A project charter is overkill when the project scope changes after milestones are completed, resources are not properly allocated based on competency which can burden a project, the timeline is not proper or adhered to as scheduled, and the critical path is not followed by allocating resources to non-critical activities.

Solution
Project charters are overkill when:

2. Resource allocation- If the resources are not aligned as per their competency. Resource
allocation is not proper or adequate. Inadequately trained employee is a burden.
3. Timeline- If the timeline is not proper or not adhered to as per the given schedule.
4. Critical path not followed: If the critical path is not adhered to and resource is allocated to
non-critical activities.
