The document discusses pros and cons of government collection and distribution of data. It argues that government is effective at collecting certain data but inefficient in its use and licensing of data. Current licensing policies around crown copyrighted data held by agencies like Ordnance Survey are restrictive and harm private sector businesses and innovation. Removing licensing fees and making data openly available could spur new businesses and economic growth by generating wealth from uses of the data, as seen with systems like GPS, with little cost to the government.
1) Calfee Co. automated its lottery reconciliation process using the standard developed by PCATS, reducing reconciliation time from days to about an hour per week.
2) The PCATS standard provides consistent data that is easier to analyze and improves Calfee's accounting controls.
3) A single lottery standard across jurisdictions means retailers can build applications using one format, regardless of the lottery location. This benefits multi-state retailers.
1) Small businesses face a deadline of October 1st to upgrade their payment systems to accept new credit and debit cards with computer chips, otherwise they will be liable for fraudulent transactions made with counterfeit chip cards.
2) The transition to chip cards is expensive for small businesses, costing anywhere from hundreds to tens of thousands of dollars due to needing new card readers and payment processing software. Large retailers receive volume discounts that small businesses do not.
3) While the new systems will help reduce fraud, small businesses struggle with the costs and technical challenges of installing the new chip-enabled payment systems themselves by the deadline. They will likely need to hire outside technology consultants for assistance.
Big Data, analytics, and behavioral analysis can help combat financial crime by:
1) Identifying hidden relationships and detecting anomalies across large volumes of structured and unstructured data.
2) Analyzing both financial and non-financial transactions to better understand customer behavior.
3) Using predictive models, social network analysis, and other techniques to surface emerging threats and reduce false positives.
The document discusses the impact of new legislation that will lower debit card interchange fees for utilities. It explains that:
1) New rules from the Federal Reserve will result in lower interchange fees for debit card transactions, reducing costs for utilities and other businesses.
2) While some savings may be passed to consumers, cost reductions typically go to company profits rather than lower prices.
3) The growth of debit card use, especially online, means utilities need to accept card payments to serve customers, but lower fees will make this more affordable.
This document discusses payments and Bank of America's leadership in the payments industry. It notes that payments drive more revenue for banks than any other business. Bank of America leads in the fastest growing payment businesses like debit cards, online banking, ACH, and credit cards. It achieved this position through mergers and acquisitions that filled gaps, and by taking an enterprise-wide view of payments to find opportunities for cost savings, revenue growth, and innovation. This approach to payments differentiation focuses on operational excellence, innovation, and service excellence.

Memorandum of Law - Internet Cafe Legislation and Fringe GamblingMitchell M. Hecht
Legislatures in several states have passed laws targeting internet cafes, which allow customers to purchase items and enter sweepstakes to win prizes. While the laws aimed to restrict thinly veiled gambling operations, their broad language could impact legitimate sweepstakes. North Carolina's law was struck down for regulating protected speech. Future legislation should focus narrowly on internet cafes rather than expansively targeting any enterprise with sweepstake elements.

There are several reasons why patients with pancreatic cancer experience pain, including inflammatory changes and damage to local nerves from tumor growth and destruction. Pain management options include medical treatments like medications, drainage procedures, and surgical interventions. Interventional procedures for pain control include celiac plexus neurolysis or nerve blocks, which are typically guided by ultrasound, CT, or fluoroscopy and involve injecting local anesthetics or neurolytic agents near the celiac plexus to disrupt pain signaling. Patient preparation and positioning depends on the specific technique used.

TNM staging is a system used to describe the extent of cancer in the ampulla of Vater, bile ducts, and pancreas based on the size of the original tumor (T), whether the cancer has spread to nearby lymph nodes (N), and whether the cancer has metastasized to distant organs (M).
This document discusses various preoperative considerations for patients undergoing surgery, including endoscopic stenting, coagulopathy, hydration, nutrition, and nutritional assessment. It notes that endoscopic stenting preoperatively increases septic complications. For coagulopathy, it recommends vitamin K and fresh frozen plasma to improve coagulation factors. Proper hydration is important to prevent postoperative renal failure, though mannitol provides no benefits. Thorough preoperative and perioperative nutritional assessment and supplementation can be of great value for surgical patients.
Surgical palliation can help relieve symptoms for patients with unresectable peri ampullary carcinoma. Both open and laparoscopic approaches are equally effective for palliating jaundice via choledochojejunostomy or duodenal obstruction via gastrojejunostomy if the patient is otherwise healthy. Palliative measures generally provide relief for jaundice and duodenal obstruction but have limited effectiveness for pain in metastatic cancer.
This patient underwent pancreaticoduodenectomy (PPPD) for pancreatic cancer and experienced a postoperative pancreatic fistula (POPF). On postoperative day 14, the abdominal drain output became blood tinged. Selective angiography revealed a pseudoaneurysm of the gastroduodenal artery (GDA), which was treated with successful embolization. Management of postoperative hemorrhage depends on whether it occurs early (<24 hours) or delayed (1-3 weeks) after surgery. Endoscopy or interventional radiology are options for stable patients, while reoperation may be necessary for unstable patients.

Effective Application Security in Software Delivery lifecycle using Deployment Firewall and DBOM
The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).
Speakers:
Bob Boule
Robert Boule is a technology enthusiast with PASSION for technology and making things work along with a knack for helping others understand how things work. He comes with around 20 years of solution engineering experience in application security, software continuous delivery, and SaaS platforms. He is known for his dynamic presentations in CI/CD and application security integrated in software delivery lifecycle.

Observability Concepts EVERY Developer Should Know -- DeveloperWeek Europe.pdfPaige Cruz
Monitoring and observability aren’t traditionally found in software curriculums and many of us cobble this knowledge together from whatever vendor or ecosystem we were first introduced to and whatever is a part of your current company’s observability stack.
While the dev and ops silo continues to crumble….many organizations still relegate monitoring & observability as the purview of ops, infra and SRE teams. This is a mistake - achieving a highly observable system requires collaboration up and down the stack.
I, a former op, would like to extend an invitation to all application developers to join the observability party will share these foundational concepts to build on:
Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

Climate Impact of Software Testing at Nordic Testing DaysKari Kakkonen
My slides at Nordic Testing Days 6.6.2024
Climate impact / sustainability of software testing discussed on the talk. ICT and testing must carry their part of global responsibility to help with the climat warming. We can minimize the carbon footprint but we can also have a carbon handprint, a positive impact on the climate. Quality characteristics can be added with sustainability, and then measured continuously. Test environments can be used less, and in smaller scale and on demand. Test techniques can be used in optimizing or minimizing number of tests. Test automation can be used to speed up testing.

2. Government: good and bad
Government is good at collecting data, especially
where the market would not (e.g map data of
remote areas — rarely visited but matter in
emergencies or to small groups)
3. Government: good and bad
Government is good at collecting data, especially
where the market would not (e.g map data of
remote areas — rarely visited but matter in
emergencies or to small groups)
Government is inefficient at using its data. Tide
tables, map data, weather data and other
information can be mixed together by people who
know how to use it to create new sets of information
- “mashups”.
4. The problem: licences
Crown Copyright is designed to be restrictive: it was
introduced with printing.
Licences can be expensive; confusing (restrict use in
a world where easy flow of data matters) and cause
delay (they make what should be fast, slow).
Without licensing and charging, there would be
faster movement.
We propose: no licences; no charges. Make up the
difference from the tax revenues generated by new
businesses and the expansion of existing ones.

23. And it actually costs money
Last year, an economic study by private consultants
found that confusing government policies were harming
a business worth billions to the economy every year.
Government agencies often use their limited funds to
collect, manage and distribute the data. This drives
some agencies to adopt pricing policies that ‘over-
recover’ the cost of producing information,” says the

25. Generating wealth from free can be done
The Global Positioning System (GPS)
cost to install: $8.5bn
cost to run: about $750m annually
Revenues generated from GPS units, services etc:
“global turnover for satellite navigation products in
2001 amounted to €15 billion and is expected to rise
to €140 billion by 2015. In 2001 approximately 30%
of the global revenues were generated in Europe.”
26. Paid-for creates economic friction
A local authority may end up paying multiple times
for data it has generated — meaning taxpayers pay
1: planning application site map from OS (£25)
2: local council pays for map base (payment to OS)
3: personal taxes (half of OS revenue is from tax)
4: OS and Post Office creates Local Land and
Property Gazetteer (LLPG) from local authority data
provided free
5: person checks application using postcode search:
local authority charged per click (from local taxes)
