functions of
State and Non-
State Institution
State Institution
State Institutions are government-established
and controlled entities that exist to maintain
social order, offer public services, and protect
the rights and well-being of the people. They are
responsible for enforcing laws and are funded by
taxpayer money.
State Institution
Non-State Institution
Non-State Institutions operate independently of
the government but still adhere to all laws.
These organizations typically focus on social
causes, provide services, and promote economic
growth. Their stakeholders may vary, but their
goals remain aligned with societal needs.

State Institution
1. Department of Education
(DepEd)
Responsible for overseeing the
nation’s basic education
program. This includes setting
curriculum standards,
overseeing public schools, and
ensuring that all Filipino
students have access to a
quality education .

(PNP)
Serves as the civilian national
police force in the country. Their
responsibilities include
maintaining law and order,
preventing and punishing crime,
and ensuring the safety and
security of the public throughout
the nation.

Responsible for creating and
implementing national health
policies, initiatives, and
guidelines. They oversee public
health programs, disease
control and prevention, and
the regulation of healthcare
providers and facilities.

For implementing the country’s social
welfare and development policies and
programs. Provide assistance and
support vulnerable groups and
individuals, such as the
underprivileged, elderly, persons with
disabilities, and children in need of

Philippines.

(CHR)
Works to advance and protect human
rights in the country. Investigates
cases of human rights violations and
provides legal assistance to victims. It
uphold justice, protect people’s right
and well-being, and promote the
principles of equality and human
dignity.

Institution
1. Gawad Kalinga
Helps people by building strong
communities and fighting poverty.
They aim to make lasting places
where poor people in the
Philippines can find homes, learn
skills, and get jobs.

2. Ayala Foundation
Focused on helping people in the
Philippines. This nonprofit body
takes on many tasks like schooling,
good jobs, and making sure
people have a say. It aims to boost
those living on the edge, learning,
work that lasts, and giving power
to local folks.

3. ABS-CBN Corporation
Works on projects in learning,
nature, health, and help after
disasters to support people in the
Philippines. This foundation does
tasks in teaching, green care, well-
being, and aid for crisis hits to
help Filipino needs.

Voluntary humanitarian
organization that provides
assistance to people in time of
need through its provision of
blood, medical services, and
emergency relief. This is a key
institution of relief and response
in any disaster.

empowerment and development
of the Bangsamoro community in
Mindanao. It has several
initiatives on livelihood,
education, and regional
peacebuilding.

The concept of
redistribution
using my own
experience
During my experience receiving relief supplies after
Typhoon Odette back in December 2021, I realized that
was an act of redistribution. Because redistribution
involves allocating resources to individuals and
communities who require assistance. Which shows in the
aftermath of the typhoon, that relief efforts were initiated
to provide essential items such as food, water, and
clothing to those directly affected, including myself. The
ultimate goal of this redistribution of resources were to
aid in the construction and recovery efforts, promoting
unity within the community, and address urgent needs.
