss or waste of food.
11. Aims
● Identify the clear picture of food security policies, plans
and programs in Nepal.
● Policy gaps and recommendations with critical analysis
of the context i.e. in-country context and the context of
South Asia.
● Envision policy baseline for food security in Nepal.
13. Bagmati River Basin Improvement
Project (BRBIP)
Impact
● Increase water security in
the Bagmati River Basin
(BRB)
● Improve river health and
flood management
Aims
● Improve information
management for Decision
Support System
● Flood forecasting and
Early Warning System (FF-
EWS)
● Water quality monitoring
system
14. Objectives of the Project
● Establish systems and capacity for integrated and
participatory river basin management
● Develop Decision Support System (DSS) and flood early
warning system (FF-EWS) in BRB
● Improve water quality monitoring in BRB
● prepare a 20-year BRB Integrated Water Resources
Development Master Plan (IWRDMP)
15. Advantage of the Project
Provides a framework for:
● Knowledge sharing
● Understanding the river system behaviour
● Designing and evaluating alternative development
scenarios
● Investment projects
● Management strategie
16. “enhance the capacity to support
basin wide communication and
information exchange, and identify
opportunities for sector
cooperative development of the
Bagmati water resources”
17. Development Process of DSS
● Based on a thorough needs assessment and a
subsequent conceptual design of the system.
● Based on the situation analysis in terms of hydrology,
water availability and usage patterns, environmental and
socio-economic issues.
18. Institutional Context
● Water and Energy Commission Secretariat (WECS) is
the implementing agency of DSS development.
● Has established an Information Centre that provides
○ updated information on water resources at basin
level to stakeholders via its Web-Page.
● Operates and updates their information system on a
regular basis.
19. Development of the Decision Support
System (DSS) in BRB
● DSS Model Conceptualization and specification
● Database Development: Purchase Plan of DSS hard &
software
● Rainfall Runoff Model & River Basin Model Development
● Corporate DSS Development
● Professional DSS Development (Customization for Bagmati for
basin/sub basins)
● DSS Application and Demonstration
● Dissemination/ training and outreach Plan including
stakeholder involvement scheme

The Nepal Food Security Monitoring System (NeKSAP) operates nationwide and includes District Food Security Networks (DFSNs)
DSS Model Conceptualization and specification: Needs assessment on current DSS of WECS/DHM, overall structure of modeling framework and tools, Specifications for upgrade of the existing WECS information system.
· Database Development: Purchase Plan of DSS hard & software: Preparation of specifications, Formats, framework and procurement plan; Development of database, Development of DSS interfaces to GIS based modelling application and simulation/optimization tools Population of databases
· Rainfall Runoff Model & River Basin Model Development: Development of Rainfall-Runnoff Model, Developement of River Basin Model and Validation of Models and Scenario Generation
