WHY IT WAS CREATED
To help us citizens who had very low
  income. It began in the 1930s during the
  great depression. The us government
  was over whelmed , so they responded
  with the us welfare system.
Most Americans with the welfare system,
 because people were abusing the program by
 not applying for jobs , having more kids, and
 staying unmarried for better benefits. since
 people started to abuse the program, president
 Clinton signed a law that gave control of the
 welfare system to the government to make
 types of welfare.
WHEN IT BEGAN
In the 1990s the government made several
   changes in the welfare system.
One of the most well know change was to aiding
   family's and independent children, instead of
   long-term support they provide short term
   support to help people become able to support
   themselves.
IS WELFARE A BAD SYSTEM?

 dislike the articles of confederation. A
 main concern was taxes. Since congress
 could not tax the people they had to tax
 the states, on occasion and on occasion
 the states would not pay the money, and
 congress had no way to enforce this.

  business or money. That the states made
  with other country's. This prevented
  congress from resolving trade problems
  with England.
CHECKS AND BALANCES
The people who created the constitution in 1787
  wanted each branches power to be separate
  but balanced. People believed giving absolute
  power to one branch was dangerous to the
  government. The main reason for checks and
  balances was so each branch could check to
  see if another branch was abusing its power.
