Meaning of WPM
• It is the joint consultant prior to decision
  making.
• It is the process by which authority and
  responsibility of managing industry and
  shared with each other.
• It is the activity in which workers involves
  into the decision making process of the
  company.

• “ WPM is the mental and physical
  involvement of a person in a group
  situation which encourage him to
  contribute to group goal and share in the
  responsibility of achieving them”

Joint Consultants
• Joint consultant is the process whereby
  employer consults the workers either
  directly or through their class
  representatives and seeks their opinion on
  various issues while retain to himself the
  right of taking final decision.

Advantages of joint consultants
• It promotes mutual trust and community of
  interest.
• It is a step towards industrial democracy.
• It helps to improve the job satisfaction and
  morale of workers.
• It provide creative ideas and develop initiatives
  among workers.
• It helps to employees resistance to new machine
  and methods.

Problems in joint consultants
• In the absence of single recognized union, it
  becomes to select the true representatives of
  workers.
• The representatives of the workers are narrow
  minded and politically oriented
• Representative of worker are not well educated.
  So they fail to make effective contribution.

         guide lines effective
• The objective of joint consultive committee
  should be well defined.
• Employer should be sincere in consulting the
  representatives of workers.
• Workers should have information and education
  about the functioning of the industry.
• An atmosphere of mutual trust and cooperation
  between employers and employees should be
  created.

WPM in India………………..

Wpm was introduce after independence in
India. Under the provision of id act for the
setting up of works committees. After a
decade another firm come came into
existence joint management council
(JMC).

Joint management council (JMC)

• It was set up in 1958. it consist of equal
  representatives of management and
  workers. N’t exceeding twelve at plant
  level

Expectation to perform the JMC

• The council is to be consulted by the
  management before introducing changes
  in the working activity of the organization
• The council is to receive information,
  discuss and give suggestion for all the
  activity of the company.

• The council is to take up accident
  prevention, management of meal,
  canteen, water, safety, revision of the
  rules to the workers, avoidance of
  wastage of time and materials,
  absenteeism, indiscipline, training e.t.c.

Reasons for the failure of the WPM in
                 India
• Employers feel that workers are not competent
  enough to take decisions
• Lower level needs of workers are not fully
  satisfied
• Workers’ representatives who participate in
  management have to perform the dual role of
  workers’ spokes man and co-managers. So very
  few representatives are competent to perform
  both role.

  • 3. Definition of WPM • “ WPM is the mental and physical involvement of a person in a group situation which encourage him to contribute to group goal and share in the responsibility of achieving them” 3
  • 4. Features of WPM • Fully presence of workers. • WPM is n’t as an individual. • It may be formal and informal. • It should be free from collective bargaining. 4

  • 7. Importance of WPM • Mutual understanding • Higher productivity • Industrial harmony • Industrial democracy • Less resistance to change • Creativity and innovation 7
  • 8. Joint Consultants • Joint consultant is the process whereby employer consults the workers either directly or through their class representatives and seeks their opinion on various issues while retain to himself the right of taking final decision. 8

Advantages of joint consultants • It promotes mutual trust and community of interest. • It is a step towards industrial democracy. • It helps to improve the job satisfaction and morale of workers. • It provide creative ideas and develop initiatives among workers. • It helps to employees resistance to new machine and methods. 9

Problems in joint consultants • In the absence of single recognized union, it becomes to select the true representatives of workers. • The representatives of the workers are narrow minded and politically oriented • Representative of worker are not well educated. So they fail to make effective contribution. 10

Guide lines and principles to make the guide lines effective • The objective of joint consultive committee should be well defined. • Employer should be sincere in consulting the representatives of workers. • Workers should have information and education about the functioning of the industry. • An atmosphere of mutual trust and cooperation between employers and employees should be created. 11
  • 12. WPM in India……………….. Wpm was introduce after independence in India. Under the provision of id act for the setting up of works committees. After a decade another firm come came into existence joint management council (JMC). 12
  • 13. Joint management council (JMC) • It was set up in 1958. it consist of equal representatives of management and workers. N’t exceeding twelve at plant level 13
  • 14. Expectation to perform the JMC • The council is to be consulted by the management before introducing changes in the working activity of the organization • The council is to receive information, discuss and give suggestion for all the activity of the company. 14
  • 15. Cont…………. • The council is to take up accident prevention, management of meal, canteen, water, safety, revision of the rules to the workers, avoidance of wastage of time and materials, absenteeism, indiscipline, training e.t.c. 15
  • 16. Reasons for the failure of the WPM in India • Employers feel that workers are not competent enough to take decisions • Lower level needs of workers are not fully satisfied • Workers’ representatives who participate in management have to perform the dual role of workers’ spokes man and co-managers. So very few representatives are competent to perform both role. 16
