This document analyzes data on over 1000 incidents of settler violence against Palestinians from 2009-2010. It finds that the violence predominantly takes place in Area C, with 50% of attacks originating from 7 settlements. The most affected governorates are Nablus and Hebron. Certain villages are especially vulnerable due to their proximity to settlements and roads. Spikes in violence often correlate with Israeli actions seen as threatening to settlements. Overall, the violence is widespread and systematic across the West Bank.

Just like Hamas used a barrage of missiles on the day of their attack to divert from their invasion, so too was the invasion and massacre itself a manipulative provocation, for any forceful response whatsoever automatically turns the perception of Israel into the “genocidal” aggressors.
To our great detriment, Hamas’s strategy was largely successful. They inflicted significant damage on Israel and the Jewish people not only through sheer terrorism but also through the insidious setup for Israel to be perceived as the perpetrator rather than the victim. However, now it is Israel's turn not only to destroy Hamas and rescue the hostages but also to set the record straight.

Today we have some 5.9 million Jewish settlers or Jewish Israelis who came from over 100 countries and who live in Palestine-Israel. We also have over some 11.6 million Muslim and Christian Palestinians who are the native of Palestine and who live inside and outside Palestine-Israel (many of them living in 59 UN registered Palestinian refugee camps in Palestine-Israel, Jordan, Syria, and Lebanon for more than six decades). 35. A Shift North? In 2008 UN OCHA documented that 42% of all events happened in the Hebron Governorate, 21% in Nablus and 11% in Qalqilya. In 2009 numbers show 29% in Hebron, 22% in Nablus and 11% in Qalqilya. The Palestine Center

45. Main Findings A majority of events (90%) take place in areas where Israel has security jurisdiction under Oslo. 50% of attacks are perpetrated by Settlers from only 7 settlements. Most heavily affected governorates are Nablus and Hebron. Attacks in Hebron often take place in the city whereas in Nablus they take place against villages. 46. Main Findings Main Roads between Nablus, Qalqilya and Salfit continue to be gauntlet of violence. Other roads also very vulnerable. There is a remarkable increase in both events and casualties over the last several years. Spikes in violence are often motivated by Israeli action or perceived threat of action, against presence of settlements. The average number of events per week increased 22% after the ‘settlement freeze’ announcement.
