8. MANAJEMEN (1)
• Van Fleet and Peterson (1994): ‘as a set of activities directed at the efficient
and effective utilization of resources in the pursuit of one or more goals.’
• Megginson, Mosley, and Pietri (1989): ‘working with human, financial and
physical resources to achieve organizational objectives by performing the
planning, organizing, leading and controlling functions‘.
• Kreitner(2008): ‘Management is a problem-solving process of effectively
achieving organizational objectives through the efficient use of scarce
resources in a changing environment.’
• F.W. Taylor, ‘Management is an art of knowing what to do when to do and see
that it is done in the best and cheapest way ‘.
9. MANAJEMEN (2)
• Harold Koontz (2010): ‘Management is an art of getting things
done through and with the people in formally organized
groups. It is an art of creating an environment in which people can
perform and individuals and can co-operate towards
attainment of group goals.‘
• Peter Drucker (2010) ~ Bapak Manajemen Modern:
Management is the organ of society specifically charged with
making resources productive, i.e. with the responsibility of
organized economic advance. It therefore reflects the basic spirit of
the modern age.
10. TEKNOLOGI

proses yang baru (lihat misalnya Clark dan Guy, 2001);
• Inovasi merupakan suatu proses kreatif dan interaktif yang melibatkan ke-
lembagaan pasar dan non-pasar (OECD, 1999);
• Innovation is a locally driven process, succeeding where organizational
conditions foster the transformation of knowledge into products, processes,
systems, and services. (Malecki, 1997; Dikutip dari Jelinek dan Hurt, 2001).
• Inovasi adalah transformasi pengetahuan kepada produk, proses dan jasa baru;
tindakan menggunakan sesuatu yang baru (Rosenfeld, 2002);

• Dipicu/didorong oleh kemajuan di bidang “iptekin” (ilmu pengetahuan,
teknologi, dan inovasi) tertentu; para penggiat di bidang pendidikan
dan litbang memegang peran penting (++ atau sebaliknya);
• Ditandai dengan perkembangan industri-industri kunci bagi
perkembangan ekonomi; para penggiat di bidang bisnis/industri
(khususnya startups) memegang peran penting (++ atau sebaliknya);
• Pemerintah/politisi sangat mempengaruhi “ke mana & bagaimana”
(termasuk seberapa cepat) suatu negara merespon perubahan yang
terjadi. perbaikan kesejahteraan rakyatnya.
23. PENGERTIAN TENTANG DAYA SAING
Beragam definisi ~ perbedaan keberterimaan (acceptability) oleh berbagai kalangan (misalnya akademisi, praktisi,
pembuat kebijakan).
“Pembedaan” pada beragam tingkatan:
• Perusahaan (mikro) : definisi yang paling “jelas.”
• Industri (meso) : walaupun beragam, umunya dapat dipahami: pergeseran perspektif pendekatan “sektoral”
pendekatan “klaster industri.”
• Ekonomi (makro) : dipandang sangat penting, walaupun masih sarat perdebatan dan kritik (latar belakang teori).
Kemampuan/daya tarik (attractiveness);
kemampuan membentuk/menawarkan
lingkungan paling produktif bagi bisnis,
menarik talented people, investasi, dan
mobile factors lain, dsb.; dan Kinerja
berkelanjutan.

24. DAYA SAING GLOBAL ~ NEGARA
Menurut The World Economic Forum:
COMPETITIVENESS
“is defined as that collection of factors, policies and institutions which determine the level of
productivity of a country” and that, therefore, determine the level of prosperity that can be attained
by an economy.
DAYA SAING adalah “sehimpunan faktor, kebijakan dan kelembagaan yang menentukan tingkat
produktivitas suatu negara” dan karenanya menentukan kesejahteraan yang dapat dicapai oleh
suatu ekonomi.
WEF, The Global Competitiveness Report 2017-2018. https://www.weforum.org/agenda/2017/09/what-is-economic-competitiveness/
PRODUCTIVITY is also a the key driver of the rates of return on
investment, which, in turn, determine the aggregate growth rates of the
economy.
Thus, a more competitive economy is one that is likely to grow faster
over the medium to long term.

According to the study, the most
innovative countries in the world
are the ones “who contribute to
the general advancement of
mankind’s wellbeing.”
How do you measure that? By
looking at the conditions that
could foster such activity, such
as:
• A strong entrepreneurial
climate.
• Low costs to starting a
business.
• Public perception of a good
entrepreneurial environment.
• A country’s ability to
commercialize innovation.
• IT and telecom infrastructure

Cara Pandang Era Implikasi Kebijakan
Sebagai residual (faktor
”marjinal”) pertumbuhan/
kemajuan (model-model
pertumbuhan neo-klasik dan
sebelumnya).
Era di mana inovasi belum
memperoleh perhatian khusus
(terutama masa sebelum
1960an).
Tidak/belum ada upaya khusus intervensi.
Inovasi sebagai proses
sekuensial linier (pineline linear
model).
Era Technology push (tahun
1960an – tahun 1970an).
▪Tekanan kebijakan pada sisi penawaran sangat
dominan (supply driven).
▪Kebijakan sains/riset sangat dominan.
▪Kebijakan teknologi/iptek mulai berkembang.
Era Demand pull (1970an –
1980an).
▪Tekanan kebijakan pada sisi permintaan sangat
dominan (demand driven).
▪Kebijakan teknologi dan/atau kebijakan iptek
berkembang, namun yang bersifat satu arah/sisi (one-
side policy) masih dominan.
Inovasi dalam kerangka
pendekatan sistem proses
interaktif-rekursif (feedback
loop/chain link model) dari
kompleksitas dan dinamika
pengembangan (discovery,
invensi, litbang maupun non
litbang), pemanfaatan, dan
difusi serta pembelajaran secara
holistik.
Era Sistem Inovasi (1980an –
sekarang).
▪Kebijakan inovasi, dengan kerangka pendekatan
sistem.
▪Kebijakan inovasi merupakan proses pembelajaran
yang perlu diarahkan pada pengembangan sistem
inovasi yang semakin mampu beradaptasi.
▪Kebijakan inovasi tak lagi hanya menjadi ranah
monopoli Pemerintah ”Pusat,” tetapi juga Pemerintah
”Daerah.”

59. UTTERBACK – ABERNATHY MODEL
• Analysis of innovation in many cases usually considered the factors
affecting innovation under a fixed perspective. There were no
transitions or dynamicity whatsoever. Abernathy and Utterback tried
to break with this standard by creating a model where product
innovation, process innovation, competitive environment and
organizational structure were all interacting and closely linked
together (Abernathy, W.J. and Utterback, J.M.– Patterns of Innovation
in Technology, Technology Review 1978).
• The development of the whole system will pass through three main
phases, each of them impacting differently on single companies, on
the market and on the capabilities and resources required to develop
the innovation.

items of innovation performance and business performance is presented in Table 3.
• As stated in the paper, the result of the bivariate correlation indicates that manufacturing firms show a
relatively stronger correlation between innovation and business performance than do service firms. Only
three correlations are statistically significant in service firms and none of these is in the area of process
innovation. Manufacturing firms, on the other hand, show statistically significant correlations in most
aspects of process innovation against the three business performance measures. This result is interesting
given the previous finding that suggests that the two sectors do not exhibit any significant difference in
both innovation and business performance. The dimensions of product innovation which significantly
affect business performance are also different in the two sectors. For manufacturing firms, latest
technologies and early market entrants appear to have the strongest effect on business performance.
Three measures were employed in this study to evaluate business performance:
1. sales growth,
2. market share and
3. profitability.
