This document discusses E-rate funding and the Texas STaR Chart technology assessment. 4.  The E-rate program provides discounts to
receive voice, video, and data communications.
 The amount of the discount depends on the
level of poverty and location of the school or
library receiving service.
 The discount ranges from 20% to 90% of the cost
of eligible services.
 Elementary and secondary schools are eligible to
receive discounts--including many private
schools and religious schools.
 Public libraries and library systems can receive
E-rate discounts, provided they meet the
eligibility requirements of libraries.

Telecommunications Act of 1996,
 Overseen by the Federal Communications
Commission ( FCC)
 Provides funding for needy schools and
libraries to connect to and use the Internet
 Funded by monies collected from telephone
users
 Schools apply for funds to pay for hardware
and monthly connectivity service fees
 Schools must develop a technology plan and
utilize FY2011
 Schools must file form 470 and must ensure an
open and fair competitive bidding process
