sources about their particular research project are required. Remember, this is a minimum—to write

Get the data on a local government unit/community online from SEMCOG.org and from its webpage if it has one. The local elected governing body of this unit has just given you a new task. The task includes: examining the current budget methods, from format to timetables to data collection to the politics of budgeting, and explaining why they are being used; giving a brief overview of other methods that might conceivably be used in your situation; and finally, to suggesting changes to the methods and procedures that will make you budgeting procedures “better.” Much of this information can now be found online. If you cannot find it, use your imagination and create it. That is, make it up, but make it reasonable. Cite your sources.
I suggest that you begin (no intro, this is a report) by briefly describing the major factors, as you see them, in your current situation that have strong (positive or negative) effects on the budget process. This might include, but not be limited to: 1) demographics – what does the overview of you population look like? What race or ethnicities make up your population? What is the average job? What is the income spread? How big is your population? How many in school? How many old people? Are you growing, static, or declining in population and why? 2) what does the geography of your district look like? Can you expand your boundaries, or are you locked in by other communities? Do you have useful or non-useful natural features? 3) What is your current major resource (tax) base and how has it changed over the years? How do you expect it to change in the future? How hard is it to predict your revenues from your base resources? Can the prediction be improved? 4) What are the major issues that require community budget expenditures (streets, safety, jobs, schools, other) and how do you expect them to change in the near future? 5) how do changes in the state or national economy affect your tax base? You don’t have to answer all these, but pick the ones you think are important. (Use your imagination. Draw on communities you are familiar with. Compare and contrast.) 6) What are the major political forces that result from all of the above? Number 6 is very, very important. And, you may want to include your estimation of the quality of both the elected and the appointed officials who will be working with you on future budgets.
The rest of your answer should follow from the preceding observations.
Next, discuss what kind of budgeting you currently use (include format, general timelines, who puts in suggestions, etc). Explain why you do it this way. (Again, use your imagination. This course requires a long-term investigative project. This project will require the formation of teams. As a team you will be asked to
defend a claim about a relevant political concept or phenomenon, and to connect
each of the following cultural artifacts to a concept or set of related concepts addressed in this course:

· An event
· A film
· A book or short story
· A painting
· A sculpture
· A musical composition
This project must include an explanatory essay and a presentation, which you will turn in as a team. The explanatory essay must conform either to MLA format or the Chicago Manual of Style, and be of sufficient length to incorporate each of the examples listed above. Depending on the size of your team, the minimum page length shall vary as follows:
· For a single author, the minimum length shall be 12 full pages in standard manuscript form.
The presentation must involve every member of your team, and must be presented in the session during Finals Week.
Unlike other information tasks in this course, the Semester Project is an Open Task rather than a Direct Task (Please see the Big6 Information Literacy presentation for details about the difference). You and your team are asked to construct your topic together. In the past, successful teams have built their project in a variety of ways. Overview
Phase 1 was the Project Proposal – You already COMPLETED FOR ME
Phase 2 is the Literature Review
This phase of the course project requires you to write a Literature Review. The literature review must be at least 1,900 words of text (graphics, tables, etc. [non-textual items] can be inserted in an APA-formatted appendix), contain a minimum of 10 peer-reviewed sources (scholarly journal articles), follow current APA format, contain a title page, reference page, and an appendix section if needed for non-textual items.
Instructions
Ideally a literature review must contain 3 main sections; however, for this course you only need to focus on Section 1.
1. Tell what the research says (theory).
2. Tell how the research was carried out (methodology).
3. Tell what is missing, the “gap” that your research intends to fill.
Writing a literature review entails conducting research, but to be more specific it states the following information.
· Establishes a theoretical framework for your HCI problem/topic (subject area).
· Defines key terms, definitions and terminology.
· Identifies studies, models, case studies, etc. that support your problem/topic.
· Defines/establishes your problem or area of study.
To conduct your research you will need to review related literature to your HCI IS problem. The Jerry Falwell Library should be used to conduct your research along with this course textbook and previous course textbooks. Your peer reviewed research must lead to an appropriate IS solution to your problem and should answer the following question: what literature attempts to solve my problem? Your literature review must contain the following sections with supporting writing.
Introduction
· Establishes a theoretical framework for your problem/topic (subject area)
· Briefly state the importance of IS.
· Briefly re-state your Project Problem and Project Purpose that you wrote in Phase 1.
· Why do you need this?
· Define any key terms, definitions, and terminology that the reader may need to know before reading your literature review.
· It may be best to do this after writing the entire literature review.
Review of Literature
· Tell me what the research says (theory) about your problem.
· Finding research about your problem defines/establishes your problem or area of study (re-affirms that the problem does exist and why fixing this problem is important)
· Identify any studies, models, case studies, etc. that support your problem/topic.
Conclusion/Results
· State the literature that you found and why it attempts to solve your problem.
· How can you use this literature to help you solve your problem?
· Does the literature lead you to an appropriate IS solution for your problem?

Both Hayao Miyazaki and Zhang Yimou produce socially and culturally relevant artistic forms that illustrate the connections between culture, identity, and the tension involved in the relationship between citizens and their governments. Although both film-makers use very different looking films, they share an ability to address some of the most important questions regarding what it means to be a citizen of China and Japan. In this essay you will draw out the major themes of one film by either director (a list of acceptable films follows, you are limited to the films on this list without exception). Prior to viewing the films, reflect on the questions below. Then view the film and take notes on the film’s storyline, presentation and visual elements. Consider how the film director has consciously, through their cinematic choices addressed the issues raised in the questions. In particular, both Yimou and Miyazaki have created films with portrayals of traditional Confucian, Shinto and Buddhist values that also offer insight into their viewpoints concerning the role that such traditions continue to play in the post-modern era. The purpose of the assignment is to explore the way in which politics and art interact in an Asian cultural context, and also to develop expository writing skills.

2. How do the characters in the novel represent different understandings of Chinese and Japanese culture and traditional values?
3. How do these characteristics relate to what was discussed in class regarding Shinto, Buddhist and Confucian value orderings – how do these value orderings condition the lives of the characters in the novel?

- 1. Wicked Problem Essay: Urban Street Planning in London Wicked planning problems are all around us. They often appear in the news and are often surrounded by controversy. Wicked problems help illustrate the politically charged nature of urban planning. This assignment requires you to conduct an analysis of the news to identify an example of a wicked planning problem.Identify a real-life example that illustrates the political, and often controversial, nature of the planning process. The example you find can be local or in another city; can relate to any of the functional areas of planning (transportation, housing, economic development, environmental/natural resource planning, education, public health, urban design); and may be project specific or focus on larger comprehensive planning activities. Pick a case study for which you can find adequate details and information about the planning problem being addressed. You must find a minimum of three sources of information about your case study. All sources must be properly cited and referenced. Write an essay that clearly addresses the following for the wicked problem you identified:Explain the background for the planning problem being addressedDiscuss why the problem is a wicked oneWhy is the problem itself difficult to define?Why are the causes of the problem uncertain?Why is there no obvious solution?How is the problem linked to other problems?Identify the relevant stakeholders involved (various professionals and experts, users, community groups, local government, etc.)How do conflicting values contribute to the wicked nature of the problem?Your written essay should be roughly 3-4 single spaced pages in length and should be written in essay format (i.e. include an introductory and concluding paragraph, and content paragraphs consisting of well-structured sentences). The 3-4 page guideline is just that a guideline; you will not be graded on the length of the paper but rather the quality that you address the subject.All essays should reflect your own individual work. Direct quotes should be cited properly using a consistent citation style throughout. Be sure to include a list of the sources used to complete the assignment.Your essay should be thoroughly proofread for spelling, punctuation, and grammatical errors.
