Abstract
This article deals with the information about historical and saint places in Namangan and how to develop
tourism. Futhermore, were offered the ways which are related with the development of tourism on using historical
monuments.

The extensive reforms carried out in our country
in the following years have a strong impact on the de-
velopment of the entire sector. The government of the
Republic, Shavkat Mirziyoyev, President of Uzbeki-
stan seriously focuses on the preservation, repair and
restoration of historical monuments. Due to the initia-
tives and efforts of our compatriots, many good works
are also carried out in the Namangan region.
Historical memory is very important in the under-
standing of person by own. Historical cultural heritage,
architectural monuments built by our ancestors occupy
a special place in the study of history, making the nec-
essary conclusions from it.
In particular, the remains of the Akhsikent for-
tress, the Hazrat Sultan Uways Karani pilgrimage site
in Balikkul village of Chortok district, the Mevlono
Lutfi complex in city culture and park of Chust, the
Mulla Kyrgyz madrasah in Namangan city, the
Atoullixon Tura mosque and others were repaired,
landscaped, became attractive place.
Special attention is paid to the development of
tourism in raising the economy of the Republic. The
ecological environment in our region, well-preserved
and developed settlements, historical, architectural
monuments, places of pilgrimage are a favorable op-
portunity for the development of tourism in Namangan.
Due to the fact that in the Fergana Valley the pop-
ulation lives densely, in place of the ancient cities there
are new buildings and cities, the possibility of studying
the ruins of many cities is limited. Nevertheless, among
the ancient settlements in Namangan, the remains of the
cities of Buonamozor (Chust), Kasan and Akhsikent
were studied by scientists for a long period.
Historical monuments in the Namangan region
dates back to ancient times, and most of them to the
Middle Ages, as well as to the near Times. Therefore,
they can be used in different ways for the purpose of
attracting tourists. First, ancient historical monuments
integrate ecological tourism with travel. The second is
the joint implementation of pilgrimage tourism with the
viewing of architectural structures typical of the Middle
Ages.
The ancient ruins of Akhsikent located on the
shores of Sirdarya are one of the places that attracts
many tourists. Tourism in this area can be developed by
organizing ecological landscapes, picturesque resorts
along with historical monuments. There are also eco-
logical opportunities in ancient Mug (mug’) ruins in
Kasansay district, in the regions of the village of Cho-
dak in the Pop district, in the village of Balikkul in the
Chortok district, they attract tourists as well as above.
The wide spread of Islam in Central Asia and the
development of many religious thinkers from our coun-
try also influenced the architecture of that period in the
Middle Ages. According to the method of construction
and decoration, the buildings, that is, mosques, mad-
rasah and tombs, which differ from the previous ones,
were built. On the territory of the Namangan region, the
multi-storey buildings have also been restored. The pe-
riod of Soviet colonialism, the use of them for other
purposes, as a result of their destruction, is not so much
in the number that they have reached so far. But among
them, which is able to attract tourists, is well located,
architectural monuments serve for the development of
Tourism.

Хўжамнинг мақбараси, Мавлавий In Namangan
have been preserved the Tomb of Khujam, the mauso-
leum of Mavlaviy Namanganiy, the Atoullixon Tura
mosque, the Azizkhuja Eshon mosque and madrasah,
the Mulla Kyrgyz Madrasah, the Mulla Bazar Oxund
complex, Maxdum Eshon mosque and other historical
monuments. Such monuments can be met in all districts
of the Namangan region. In addition to these monu-
ments, there are still places of pilgrimage that are not
known to many people. For example, although the mys-
terious mosque in Namangan district, the Tashbulak
mosque, the Abduvali-Nurmatboy mosque are familiar
to the public, the Kuyik cemetery (Khujai Buzruk) in
this district, the Muradbakhshi cemetery, the Okhun-
buva cemetery, the Nadirkurgan pilgrimage site, the
Pochata pilgrimage site and others are not familiar to
majority of people. Studying the history of these pil-
grims, bringing them to the public, allows to form a
wide network of pilgrimage tourism.
One of our most basic tasks can be concluded that
the preservation of existing historical objects, systema-
tization of information related to them, finding and
searching many sources. Also, special attention should
be paid to their attractiveness to productive use in the
development of tourism from historical monuments.

The economic effectiveness of Tourism Develop-
ment is manifested in the following. First, the health of
transport services, which provide services to tourists,
will significantly increase. Secondly, hotels and cater-
ing network will be expanded. Thirdly, it leads to an
increase in the number of commercial establishments
and manufacturers of special (souvenir) products for
them. All this leads to the creation of new jobs, an in-
crease in the income of the population.

Аннотация
В статье акцентировано внимание на растущем антропогенном влияниии деятельности человечества
на окружающую природную среду. Исследован индекс экологической эффективности в разных странах
мира, в том числе и Украины.
Раскрыта сущность понятия «экологический след» человека и установлено, что он находится в прямой
зависимости от его благополучия и разрушителен для природной среды.
Рассмотрены сущность экологического налогообложения и его особенности в Украине и мире. Уста-
новлено, что «экологические платежи» есть источником финансовых поступлений для решения существу-
ющих экологических проблем и залогом внедрения экологически ориентированных технологий в агропро-
мышленном комплексе разных стран мира.
Рассмотрены основные причины неэффективности экологического налогообложения в Украине и
предложены основные направления его совершенствования на основе мирового опыта.
Abstract
The article focuses on the growing anthropogenic impact of human activity on the natural environment. The
index of environmental efficiency in different countries of the world, including Ukraine, has been studied.
The essence of the concept of "ecological footprint" of a person is revealed and it is established that it is
directly dependent on humans’ well-being and is destructive for the natural environment.
The essence of environmental taxation and its features in Ukraine and the world are considered. It has been
established that "environmental payments" are a source of financial revenues for solving existing environmental
problems and a guarantee of the introduction of environmentally friendly technologies in the agro-industrial com-
plex of different countries of the world.
The main reasons for the ineffectiveness of environmental taxation in Ukraine are considered and the main
directions of its improvement based on world experience are proposed.

Formulation of the problem.
One of the current problems in Ukraine and in the
world as a whole is insufficient funding for environ-
mental measures and, as a result, exacerbation of envi-
ronmental problems. In the context of the global eco-
nomic crisis, the situation is significantly exacerbated,
as the already meager costs of environmental protection
are reduced.
Problems of environmental taxation have never
been in the focus of domestic tax regulation. However,
today, due to the difficult environmental situation in
Ukraine, it is advisable to strengthen measures of envi-
ronmental and economic regulation, including through
the use of environmental taxation, the main principle of
which is - "who pollutes - he pays" [22]. Therefore, the
development of the necessary theoretical and practical
knowledge in this area is extremely important.
Research of theoretical and practical questions in
the field of ecological taxation was made by Abram-
chuk M.Yu. [4], Volkovets T.V. [8], Kaletnik G.M.
[17], Kozmenko S.M. [18], Lutkovska S.M. [17],
Serebryansky D.M. [24], Shevchenko I.V. [26], Yush-
chenko Yu.V. [24] and others. However, there are
many unresolved issues in this area, which requires the
development and implementation of an effective do-
mestic system of environmental taxation, taking into
account world best practices, which would have a clear
incentive and would contribute to the greening of social
production in general.
Presentation of the main research material.
According to estimates by domestic scientists, life
expectancy in Ukraine averages about 66 years, while
in Sweden - 80 years, in Poland - 74 years. This is
largely due to the anthropogenic load on the environ-
ment, in particular its pollution by enterprises, mainly
mining, metallurgy, chemical industry, energy sector.
Today, Ukrainian agro-industrial enterprises create a
high degree of risk of unforeseen environmental situa-
tions and accidents that can lead to severe social and
economic consequences. Ukraine has the highest level
of plowing in Europe, consumption of water resources,
deforestation. More than 15 percent of the territory of
Ukraine with a population of over 10 million is in crit-
ical ecological condition [19].
In the world ranking of environmental efficiency,
Ukraine ranks 109th among 180 countries and is lo-
cated between Turkey (108th place) and Guatemala
(110th place) (Fig. 1). In 2018, Switzerland was recog-
nized as the leader in terms of environmental effi-
ciency, and France, Denmark, Malta, Sweden, Great
Britain, Luxembourg, Austria, Ireland and Finland
were also included in the top ten.

Thus, the "ecological footprint" of Ukrainians has
a significant negative impact on the environment, de-
spite the prolonged economic crisis and declining pro-
duction.
Ecological footprint is an indicator that calculates
the surface area of the earth and the amount of re-
sources needed by one person or an entire country for
normal existence. It is established in average that each
person living in a developed country consumes 2-3
times more natural resources than his country can pro-
duce [9].
The ecological footprint can also be understood as
waste generated by man during his life. According to
scientists, it is established that each inhabitant of
Ukraine has about 250 kilograms of household waste
annually, in Europe this figure reaches 400-500 kg, and
in the United States - about 1 ton. However, every com-
modity we consume needs raw materials and energy to

create it. Therefore, each kilogram of household waste
"weighs" 10-20 times more [9]. Thus, today, consider-
ing the growing anthropogenic impact, due to the max-
imum possible use of natural resources in the economic
complexes of all countries, it is necessary to change ap-
proaches to the classification of natural resources in
particular regarding their depletion and renewability.
Therefore, it is safe to say that the ecological footprint
is directly dependent on human well-being and is de-
structive to the environment (Fig. 2).

Fundamental changes in the field of greening re-
quire the establishment of the process of formation of
environmental funds and effective management of the
system of environmental payments and continuous im-
provement of their forms. Success in this direction, in
particular, can be achieved through a thorough study of
the nature of environmental taxes, the diversity of their
types and the possible consequences of their introduc-
tion. Ukraine's environmental problems in general do
not differ from the world, so the analysis and adoption
of world experience in the field of environmental taxa-
tion, in our opinion, is a necessary step towards opti-
mizing environmental taxation in Ukraine and improv-
ing the environmental situation in general.
The most effective in curbing the negative trends
of environmental safety of production is the use of fi-
nancial instruments such as environmental fees and
taxes. The ecological component of the domestic tax
system is represented by: rent payments, land fees, ex-
ploration fees, payments for special use of natural re-
sources and environmental tax (environmental pollu-
tion fee) [4]. At the same time, the main functions of
environmental taxation, as shown by domestic practice,
are not to stimulate activities to reduce environmental
pollution, and the financing of environmental
measures. The main reason for this state of affairs is the
meager rates for the use of natural resources and envi-
ronmental pollution.
Environmental tax rates in the EU differ signifi-
cantly from the Ukrainian ones, as they are much higher
and therefore more effective. For example, Table 1
compares some tax rates in Ukraine, the United King-
dom and Poland as of 2019.

D. Serebryansky believes that the experience of
countries with developed market economies shows that
the main purpose of environmental taxes (fees) is not to
replenish the state budget, but to encourage the payer to
a positive and responsible attitude to the environment.
The funds received can be used to stimulate environ-
mental protection by consumers, development and im-
plementation of waste-free technologies, waste dis-
posal, etc. [24]. According to I.V. Shevchenko further
successful development of the economy of any country
will depend on the introduction of effective environ-
mental policy and new approaches to solving global
problems, including the introduction of innovative eco-
nomic mechanisms [26].
According to the current legislation, the environ-
mental tax is a national mandatory payment, which is
based on the actual amount of emissions into the atmos-
phere, ejections of pollutants into waters, waste dis-
posal, the actual amount of radioactive waste temporar-
ily stored by their producers, the actual amount of gen-
erated radioactive waste.
Taxpayers are business entities, legal entities that
do not conduct economic (business) activities, budget-
ary institutions, public and other enterprises, institu-
tions and organizations, permanent representations of
non-residents, including those that perform agency
(representative) functions concerning to such non-resi-
dents or their founders [12].
Environmental taxes are imposed on all types of
products and services, in the process of production and
operation of which there is environmental pollution or
harmful effects on humans. If the requirements of the
maximum allowable standards are not met, the environ-
mental tax standards are applied, which stimulate the
transition to low-waste technologies or efficient treat-
ment facilities. Thus, the concept of environmental
taxes should be understood as taxes, based on the activ-
ity, process or results of which negatively affect the
state of the environment [7].
Environmental taxes on activities that cause envi-
ronmental degradation are an effective means of com-
bating pollution and resource depletion. "Green taxes"
can be applied in the control of emissions that lead to
further pollution of air and water resources. According
to the World Bank, taxing of the coal usage by industry
or gasoline by cars will reduce excessive resource con-
sumption and emissions and increase tax revenues, and
therefore ensure efficiency in environmental quality
management in parallel with economic growth. Pollu-
tion taxes are most effective when there is a well-estab-
lished regulatory framework that includes emission
standards and an effective monitoring and enforcement
system. In addition, with the help of environmental
taxes it is possible to create environmental funds. Envi-
ronmental taxes are designed to reduce the negative im-
pact on the environment, serving as an economic incen-
tive to re-equip the production and use of technologies
that cause less pollution or use less natural resources.
Today, more and more countries are turning their
attention to environmental policy instruments and in-
troducing new environmental taxes. It should be noted
that environmental taxes are a difficult phenomenon,
and each country introduces them in its own way,
which is one of the reasons for the considerable variety
of types of environmental taxes.
The Directorate for Taxes and Customs Duties of
the European Commission has divided environmental
taxes into seven groups by areas of use [8]:
- energy taxes (on motor fuel, on energy fuel, on
electricity);
- transport taxes (taxes on kilometers traveled, an-
nual tax for owners, excise taxes when buying a car);
- payment for pollution (emission of pollutants
into the atmosphere and emissions into water bodies);
- payment for waste disposal in landfills and their
processing;
- taxes on emissions of substances that lead to
global change (ozone depletion);
- tax on noise exposure;
- payment for the use of natural resources.
Today, to protect the interests of citizens and na-
tional producers, the world community is trying to co-
ordinate its actions in the field of environmental taxa-
tion. Currently, more than 520 types of environmental
taxes are widely used in OECD and EU member states,
which encourage businesses to reduce emissions of pol-
lutants [25].
The main feature of the environmental policy of
the EU is that it is aimed at preventing pollution
through environmental assessment, such as: environ-
mental impact assessment and environmental assess-
ment of strategic development plans and programs.
Differences in the structure and methods of apply-
ing national environmental taxes are an important fac-
tor in developing measures to harmonize environmental
taxes in EU member states. It is natural to introduce
such environmental taxes, which regulate the country's
specific area of activity or a specific type of impact on
the environment.
According to the main purposes of using the re-
ceived incomes ecological taxes are divided into the
following types:
- incentive taxes (stimulation of ecological behav-
ior of nature users);
- fees to cover costs (costs of environmental resto-
ration and monitoring and control of the environment);
- taxes that increase revenues (replenishment of
the state budget) [8].
An important indicator of the analysis of environ-
mental payments in the EU and in Ukraine in particular,
is the ratio of revenues from environmental taxes and
GDP. In general, in the EU countries, environmental
taxes in % of GDP are at the level of 2.35 to 2.46% (Fig.
3). In Ukraine, on the other hand, they are at the level
of 0.02 to 1.6% of GDP, which is almost twice less (Fig.
4). However, it should be noted that the GDP of the Eu-
ropean Union in 2018 was almost 120 times higher than
the GDP of Ukraine. Thus, it is safe to say that in
Ukraine the environmental tax is extremely low and not
budget-generating [2, 6, 20].

Despite a significant change in the mechanism of distribution of environmental tax paid in Ukraine (Table 2),
expenditures on environmental protection remain negligible [11].

Of the total amount of expenditures of the consol-
idated budget of Ukraine, which during 2012-2018 av-
eraged 34.64% of GDP, environmental protection ac-
counted for the most in 2012 - 0.4% (Fig. 5) [5]. It
should be noted that in the dynamics of the amount of
contributions to environmental measures is decreasing
and this has a corresponding effect on the environmen-
tal situation in Ukraine as a whole.

In 2018, revenues from the environmental tax in
the European Union (EU) amounted to 324.6 billion eu-
ros, an increase of 3% in nominal terms compared to
the previous year and 49% higher than in 2002. The
largest share of EU revenues from the environmental
tax in 2018 was energy taxes - 77.7%, transport taxes -
19.1% and taxes on pollution and resource use - 3.3%
[3].
The share of environmental taxes in total taxation
in different countries differs significantly. It should be
noted that in 2018 the contribution of environmental
taxes to the total state revenues from taxes and social
contributions was the largest in Latvia -10.9%, Bul-
garia -9.8%, Greece - 9.5%, Slovenia - 9.4% and Croa-
tia - 9.3%. The smallest amount - in Luxembourg -
4.4%, Germany - 4.5% and Sweden - 4.8% (Fig. 6) [3].
It should be noted that the significant share of environ-
mental taxes in the total amount of taxation in the coun-
tries of the former "socialist camp" is much higher than
in Ukraine, and the system of environmental taxation is
correspondingly more effective.

Thus, it can be argued that there is no single uni-
fied system of mandatory payments related to the envi-
ronment in the world. General EU environmental taxes
cover a much wider range of mandatory payments than
the concept of "environmental tax" under domestic law.
Each country uses different mechanisms of financial
and economic nature to address environmental issues.
The main environmental payments used in some coun-
tries are systematized in Table 3 [10].

Studies have shown that at the present stage, envi-
ronmental taxes in Ukraine still play a more virtual than
environmental role. The main reasons for this situation
are as follows:
- weak attachment of most taxes to direct pollu-
tion;
- lack of system in approaches to the formation of
environmental taxes;

- a small part of the funds received from environ-
mental taxes is used for environmental purposes.
Therefore, the environmental policy of Ukraine
should be based on action aimed at preventing environ-
mental pollution by conducting an appropriate environ-
mental assessment (Fig. 7), which is the basis of EU
environmental policy.

Ensuring stable financing of environmental activ-
ities, improvement of economic instruments are the
main prerequisites for the implementation of environ-
mental policy in Ukraine. Economic instruments and
mechanisms for financing environmental activities de-
veloped and implemented in the early 1990s need fur-
ther development in the context of globalization.
The maximum integration of the ecological com-
ponent into all spheres of the economy and the devel-
opment of the economic mechanism for ensuring envi-
ronmental protection are one of the strategic tasks of
our state. Ukraine, having proclaimed pro-European in-
tegration, has adopted a number of laws aimed at envi-
ronmental protection, including the Laws of Ukraine:
"On Environmental Protection", "On Air Protection",
"On Fauna", "On Flora", etc. and codes : Water, Land,
Forest, Air, Subsoil Code of Ukraine; and quantity, as
is well known, is not always equal to quality. However,
in the national tax system of Ukraine, tax instruments
of environmental regulation are just passing the stage
of formation and need significant improvement.
In Ukraine, the introduction of environmental
taxes was mainly embodied in the renaming of previ-
ously existing charges for environmental pollution, the
amount of which is difficult to compare with the depth
of environmental problems observed in the country.
According to the results of the comparison of environ-
mental taxation of Ukraine and European countries, the
Tax Code of Ukraine does not pay due attention to such
types of environmental taxes as payment for products
that harm the environment. As for the taxes that regu-
late the use of natural resources, electricity and opera-
tion of vehicles, it should be noted that they are not part
of the environmental tax [10].
Today, due to limited budget funds, it is important
to find new sources of funding for environmental
measures aimed at eliminating pollution, ensuring en-
vironmental safety, measures related to the reproduc-
tion and maintenance of natural resources in good con-
dition. In this regard, in the short term it is necessary to
ensure a favorable tax, credit and investment climate to
attract international donors and private capital in envi-
ronmental protection, the creation of environmental
management systems, the introduction of cleaner pro-
duction, resource and energy saving technologies.
Conclusions. The analysis of foreign experience
in the application of environmental taxes and fees
shows a significant diversity of their types, and thus the
different effects that can be obtained from their appli-
cation. The above must be taken into account when im-
proving environmental taxation in Ukraine. The intro-
duction of a specific type of environmental tax requires
a detailed consideration of the experience of developed
countries, the results obtained by them, as well as a
comparison of their experience to determine the pat-
terns and features of a tax.
In order to increase the efficiency of environmen-
tal taxation in Ukraine, it is advisable to:
- to establish progressive or regressive ecological
taxation depending on the amount of anthropogenic im-
pact of economic activity on the environment;
- change the procedure for collecting environmen-
tal tax in order to implement the principle of "polluter
pays", i.e. the tax should not be included in the price of
goods, and be paid from profits;
- introduce adjustment factors for the amounts of
environmental payments depending on changes in eco-
nomic damage and price growth rates.
- to carry out appropriate reform of the existing
practice of financing environmental measures;
- to improve the system of statistical reporting,
control of reporting data of nature users, accounting,
accounting of payment receipts;
- to improve the system of fines for environmental
violations;
- introduce various types of tax benefits, soft loans
and soft loans in order to support and stimulate envi-
ronmental activities of economic entities;
- to improve the existing system of environmental
licensing, etc.
By reforming the system of environmental taxa-
tion and improving other instruments of environmental
regulation in Ukraine, it is necessary to achieve coordi-
nation of different levels of interests in the production
and rationalization of nature management and more ef-
fective regulation of environmental and economic be-
havior of economic entities.
The main trends in environmental taxation in
Ukraine should be those that are able to reorient the ef-
fects of fiscal instruments from servicing the process of
turning away of polluting enterprises by redistributing
the savings achieved by reducing or eliminating the
cost of environmental protection, to "earn" incentives
in the form of a certain benefit for the production of
environmentally friendly products that meet interna-

tional environmental standards and do not cause nega-
tive pressure on the environment and staff health.
In the process of solving environmental problems
through tax regulation, Ukraine can provide economic
incentives for polluters - to encourage them to innovate
and invest in renewable energy sources and alternative
fuels; efficient use of fuel and energy resources, imple-
mentation of energy saving measures; increasing the
share of renewable energy sources and alternative fuels
in the country's energy balance; adjustment of con-
sumer demand for environmentally friendly "clean"
and "harmful" goods, their offers from producers; effi-
cient use of natural resources; financing of environ-
mental funds, etc. Environmental taxes also have sev-
eral secondary benefits: they promote a healthier soci-
ety and therefore reduce health care costs, stimulate
eco-innovation that creates wealth and jobs, and so on.

METHODICAL SUPPORT FOR THE FORMATION OF PROJECT VALUE MANAGEMENT
PROCESSES TAKING INTO ACCOUNT THE INTERESTS OF STAKEHOLDERS

Abstract
The article is devoted to building a value-based system of project responsibility indicators (VBPASC - Value
Based Project Accountability Scorecard) as a management tool developed on the basis of the traditional ASC
model to maximize and balance (harmonize) values and interests of the organization, consumers, contractors and
other stakeholders. project planning and implementation.

Among the many risks that accompany the imple-
mentation of any project / program, an important place
is occupied by risks caused by different levels of inno-
vation, turbulence, changes in the environment and the
inability of projects and programs to adapt to them in a
timely manner. The experience of successful imple-
mentation of innovative projects / programs does not
guarantee the same success in the transition to projects
/ programs with different levels of innovation and risks
[2, p. 47].
In the literature on project management, research-
ers emphasize that the success of projects / programs is
largely determined by the ability to adapt, but in both
foreign and domestic literature there are virtually no
studies of the adaptability of project management and
programs. Existing project and program management
systems do not ensure the adequacy of forecasts and
implementation of plans. Delayed planning decisions
cause losses and low economic efficiency of project /
program management, and the uncertainty of changes
in the environment - unacceptable deviations of actual
quality of management from planned. The consequence
of these problems in practice is the low quality of risk
management of projects / programs, which can not only
reduce their effectiveness, but also jeopardize the com-
pletion of a positive result.
Therefore, today it is extremely important to de-
termine the methodological basis of adaptability of the
project and program management system, which will
allow: both at the conceptual phase and throughout the
project / program to assess the adequacy of adaptive ca-
pacity of projects / programs of different levels of inno-
vation for their successful implementation [4, p. 83].
"Building" insufficient adaptive abilities and managing
them.
Adaptation of economic behavior of the organiza-
tion is based on the solution of the contradiction be-
tween the existing inertia of the external environment
(which allows to maintain the stability of the economic
system) and innovative management decisions (adapt-
ing to the external environment) in the current infor-
mation asymmetry. adaptation of the organization to
the changed operating conditions [6, p. 117].
Based on the literature review, it can be concluded
that the adaptability and adaptive capacity of projects /
programs are more influenced by their parameters of
structure formation, namely: innovation of projects /
programs, organizational structure, organizational cul-
ture, management style, competitive strategy.
The most important processes that ensure harmo-
nization and systemic structure formation are coordina-
tion (management, coordination) of all parameters of
structure formation.
The selection of patterns of interaction of adapta-
bility parameters and their coordination determines the
dominant type of relationships in decision-making pro-
cesses, as well as the distribution of necessary re-
sources in the project / program.
Let's analyze the parameters of the structure of the
project / program in terms of impact on adaptability and
adaptability.
The key idea of the project / program adaptability
management roadmap is that the project / program
management structure is formed under the influence of
coordinated interaction of all parameters of structure
formation and that the project / program management
structure should ensure correspondence between exter-
nal and internal project / program environment. The
greater the compliance, the more adaptable and effi-
cient the project / program management system [1-3].
Based on the first developed roadmap for manag-
ing the adaptability of projects / programs, recommen-
dations to project managers have been formed.
For projects of the I level of innovation, in which
the smallest local innovations are introduced and the
finished product is used, the adaptive model of realiza-
tion of these projects / programs is violent competitive
strategy, functional organizational structure, bureau-
cratic culture and authoritarian management style.
For projects of the II level of innovation, where
small innovations are implemented, in which the
known solution is modified and one part of the system
is changed, the projects / programs of violent and pa-
tient competitive strategies are adaptive and, as a spe-
cial case, commutative, in case the commutator is at the
stage of rebirth. at the patient or violent.
Divisional organizational structure, market culture
and authoritarian "friendly" management style are
adaptive for intensively developing violets or switches
that regenerate into violets [5, p. 186].
And for highly specialized patients or switches, re-
generating into patients, adaptive are the matrix organ-
izational structure, clan organizational culture and
democratic management style.

For projects / programs of III level of innovation,
where medium innovations are implemented, in which
one element of the system changes completely and oth-
ers partially, in which the design of innovation is ap-
plied in a new way, and the amount of knowledge re-
quired for such innovation is already within one sci-
ence, adaptive is an explicit competitive strategy,
project organizational structure, adhocratic culture and
democratic or liberal management styles.
Innovativeness of projects / programs. Not all pro-
jects / programs are equally adapted. The higher the in-
novativeness of the implemented solution, the higher
the risk, uncertainty and more difficult adaptatio [7, p.
89].
Organizational structure that characterizes a par-
ticular system in terms of its construction, spatio-tem-
poral location of parts, stable relationships between el-
ements. The organizational structure ensures the corre-
spondence between the external and internal
environments of the project / program. The greater this
compliance, the more adaptive and effective the organ-
izational structure. However, there is no perfect, uni-
versal organizational structure, and a certain type of
structure corresponds to a specific set of properties of
both external and internal environment of the organiza-
tion, project or program/
Organizational culture, which is a kind of guide
for choosing the right type of behavior by team mem-
bers. Organizational culture performs two main func-
tions [8]: internal integration - carries out the internal
integration of team members so that they know how
they should interact with each other; and external adap-
tation - helps the project / program to adapt to the ex-
ternal environment.
Management style as a way (manner) of manage-
ment, which will be implemented behavioral character-
istics of organizational culture and organizational struc-
ture. Management style is a habitual manner of behav-
ior of the head in relation to subordinates, to influence
them and motivate them to achieve the goals of the pro-
ject / program.
Competitive strategy through which the project /
program expresses its "behavioral motives" to the ex-
ternal environment. Each type of competitive strategy
focuses on different conditions, both external and inter-
nal environment. Their projects and programs are fol-
lowed in their own way, but not like others, and at the
same time equally well adapted to the requirements of
the external environment, including the market.
The method of research of complex assessment of
adaptability of projects and programs to risks is carried
out according to the following algorithm: To build a
VBPASC, the following sequence of steps is required:
1. Determining the actual or potential value added
(tangible and intangible investment / contribution to the
project) received from each stakeholder (or stakeholder
group) for the successful implementation of the project.
In this step, a list of indicators is determined, according
to the values of which the level of investment (intro-
duction) of value into the project by different groups of
stakeholders is assessed.
2. Determining the actual or potential value cre-
ated for each stakeholder. This step differs in that the
list of indicators is determined jointly with the project
stakeholders, as the essence of the indicator should re-
flect the category of value that is acceptable for a par-
ticular project stakeholder (project stakeholder groups);
and the values of such actual / projected indicators re-
flect the extent to which the project meets the require-
ments and expectations of stakeholders and, accord-
ingly, generates value. The process of forming indica-
tors of the created value of the project requires from the
responsible persons on the part of the organization of
close interaction with stakeholders and professional
knowledge in the subject area of value formation. This
emphasis is made to take into account real requirements
and expectations - which take into account both the sub-
jective assessments of stakeholders and the expert ad-
vice offered by stakeholders on the objective compo-
nents of the value of project results generated by laws
and current trends. The latter provide a proactive and
potential willingness to change the preferences and ex-
pectations of the stakeholders being evaluated. This is
the prevention of measures to maximize the value of
project results.
3. Establishment of maximum, minimum, actual
(or predicted) values of indicators for the entered and
created values at the moment of estimation. The value
(+/–) depends on the economic essence of the indica-
tor. 4. Providing a 10-point assessment of the actual
(predicted) value of the value added and the value cre-
ated, taking into account the capabilities of project
stakeholders and the potential of the project as a whole.
SPI (Schedule Performance Index), CPI (Cost Per-
formance Index), SI (Schedule Index), CI (Cost Index)
- indicators of value added for the project team (includ-
ing project manager, portfolio, program, project office,
etc.), which reflect the current assessment of the effec-
tiveness of a particular stage of the project or the project
as a whole in terms of time and cost parameters. Maxi-
mum and minimum values of indicators are determined
in accordance with the production programs of the en-
terprise, internal and external benchmarking of similar
projects, as well as in accordance with the instructions
of the decision maker.
The need for stakeholder analysis is determined by
the fact that in the process of project planning and im-
plementation various stakeholders (or units) sometimes
put forward opposite in economic content expectations
to project results. Yes, in case the project stakeholders
feed positive expectations about the project, in their in-
terests - to promote it successful execution. Interests of
negative stakeholders parties to the project impede the
implementation of the project. Inability to notice nega-
tive project stakeholders can lead to increase the prob-
ability of failure. An important part of a manager's re-
sponsibilities project is to manage the expectations of
project stakeholders, and one of the main responsibili-
ties of the project manager are to maintain a balance
between these interests and ensuring that the project
team interacts with project stakeholders professionally
and from a collaborative perspective. For analysis and
selection of stakeholders we offer the following se-
quence of operations.
Identification of all stakeholders. At this stage it is
formed a complete list of all interested units, groups

and organizations - as a source information base analy-
sis. Determining the level of importance of each of the
stakeholders. Ranking the level of importance of par-
ticipation of each stakeholder The parties make it pos-
sible to focus on the most influential groups. Ranking
is based on the assessment of the level of impact on
successful implementation of the project and involves
the formation of three groups stakeholders on the level
of importance of their involvement in the project man-
agement. This stage involves determining the actual
possibility stakeholders to facilitate or hinder the pro-
gress of implementation and success completion of the
project.
Evaluation of interest. The main task is identifica-
tion the nature and level of interest in the successful im-
plementation of the project or its failure. In this case,
we propose to assign numerical values from 1 to 3 with
the corresponding identifying signs "+" or "-".
Identification of emotional belonging to the pro-
ject. Practice project management has examples of sit-
uations in which emotional the attitude of stakeholders
differs from actual interests. Dana the stakeholder anal-
ysis component becomes an integral source of infor-
mation to form a communication plan for the project.
Growth of economic efficiency and value of real-
ized projects as a result of the implementation of
measures to increase the maturity of the project man-
agement is confirmed by empirical research. The main
ones economic and value effects from the growth of
project maturity management in diversified organiza-
tions is defined as follows: mobilization internal re-
sources of the organization, increasing competitive ad-
vantages, ensuring the process of achieving the strategy
of the organization, reducing the number unsuccessful
projects, reduction of the average level of budget over-
runs, increase productivity, increase consumer satisfac-
tion, reduction of the average level of delay in the pro-
ject schedule, increase achieving project goals, etc. De-
termination of economic effect from optimization of
project management processes at enterprises is offered
based on the assessment of changes in performance in-
dicators of projects for established time and cost limits
and the integrated indicator effectiveness of project
management.

Анотація
У статті уточнено поняття соціалізації економіки. Досліджено протиріччя між вимогами соціалізації
розподілу та необхідністю підтримки глобальної конкурентоспроможності національного виробництва.
Розглянуто деякі суперечності процесів соціалізації розподілу доходів. Обґрунтований обсяг досвіду єв-
ропейських країн щодо політики розвитку перерозподілу доходів в Україні. Запропоновано кілька спосо-
бів зміни механізму розподілу ресурсів, виділених на соціальні цілі. Звернено увагу на необхідність онов-
лення місця соціальної сфери в процесах відтворення економіки, перетворення її на джерело конкурентних
переваг для бізнесу. Досліджена суперечність між вимогами соціалізації розподілу благ і потребами підт-
римання глобальної конкурентоспроможності національного виробництва.
Abstract
The notion socialization of economics has been found out exactly in the article. Investigated the contradiction
between the demands of socialization of distribution and the need to maintain global competitiveness of national
production. Some contradictions of socialization processes of income distribution have been considered. The scope
of the experience of European countries to development policy of income redistribution in Ukraine is justified.
Some ways of changing the mechanism of distribution of the resources, allocated for social purposes, have been
suggested. Our attention is paid to the necessity of renewal of the social sphere place in economic reproduction
processes, its turning into a source of competitive advantages for business.

Постановка проблеми. В системі господарсь-
ких цілей будь якого суспільства умовно можна ви-
ділити дві групи. Перша група – це цілі, пов‘язані із
наближенням до межі виробничих можливостей су-
спільства. Друга група – цілі, пов‘язані із набли-
женням до справедливого розподілу, тобто забезпе-
чення такого розподілу обмежених благ між учас-
никами суспільного виробництва, який
відповідатиме не лише вимогам економічної ефек-
тивності, а й морально-етичним принципам, соціа-
льно обумовленим пріоритетам, загальнолюдським
цінностям, сприятиме гармонізації системи еконо-
мічних інтересів та запобігатиме соціальним конф-
ліктам. В сучасних умовах, коли виробничі можли-
вості найбільш розвинутих суспільств забезпечу-
ють гідне життя своїм громадянам, проблеми
поліпшення загальносуспільного добробуту все бі-
льше формуються не в сфері нестачі виробничих
можливостей, а в нездатності суспільств раціона-
льно та соціально справедливо розподілити резуль-
тати їх використання.
Коли об’єктом економічного дослідження ста-
ють проблеми не максимізації виробничих резуль-
татів, а раціоналізації їх розподілу, шляхи поши-
рення таких результатів на численні верстви насе-
лення, залучення всіх соціальних груп до участі в
розподілі додаткових вигід від економічного зрос-
тання, до наукового обігу, з нашої точки зору, не-
обхідно ввести такий термін, як «соціалізація».
Останній містить наукове відображення тих аспек-
тів розвитку, що стосуються не накопичення виро-
бничих можливостей, а перетворення їх на чинники
зростання суспільного добробуту, аспектів, що ха-
рактеризують здатність суспільства впроваджувати
при розподілі принципи і пріоритети соціальної со-
лідарності й справедливості. Відповідно, дослі-
дження можливостей і обмежень застосування дос-
віду провідних країн щодо досягнення бажаної міри
соціалізації розподілу в економічному регулюванні
країн, що розвиваються і, зокрема, України, стає од-
нією з найбільш актуальних науково-прикладних
завдань.
Аналіз останніх досліджень та виділення не-
вирішеної частини проблеми. Тлумачення про-
відних тенденцій соціалізації розподільчих відно-
син в сучасних умовах до цього часу викликає нау-
кові дискусії. Згідно базових положень теорії
людського капіталу інформатизація й інтелектуалі-
зація суспільної праці стають причиною станов-
лення принципово нової системи диференціації до-
ходів, за якої на пропорції розподілу доходів значно
впливає вже не власність на матеріальні ресурси, а
знання й здібності, затребувані сучасним ринком.
При цьому, вважається, що ні зростання рівності
розподілу доходів, ні збільшення чисельності сере-
днього класу не належить до безпосередніх і зако-
номірних результатів функціонування такої нової
системи розподілу. Ця система лише знімає обме-
ження, пов‘язані з концентрацією власності на ма-
теріальні ресурси, але не гарантує, що новими мож-
ливостями зможуть скористатись всі, або хоча б пе-
реважна частина суспільства. Зокрема, люди, які не
змогли вчасно опанувати затребувані економікою
знання і навички, закономірно опинятимуться на
нижчих рівнях соціальної ієрархії, потерпаючи при
цьому як від майнової нерівності, так і від неспро-
можності скористатись тими вигодами людського
капіталу, що пов‘язані з раціоналізацією спожива-
цької поведінки та зростанням комунікативних мо-
жливостей. Як зазначав Т.А. Стюарт, «тим не
менше, невидима рука ринку рухає і ринком праці.
Оскільки знання є головним джерелом вартості, ва-
рто очікувати, що вигоди одержуватимуть ті, хто
працює головою, а всі шишки випадуть тим, хто
цього робити не вміє.» [1, С. 124].
Прихильники теорії соціалізації капіталу вихо-
дять з того, що зростання чисельності середнього
класу та поліпшення життєвого рівня переважної
маси населення стає закономірним результатом по-
єднання сучасної технологічної бази виробництва
із конкурентним ринком і трансформацією таких
інститутів ринкової економіки, як фірма, контракт,
влада і власність. Отже і соціалізація розподілу до-
ходів стає інтегральним результатом закономірної
форми адаптації суб‘єктів економіки до нового

етапу розвитку техніки й організації виробництва,
нового місця людини в технологічному процесі
створення нової вартості. Зокрема, Л. Ерхард вва-
жав, що ринкова конкуренція, яка підтримується та
доповнюється прозорою соціально спрямованою
політикою уряду дозволить поєднати високі темпи
економічного зростання із поширенням високих
стандартів життя для всіх: «…Соціальний сенс ри-
нкового господарства в тому і полягає, що будь-
який успіх економіки, будь-яке досягнення раціона-
лізації, будь-яке підвищення продуктивності праці
йде на благо всьому народу та слугує кращому за-
доволенню потреб споживачів» [2, С. 233].
Окремим аспектам проблеми соціалізації роз-
поділу та її впливу на економічне зростання прис-
вячені роботи таких зарубіжних і вітчизняних вче-
них, як П. Кругман, К. Поланьї, В. Якубенко та ін.
Але навіть найбільш яскраво виражені тенден-
ції трансформації відносин розподілу (зростання рі-
вності в другій третині ХХ ст., гальмування цих
процесів і стабілізація пропорцій розподілу доходів
в останніх його двох десятиріччях та, нарешті, зро-
стання нерівності й розмивання стандартів соціаль-
ного забезпечення на початку ХХІ ст.) не мають од-
нозначної трактовки: чи то зростання рівності є за-
кономірним, а події останніх років є тимчасовим
явищем адаптації суспільних інститутів, чи то соці-
альні досягнення другої третини ХХ ст. були лише
збігом обставин, і не відображають закономірності
соціалізації відносин розподілу.
Мета статті – сформулювати теоретичні під-
ходи до вирішення суперечності між соціалізацією
розподілу та вимогами підтримання глобальної
конкурентоспроможності національного виробниц-
тва.
Виклад основного матеріалу дослідження.
Завдання цього дослідження вимагають форму-
вання цілісного базисного бачення соціалізації роз-
поділу, розуміння місця процесів соціалізації в за-
гальній логіці економічного розвитку. Воно має по-
єднувати створені теоретичні моделі із
результатами систематизації господарських проце-
сів останніх років, відображати результати застосу-
вання теоретичних інструментів для пояснення су-
часних тенденцій господарської діяльності.
В роботах вітчизняних дослідників, зокрема
Ю.К. Зайцева, соціалізація тлумачиться як процес
наповнення приватнокапіталістичної економіки
якісно новими елементами, що забезпечують узго-
дження суспільних і приватних інтересів на засадах
солідарності й соціального партнерства [3].
В економічній енциклопедії в статті С.В. Мо-
черного соціалізація економічних систем визнача-
ється як процес поступового еволюційного напов-
нення підсистем та елементів економічної системи
капіталізму соціалістичним змістом [4, С. 414]. Ви-
діляються також такі складові економічної соціалі-
зації, як соціалізація продуктивних сил, господар-
ського механізму і економічних відносин. Виділя-
ють визначення соціалізації на макрорівні (як
характеристики суспільних процесів) і на мікрорі-
вні (як характеристики зміни моделей поведінки
людини). Наприклад, соціалізація економіки на ма-
крорівні тлумачиться як усуспільнення процесів
виробництва розподілу і споживання [5, С.117], а на
мікрорівні – як тенденція, а згодом і закономір-
ність, згідно з якою під впливом потреб виробниц-
тва значно прискорюється процес засвоєння і вико-
ристання основними суб‘єктами господарювання (у
своїх інтересах) специфічної системи знань, норм,
цінностей, необхідних для успішного функціону-
вання народного господарства» [5, С.113]. Обидва
визначення розкривають аспекти тих самих проце-
сів: формування певних загальносуспільних пропо-
рцій розподілу ресурсів і доходів, правил і норм со-
ціальної взаємодії нерозривно пов‘язано із змінами
моделей господарської поведінки суб‘єктів еконо-
мічних відносин.
Наведене дає підставу уточнити розуміння со-
ціалізації економіки: це узагальнення складних
процесів, що відбуваються в сфері економічної, со-
ціальної, політичної, ідеологічної взаємодії. Вона
відображає формування таких пропорцій розподілу
ресурсів і доходів, таких інститутів, правил і норм
взаємодії економічних суб‘єктів, які перетворюють
економіку на інструмент поліпшення добробуту
широких верств населення [6, С. 45].
Процеси соціалізації розподілу стають фор-
мою вирішення більш ніж гострої суперечності ві-
дповідних відносин. Загальна спрямованість ево-
люції взаємодії держави, суспільства і бізнесу в
сфері перерозподілу доходів й тягаря фінансування
витрат на суспільні блага в країнах ЄС задавалась
необхідністю вирішення таких суперечностей. По-
перше, у державному регулюванні – суперечності
між необхідністю зростання масштабів державного
перерозподілу доходів для ресурсного забезпе-
чення вирішення соціальних проблем і згортанням
економічної активності, руйнуванням стимулів до
підвищення виробничої ефективності внаслідок
державного втручання. По-друге, інститутів регла-
ментації взаємодії представників різних соціальних
груп – між необхідністю вирівнювання розподілу
доходів для забезпечення потреб виробництва в ре-
сурсах праці високої якості й потребою більшої
концентрації доходів в руках власників капіталу
для забезпечення високих темпів накопичення і під-
тримання підприємств в конкурентоспроможному
стані.
Із насиченням суспільного виробництва капі-
талом, зниженням жорсткості обмежень на масш-
таби його залучення у виробництво (завдяки фор-
муванню значних потужностей індустріального ви-
робництва та розвитку фінансового посередництва)
більші рідкісним, відповідно, пріоритетним щодо
розподілу доходів ставав людський, а не фізичний
капітал. Це проявлялось, в першу чергу, у форму-
ванні розгалуженої системи соціального забезпе-
чення, що поєднувала засади соціального страху-
вання і державних трансфертів, а також вбудову-
вала соціальні стандарти в процес вільної
контрактації на ринку праці. Зокрема, на початок
ХХІ ст. в більшості країн ЄС склалась більш менш
збалансована система розподілу фінансового тя-

гаря і вигід від формування фондів соціального за-
хисту населення.
Таким чином, вимогливість суспільства щодо
якості людських ресурсів, орієнтація бізнесу на ви-
користання високої кваліфікації персоналу як про-
відного чинника конкурентних переваг слугує запо-
рукою більшої ефективності використання коштів
соціальної сфери на боротьбу з бідністю. В умовах
високої потреби бізнесу у кваліфікованих кадрах та
схильності власників створювати сприятливі умови
для формування високої професійної компетенції
навіть державні механізми акумуляції ресурсів на
соціальні цілі підпорядковуються високим станда-
ртам ефективності механізмів відтворення людсь-
ких ресурсів.
Всупереч цьому, країни, де бізнес більшою мі-
рою схильний використовувати занижені витрати
на оплату праці в якості чинника конкурентоспро-
можності, де, відповідно, не сформована потужна
потреба в висококваліфікованій і добре вмотивова-
ній робочій силі, ефективність використання ресу-
рсів соціальної сфери для зменшення масштабів бі-
дності буде, переважно, відносно нижчою. Навіть
якщо законодавче регулювання або традиції суспі-
льства передбачають більш масштабну участь біз-
несу в фінансуванні соціального забезпечення, все
одно вона не матиме того цільового навантаження,
яке перетворить її на чинник підвищення конкурен-
тоспроможності населення на ринку праці й зрос-
тання загального добробуту у суспільстві. Тоді уч-
асть бізнесу в фінансуванні програм боротьби з бі-
дністю матиме характер патерналізму, а не
інвестування в людський капітал. Відповідно, неза-
лежно від пропорцій розподілу навантаження щодо
фінансування соціальної сфери між державою і біз-
несом, її ресурсне забезпечення не перетворювати-
меться на високі темпи накопичення людського ка-
піталу (тобто знань, навичок і здоров’я здатних за-
безпечувати приріст продуктивності праці й
доходів) і результативність використання ресурсів
для зменшення масштабів бідності залишатиметься
низькою.
Обтяжливість податкового навантаження для
вітчизняного бізнесу, вагомість передбачених зако-
нодавством соціальних виплат серед чинників зни-
ження глобальної конкурентоспроможності вітчиз-
няного виробництва традиційно відзначаються на-
уковцями. З іншого боку, відзначаються й
незадовільні результати функціонування системи
соціального забезпечення, зокрема, низький рівень
заміщення трудових доходів пенсіями, недоступ-
ність якісних медичних послуг для більшості насе-
лення, недоліки ресурсного забезпечення освітньої
сфери. Отже, Україна стикнулась із вкрай гострою
суперечністю: з одного боку, зростання обсягів ре-
сурсів, що вилучаються з комерційного обігу вкрай
негативно позначається на масштабах і ефективно-
сті економічної діяльності, а з іншого – підтри-
мання бажаних для суспільства норм соціального
забезпечення за наявного рівня фінансування цієї
сфери стає неможливим. Частка соціальних витрат
в бюджеті України була однією з найвищих в Єв-
ропі протягом всієї історії незалежності, водночас
якість життя населення завжди була далекою від
стандартів ЄС. Поширеність бідності серед працю-
ючого населення, відсутність помітного зв’язку між
освітнім рівнем і розмірами доходів, тривале скоро-
чення середньої тривалості життя та погіршення де-
мографічних показників – все це свідчення того, що
навіть ціною вагомого негативного впливу фінан-
сового навантаження, яке соціальна сфера спричи-
няє на вітчизняну економіку, не вдається забезпе-
чити прийнятний для суспільства рівень вирішення
соціальних проблем.
Причини такого загострення цієї розподільчої
проблеми для України, на нашу думку, саме в спе-
цифічності зв’язку економіки і соціальної сфери.
Витрати на останню для вітчизняного бізнесу – це
лише вимушені прояви патерналізму, але ніяк не ін-
вестиції в створення значущих конкурентних пере-
ваг. Переважна частка соціальних витрат є компен-
саторний характер, тобто зменшує міру депривації
одержувачів щодо певної групи благ, замість того
щоб сприяти соціальній мобільності й попереджати
виникнення ситуації, коли формується потреба в
соціальній допомозі. До того ж, значна частка соці-
альної допомоги надається в процесі взаємодії дер-
жавних установ і надавачів послуг, оминаючи вла-
сне суб’єкта допомоги. Саме така ситуація склалась
із пільгами щодо оплати комунальних послуг, фі-
нансуванням медичних послуг, наданням пільг
щодо користування громадським транспортом. В
Україні соціальна допомога надається, переважно,
в такій формі, що не збільшує купівельну спромож-
ність її одержувачів, а дозволяє виробникам соціа-
льно значущих благ отримувати гроші напряму від
урядових структур, незалежно від міри задоволення
потреб одержувачів допомоги. Останні позбавлені
вибору, а виробники соціально значущих благ, по-
перше, позбавляються тиску конкуренції, по-друге,
необхідності орієнтуватись на реальні потреби со-
ціально вразливих верств населення.
Диктат монополістів розподілу соціально зна-
чущих благ провокує неефективне і нецільове вико-
ристання ресурсів соціальної сфери, не дозволяє пе-
ретворити витрати на соціальне забезпечення на
чинник зростання соціальної мобільності насе-
лення, підвищення його конкурентоспроможності
на ринку праці, зростання трудових доходів. У ре-
зультаті соціальні витрати не сприяють вирішенню
проблеми, а саме, поліпшенню економічного поте-
нціалу населення і усуненню потреби в соціальних
допомогах, а лише зменшують тягар бідності, зали-
шаючи одержувачів соціальних допомог залеж-
ними від системи соціального забезпечення. При
цьому пошук шляхів поліпшення ситуації усклад-
нюється традиційним баченням недостатності фі-
нансування соціальної сфери як провідної причини
низької якості її функціонування. Проблема не ви-
черпується недостатністю фінансування, вона, зна-
чною мірою, породжена нераціональними механіз-
мами розподілу і застосування виділених на соціа-
льні цілі ресурсів. Відповідно, самого зростання
масштабів ресурсів, що спрямовуватимуться на ви-
рішення соціальних проблем недостатньо для сут-
