integration policies
 Achieving equal rights and chances regardless of origin, gender, mother
language, sexual orientation etc.
 Lead a self-determined life in all spheres of life regardless of family
status, children, socio-cultural background
 Programs to facilitate equal access to education, labour market, social
participation + basic services
 Women refugees - Special support + programs …. Women’ space,
counselling center for women, platform for women refugees and health
issues, support and counselling on issues of family violence

5. Gender equality + integration - goals +
programs
 Guiding principle: Integration from day 1 requires participation and
contributions by both immigrants and host society + institutions, first years
are decisive
 Start Vienna - Individual support of settlement process in many different
languages … Special programs and support for women, with children, little
education … Mom learns German, Women’s college …
 Extended to refugees in 2015 – StartWien for refugees

6. Measuring integration + gender equality
Nov. 2017 – 4th Vienna integration monitor presented
Results in the area of education, labour market + income
 High degree of social inequality - especially immigrant women
concerned – gender pay gap even worse among them
 Academic education and high professional qualification do not protect
from unemployment, employment under professional qualification
 Immigrant / refugee women are double discriminated against –
immigrant status and gender

7. Gender equality + integration - Challenges
 (Immigrant) women – extremely heterogenous in terms of educational,
professional, socio-cultural backgrounds – programs must be geared
towards individual situation and resources (adequate time and funds
required)
 National govt cuts back funds for integration + gender equality
programs, trainings, recognition of competences … social subsidies
reductions planned …
 Stereotypes + (structural) discrimination in all spheres of daily life and
institutions – focus on the little qualified, marked as other (head-scarf …)
- Racist and sexist discourses
