• Joint consultant is the process whereby
employer consults the workers either
directly or through their class
representatives and seeks their opinion on
various issues while retain to himself the
right of taking final decision.

workers.

12. WPM in India………………..
Wpm was introduce after independence in
India. Under the provision of id act for the
setting up of works committees. After a
decade another firm come came into
existence joint management council
(JMC).

13. Joint management council (JMC)
• It was set up in 1958. it consist of equal
representatives of management and
workers. N’t exceeding twelve at plant
level

14. Expectation to perform the JMC
• The council is to be consulted by the
management before introducing changes
in the working activity of the organization
• The council is to receive information,
discuss and give suggestion for all the
activity of the company.

prevention, management of meal,
canteen, water, safety, revision of the
rules to the workers, avoidance of
wastage of time and materials,
absenteeism, indiscipline, training e.t.c.

16. Reasons for the failure of the WPM in
India
• Employers feel that workers are not competent
enough to take decisions
• Lower level needs of workers are not fully
satisfied
• Workers’ representatives who participate in
management have to perform the dual role of
workers’ spokes man and co-managers. So very
few representatives are competent to perform
both role.
