Em 21 de Junho de 2018 entra em vigor no Brasil a Lei 13460, conhecida como "O código de defesa do usuário do serviço público".
Com esta Lei, as instituições públicas serão obrigadas a disponibilizar seus quadros gerais de serviços públicos e suas cartas de serviços ao usuário.
Os serviços públicos no Brasil passarão a dispor de critérios de qualidade, e os cidadãos poderão enviar manifestações onde receberão obrigatoriamente uma resposta, utilizando as Ouvidorias Públicas que serão o principal canal de relacionamento Sociedade-Estado.
A Lei ainda permitirá que cada serviço público seja avaliado pelo cidadão, onde os órgãos públicos terão que publicar rankings sobre a qualidade dos seus serviços. Por fim a sociedade poderá se organizar em Conselhos de Usuários para exigir melhorias nos serviços públicos e o cumprimento da Lei.
