Al - Imarah (Leadership) in Islam means:
Taking charge of people’s affairs, leading them in a way
that pleases Allah, applying His law, and serving their
religious and worldly interests.

It is a legal and moral responsibility given to a person who becomes
an Amir (leader) or Wali (governor) over a group or a state, to
establish Islam, rule with justice, prevent oppression, strive in the
path of Allah, and maintain security and unity.
The Prophet ‫ﷺ‬ said: "The leader is a shepherd and is
responsible for his flock.“ (Reported by Al-Bukhari and Muslim)
Ito ay isang legal at moral na responsibilidad na
ipinagkakatiwala sa isang tao na nagiging Amir (pinuno) o Wali
(gobernador) ng isang grupo o estado, upang itaguyod ang
Islam, mamuno nang may katarungan, pigilan ang pang-aapi,
magsikap sa landas ni Allah, at panatilihin ang kapayapaan at
pagkakaisa.
Sinabi ng Propeta Muhammad (S.A.W) :
"Ang pinuno ay isang pastol at siya ay responsable sa kanyang
mga nasasakupan.“ (Naulat nina Al-Bukhari at Muslim)

Iniutos ni Allah ang pagpili ng pinuno (Amir o tagapamahala)
sapagkat ang pamumuno ay isang relihiyoso at makatwirang
pangangailangan na nagpapanatili ng kaayusan ng bansa,
nagtataguyod ng katarungan, pumipigil sa kaguluhan,
ipinatutupad ang batas ni Allah, at nagpoprotekta sa lupain at
sa mga tao.
Patunay mula sa Qur’an: “O kayong mga naniwala, sundin ninyo
si Allah, sundin ninyo ang Sugo, at ang mga may kapangyarihan
sa inyo.” (Surah An-Nisa: 59)

🔹 Sa talatang ito, iniutos ni Allah ang pagsunod sa mga
may kapangyarihan — sila ay ang mga iskolar at pinuno.
Ipinapahiwatig nito na kinakailangan ang pagkakaroon
ng mga pinuno, sapagkat ang pagsunod ay hindi
magaganap maliban kung sila ay umiiral at naitalaga.

Among the most important objectives of leadership
(Imarah) in Islam — as supported by the Islamic texts

“[They are] those who, if We give them authority in the
land, establish prayer and give zakat and enjoin what is right
and forbid what is wrong.” [Surah Al-Hajj: 41]

Umar ibn Abdul Aziz said: “Indeed, Allah restrains through
authority what He does not restrain through the Qur’an.”
i.e., a ruler can enforce what moral advice alone cannot.

Interpretation: The verse commands three acts of obedience:
obedience to God, obedience to the Messenger, and obedience to
those in authority. The conjunction of "obey" with the Messenger
and those in authority indicates that their obedience is
subordinate to obedience to God, not independent, and is
impermissible if it contradicts the command of God or His
Messenger.

has disobeyed God. Whoever obeys the ruler has obeyed me,

“Hearing and obeying is obligatory upon a Muslim in what
he likes and dislikes, as long as he is not commanded to do
something sinful. If he is commanded to do something
sinful, then he should neither hear nor obey.” (Narrated by
