consent of the owner. Smashed mailboxes,
graffiti, ‘keyed’ automobiles, broken
windows and similar crimes are not just an
eyesore. Property crimes which include
vandalism cost schools, home owners,
businesses, youth and others billions of
rupees each year.

the public and do not have too many
restrictions.
