PROJECT GOALS AND OBJECTIVES
It has been agreed that the financial aid will be given for the provision of statute activity of
UCMC, such as:
1. Press Center outreaching to audiences in Ukraine by:
• organization of press briefings and roundtables (rent of space, equipment,
translation services and security at events)
• writing press releases after each briefing on the briefing’s topic by a team member
• moderation of press briefings, when a team member makes sure that the press
briefing goes according to the plan and scheduled timeline
• video streaming of each press briefing – live streams to UCMC YouTube Channel,
so other media outlets can immediately use the materials
• video production as a follow-up to live streams when UCMC team member converts
and uploads a video recording to UCMC YouTube channel for afterwards use
• posting to social media networks
• simultaneous translation of press briefings for broader, including international,
audience
• top news from press center email distribution
2. Press Center outreaching to audiences abroad by:
• preparation of weekly digests as apprx. 3-4 pages overview/update on the most
important military, political, economic and social issues/ events in Ukraine of the
past week
• preparation of weekly topic overview - a detailed analysis of the most important
widely discussed topic from multiple perspectives written in a comprehensive
language
• consultations to foreign journalists
• 3. Press Center proactively organizing dialogue of civil society organizations by:
• invitation of speakers and experts to round table discussion after a research
conducted by the UCMC team members in order to find the best fitting experts for
the specific topic, negotiating availability and extending individual invitations
• organization of round table discussions, with all organizational efforts and supplies
• moderation of round tables, when a team member makes sure that the press briefing
goes according to the plan and scheduled timeline
• Long read writing and distribution after the round tables as an extended post release
with quotes and explanations of the topic that was held at the UCMC’s initiative
• Photo quotation distribution on social media – best quotes by the speakers and their
best photos are selected after the event and processed into the best fitting material
for the social media
4. Monitoring Russian hybrid narratives and influences, analyzing them and producing expert
materials to debunk disinformation influences and build positive Ukrainian narrativization in
a form of:

• writing analytical articles about various aspects of hybrid warfare (focusing on
Russian and Chinese hybrid influences): exploring links between foreign threats
and domestic actors serving as proxies, deconstructing different aspects of hybrid
warfare including positive narrativization approach
• creating short education videos-explainers debunking propaganda and its
instruments, impacts, specific global cases
• making graphic materials, such as infographics, quotes and digests, to visually
emphasize the findings, reach wider audiences and to diversify communication with
our target audiences
• creating and run public awareness media campaigns
• organizing or taking part in public events, such as expert discussions, round tables,
strategy sessions with activists, civic society members and public officials to
provide them with our expertise on hybrid warfare, current local threats and arising
international challenges, provide guidelines and recommendation to counter them
5. Keeping the global community informed on the means, tools and channels as well as effects
of the informational war and hybrid threats by:
• making posts for Facebook to share and promote the materials, created by the
department. Balancing the content with relevant pieces by other organization in the
field to amplify each other’s findings and keep our subscribers updated and well-
informed on the key developments
• making posts for Twitter to share and promote the materials for the same purpose
to reach other segments of audience than on Facebook
• public presentations, lectures, trainings with students, journalists, public officials to
empower them, make them more resilient towards hybrid threats, develop practical
skills of the civil society representatives in detecting and countering disinformation
• 6. Impacting the national politics and helping to shape the state position on the
issues by:
• meetings with Ukrainian officials and experts on hybrid warfare and strategic
communications to establish and support UCMC’s leading position in the field,
share and exchange expertise, cooperate on tackling complex issues of hybrid
warfare
• writing biannual analytical reports on the key threats and hybrid influences in
Ukraine
7. Introducing young Ukrainian citizens to political life of the country, but also do so with
critical thinking in mind to achieve 5,5 million contacts in total outreach by:
• writing materials for the site Uchoose.info - articles (significant social, political,
history, cultural topics, about main soc. discussions, about critical thinking and
media hygiene); two-paragraph materials, articles from invited authors, and quizzes
• creating materials for the Uchoose.info Facebook page - FBSRACH rubric (review
of the main discussions, loud trends on social networks for the week - these
selections help to look at last week more generally and separate information noise

and manipulation from really important events and news), quotes, posts and reposts,
videos on various subjects based on UChoose own materials
• creating materials for Twitter and Telegram
• preparation of monthly digests and their distribution via email newsletter
• holding off-/ online lectures

CORE REPORT
1. ADDRESSING THE KEY ISSUES FOR UKRAINE
The results of the overview of the activities are be reflected in the updated version of the
Overview of 2022 year. More than ever, the international community is called to follow the
situation in Ukraine closely so as to provide further reaction to Russia’s full-scale invasion.
Ukraine Crisis Media Center (UCMC) keeps Ukraine on top of both global and domestic
information agenda.
During the first months of the full-scale invasion, fully meeting our indicators concerning
public events, in-person presentations, briefings, meetings with government officials and
experts was rather challenging. Thus, we were forced to adapt to the war realities and reorient
our activities to online mode and launched a number of new online projects, not planned at the
beginning of the year. For instance, we have launched Live update initiative on our website. It
has provided the key highlights on the Russian invasion of Ukraine from the official sources
(see p. 55). Explaining Ukraine podcast in English was embarked – a joint initiative of UCMC
and Ukraine.World team, an analytical overview of the Russian invasion of Ukraine (see p.
65). In addition, we have started Ukraine in Flames YouTube project as part of our everyday
activity; since July, it has become supported by National Endowment for Democracy (see
p.11). Alas, some of our numbers are not comparable to the pre-war ones, however, we have
managed to adjust to these realities and thrive in other areas and projects. This gives us an
opportunity to continue our mission on advocating for the needs and interests of Ukrainians
and empower citizens to become more civically active, creating Ukraine’s positive image, and
telling the truth about Russia’s war in Ukraine.
The work of the UCMC office, which is close to the government quarter, is challenged by
frequent air raid alarms, power and internet outages. Nevertheless, the team is adjusting its
work to the new realities.
The core directions of work include reaching international audience, analyzing specific
domestic issues, and advocating better solutions. The team united around key tasks and has
been working smoothly to express Ukraine at the highest level, prove its international image,
promote pro-Ukrainian narratives, fight against Russian propaganda and anti-Ukrainian
patterns, find the vulnerabilities and threatening areas and generate proper answers to these
challenges. UCMC both serves as a platform for social activities and communications and
spearheads coordinated push of its agenda trends.
Over the years of work, UCMC has established itself as a stable and influential organization,
for twelve months of 2022, this trend has only accelerated.

2. EXPANDING DIGITAL PRESENCE
Due to the Russia’s full-scale invasion of Ukraine, our partners, Content Analysis Center,
temporarily stopped providing the services of media monitoring that we were utilizing during
the previous year. Therefore, since the end of February, UCMC kept the track of its
performance via the analytics tools of its website and social media, and adjusted the
publications topics, messaging and schedule according to the findings of the available metrics.
UCMC continued to actively use its website’s increased capacity to reach to wider audiences.
The website developers team continues to improve it, making it more comprehensive for users
and more impactful in terms of outreach. This work is well visible in the tracking indicators.
The UCMC teams happily utilize it to place all their materials in the variety of formats – one
place for all, which is important for growing the audience of each other and enhance the
organization’s digital impact overall.
With a start of Russia’s full-scale invasion of Ukraine, UCMC website’s performance
indicators increased in more than five-times (in comparison with 2021 numbers) – due to the
high demand on the information from the ground. After a few months since the invasion, the
interest from international audience in Ukraine slowly started to fade, UCMC still managed to
expand its regular visitors number and attract new visitors via the diverse range of formats and
topics of publications.
The numbers demonstrate strong interest of the audience to the materials posted to the
UCMC website. Please see below the key indicators (users, user sessions, pageviews) for
2022:

Due to the increased volume of publications in foreign languages with the efforts of all teams
of UCMC, we have managed to increase the number of visitors from different countries. For
example, the number of visitors who read our materials in English in 2022 increased in 7,5
times in comparison to 2021 (371,541 vs 52 024). Also, in 2022, it is noticeable that the English
version of the website got more visitors than Ukrainian.

UCMC also intensified its communication activities via social media channels with a main
focus on Facebook, Telegram and Twitter as the most popular networks among domestic and
international audiences to stay informed about the ongoing war. Each of the teams responded
quickly to the emergency state and reoriented its content plans and publications to more
relevant to the context and useful for the target audiences.

In addition, due to the website optimization in 2020, UCMC secured its high position in
digital sphere via automatization of postings to the widest possible network of social media
(including Instagram, Pinterest, Flipboard, Tumblr, Reddit). These steps facilitated growing
the audience and reaching more people in 2022 with timely and important information about
Ukraine.
Thus, the total reach via UCMC social media accounts (Press Center, HWAG,
UChoose) in 2022 constitutes 42, 709, 841 contacts with the audience.

3. UKRAINE IN FLAMES VIDEO PROJECT
In response to Russia’s all-out invasion of Ukraine, in March 2022, UCMC jointly with NGO
“Euro Atlantic Course” and, Analytical Centre of the Ukrainian Catholic University launched
a comprehensive video project “Ukraine in Flames” with the aim of strengthening Ukraine’s
voice in the global information agenda.
Since March 11, all UCMC departments with the help of partners and volunteers produce daily
analytical video episodes in English that provide foreign audiences with an expert overview
and discussion of the developments and processes that take place in Ukraine amid Russia’s war
and the impact of the events on the global community.
Since July 01, the video project was supported by the National Endowment for Democracy,
and UCMC will use the funding for continuation of the project with daily production of the
video episodes until June 30, 2023.
All the videos produced are available at UCMC YouTube, and also promoted on UCMC
website and across social media.
Every day we document the war, allowing the world to witness the conflict in Ukraine through
the eyes of its people with unbiased and balanced commentaries of the top experts. Since we
are working with social media – Facebook, YouTube, and Reddit – we are highly dependent
on the rules of these platforms. Since February 24, they have been hastily rewriting their rules
on hate, violence, and propaganda in Ukraine. From time to time, we face platforms’ strikes
concerning political neutrality and depictions of graphic violence, especially our episodes on
Russia’s blatant war crimes against, human rights violation, children’s rights abuse, illegal
deportations of Ukrainians to Russia, and other vulnerable issues connected to the war in
Ukraine. Our Reddit account was blocked and we never managed to restore it. We do not
violate the rules of the tech platforms but the vulnerable content is often double-checked by
the administration. U.S.-based tech companies have clearly picked a side in Ukraine; however,
some challenging situations still arise.

“Ukraine in Flames”: focus areas
The video project aims to strengthen the Ukrainian voice abroad, and argue the need for urgent
and effective assistance to Ukraine against Russia's military aggression.
In particular, the video episodes offer expert discussions that cover the following topics:
Current domestic events - attracting analyst coverage of up-to-date events and issues of
interest currently found in the news; domestic and international experts, representatives of
central political bodies and municipal councils, military, diplomats, volunteers, and
eyewitnesses are involved.
Geopolitical monitor - expert analysis of geopolitical issues, covering political, economic,
military, commodities, security & defense issues, and open-source forecasting, offering
structural benchmarks on Ukraine’s international agenda.
Reports from Ukraine’s regions - tracing the current state and history of different regions
and communities that survived Russia’s full-scale invasion, how they meet the current
challenges and overcome the consequences of the hostilities.
Fighting the fakes - detecting and refuting misinformation, combating pro-Russian narratives
with help of the fact-checkers, diplomats, historians, social scientists, and economic experts.
Interviews with leading experts - narrowly specialized interviews on specific issues.
Ukraine in Flames: audience reach
India leads the top-ten list of countries by YouTube views, the largest share falls on this country
– from 27 percent to 48 percent. South Asian and Southeast Asian region ranks the second in
the percentage terms (Indonesia, Pakistan, Philippines). Mainland Southeast Asian region

ranks the third in percentage terms (Cambodia, Laos, Vietnam). US, UK, Denmark, Poland are
the fourth key category of the countries by the views.
Most Southeast Asian states, meanwhile, condemned Russia’s invasion of Ukraine at the UN.
Although these countries have virtually no ties to Ukraine, the principle of noninterference is
sacred to them because of their own situation. The threat of Chinese hegemony, including
military intervention, looms over the region. Because of this, countries there want clear red
lines. India appears to be the only country taking both sides. New Delhi relies primarily on
weapons and military inventory from Russia.
Outside the ivory tower of international diplomacy, our core audience receives a clear message
that their region should take a more "principled" stand on Russia, shift its position at the
multilateral forums, and refrain from bolstering the Russian position and Russian economy.
Since March 11, UCMC has been non-stop producing and releasing daily episodes of “Ukraine
in Flames” video project, each dedicated to a specific issue. The videos are placed at UCMC
YouTube channel and UCMC Facebook page and promoted via the UCMC website and other
social media platforms.

L’Ukraine en flammes (French version of Ukraine in Flames project)
The Ukraine in Flames project on the UCMC YouTube channel and participation in the
English-language podcast Explaining Ukraine strengthened communication to the English-
speaking audience. At the same time, we realized the need to continue and strengthen
informational and explanatory work for the French-speaking community and offered a
communication project focused on the French-speaking audience. International Renaissance
Foundation has allocated us a grant to lead the project for our French audience.
As part of the project, a team led by UCMC works on creating a weekly French-language
podcast aimed at a French-speaking audience. The podcast is hosted on a French radio platform
or a French podcast platform. The topics are the war in Ukraine, the history of Ukraine, the
culture of Ukraine, the economy and other important topics. In addition, within the framework
of the project, a weekly French-language video is created for the UCMC YouTube channel as
part of the "Ukraine in Flames" video project. The weekly episodes cover topics of particular
importance to the French-speaking audience, with a French-speaking host, French subtitles and
editing.
Within the framework of the project, the team strengthens French-language content about
Ukraine in social media. Regular filling of the French-language social networks of UCMC
(Twitter and Facebook). Synergy with the English-language Twitter of the UCMC and partner
NGOs that communicate abroad, as well as with the official accounts of Ukrainian civil
servants, the General Staff, the Ministry of Defense, etc.
As for today, we have released 10 podcasts and 9 video episodes.

3. STRENGHTENING THE VOICE OF UKRAINE
During the past year, UCMC’s leading experts tirelessly has been taking on media
opportunities to inform domestic and international audiences about the war in Ukraine.
UCMC promptly reacted to numerous demands from foreign media including commenting,
organizing interviews, fixing, translating, explaining procedures to get accreditation
During the year, UCMC International Outreach team delivered over 500 various interviews
and commentaries - daily interviews from Monday until Friday for Canada LCN (TVA)
television, several interviews for the Canadian RDI, French BFM TV, and LN 24 (Belgium),
numerous interviews for Radio 98.5 and QUB Radio Monréal (Canada), and Euradio
(Belgium), several interviews per month for France Info, France Culture, France 24 (both in
French and English languages), and comments for the articles in French newspapers such as
Le Monde, Opinion, Hermes, as well as independent journalists.

It is worth to mention as well the joint UCMC-Internews Ukraine initiative – the podcast
“Explaining Ukraine” launched with the start of the full-scale invasion of Ukraine by the
Russian Federation. Tetyana Ogarkova co-hosts the program, and 86 podcasts were produced
in February-December 2022.
In November, Tetryana Ogarkova visited Paris and represented UCMC and advocated
Ukrainian voice in France. Number of conferences were attended by her.

The HWAG team as well contributed to the promotion of fact-based and reliable information
about Russia-Ukrainian war and exposure of the Russia’s main disinformation tactics. In
2022, HWAG team provided 15 interviews and comments to domestic and foreign media
outlets, as BBC, Al Jazeera, Forbes India, Le Point, La Vanguardia, Byline Times, the
Publics Radio, ZDF.de, Inews, DailyBeast, Kunsht podcast.

Valeriy Chaly, Chair of the UCMC Board, Ambassador of Ukraine to the U.S. (2015-2019),
and well-known foreign policy expert, has taken a strong stand in bringing an end to Russia’s
war in Ukraine. Ambassador Chaly’s proactive role was embodied in maintaining a persistent
media presence with the intention to influence both domestic and international target
audiences.
Ambassador Chaly’s media presence includes:
• a detailed analysis of the current situation,
• retrospective analysis,
• forecasting the outcomes of political events,
• suggesting strategic narratives.
For instance, in an interview with Radio NV (480,000 direct video views on YouTube),
Ambassador Chaly discussed Israel's Ukraine dilemma, outlined the key challenges for
interstate relations, and key risks of the Iranian drones risks for official Jerusalem. In an
interview with Hovoryt Velyky Lviv YouTube channel (444,000 direct video views on
YouTube), he touched on the issue of support of Ukraine with weapons and compatibility with
NATO countries. In a commentary for Priamy TV channel (257,000 direct video views on
YouTube), Ambassador Chaly, underlined that neutral status is a trap for Ukraine. In an
interview with Radio NV (265,000 direct video views on YouTube) revealed the pitfalls of
Ukraine’s grain deal. In an in-person interview for Priamy TV channel (248,000 000 direct
video views on YouTube), Ambassador Chaly outlined China's key strategic calculations in
the Russia-Ukraine war. He difined the perspectives of UN organization after the end of Russia-
Ukraine war in his commentary for 5th
Channel (222,000 direct video views on YouTube).
In the period under review, the total number of direct video views amounted to
17,389,000.
Ivanna Klympush-Tsintsadze, MP of the Verkhovna Rada, Chair of the Parliamentary
Committee on Integration of Ukraine to the EU, UCMC Border Member, has been active in
promoting UCMC's partaking in bringing Ukraine’s victory. MP Klympush-Tsintsadze has
promoted UCMC both in the domestic and international milieu, advanced the organization’s
agenda, and expanded its presence among other political actors. MP Klympush-Tsintsadze has
both enhanced existing trends and generated new rhetorics, which go in line with UCMC’s
patterns. MP Klympush-Tsintsadze has made a series of strong political messages, voiced at
several UCMC platforms. For instance, on the air of BBC Hartalk program, she praised
Western partners for providing Ukraine’s Armed Forces with needed weaponry faster and
faster: “Ukrainian armed forces are capably using the instruments if they have them at hand.”

MP Klympush-Tsintsadze also urged to work with European partners to limit the issuance of
visas to Russians. As a special guest of Ukraine in Flames YouTube project (Episode #120),
MP Klympush-Tsintsadze together with Canadian MP Yvan Baker and Diplomat Richard
Colvin outlined Canada's response to the Russian invasion of Ukraine and expressed gratitude
to Canadian partners.
MP Klympush-Tsintsadze’s media presence includes:
• providing parliamentary vision on the current situation,
• setting new agenda trends,
• promoting existing strategic narratives.

UCMC’s Press Center is a unique civil society platform that allows top Ukrainian and foreign
institutions, NGOs, experts and community activists to reach the general public via live
streamed briefings and extensive mailers. Since 2014 the platform provides a continuously
working press room, complete with professional equipment for broadcasting, and provides on-
demand streaming, interpretation and press-release services.
The UCMC Press Center is one and the only in Ukraine not only because it provides full circle
media support to civil society organizations in Ukraine, strives to represent equally the diverse
points of view on the development of Ukraine, serves as a media for media platform in Ukraine
and a key contact point for international media. The UCMC Press Center also plays an
important and unique role in raising discussions on socially important, sometimes vulnerable
or neglected problems of the society, which, at the same time, are vital for Ukraine’s
development as a democratic state. This is the distinctive feature that makes UCMC unique
and valued as a hub for civil society in Ukraine.
Due to rapid deterioration of the security situation on February 24, UCMC Press Center was
forced to postpone its envisaged in-person activities and resumed its habitual work in June.
Full-fledge invasion forced the UCMC team to reconsider its plans and priorities, that is why
certain indicators are lower than expected. However, UCMC team has launched new projects,
which compensated for an inability to perform daily office work.
Media Center outreaching to audiences in Ukraine
In January, UCMC Press Center hosted events, dedicated to escalation of the situation on
Ukrainian borders, peculiarities of Territorial Defense activities, investigation into crimes
against Maidan activists, political repressions in Crimea.
In February, the greatest media interest was caused by events, dedicated to escalation on
mechanisms on getting back Crimea and Donbas, Territorial Defense issues, countering
Russian aggression and repelling Kremlin’s ultimatums.
With the start of the Russia’s full-scale invasion of Ukraine in February 24, 2022, UCMC
temporarily seized the operation of its Press Center based in Kyiv due to the security concerns.
Most of the staff members relocated to safer places and continued to work remotely and
established new formats of information activities that substituted the planned press-briefings.
Since the first day of Russia’s full-scale invasion of Ukraine, UCMC immediately reacted to
the situation by launching the Russia Attacks Ukraine: Live Update article in English on our
website. It has provided the key updates on the developments of the Russia-Ukraine war from

the official sources of information published in chronological order for the convenience of our
readers.
Since June 02, we switched the format of the article to HWAG`s Twitter feed for optimization
of our team resources and we keep running the Live Update article for until today.
Also, on February 24, UCMC established a separate rubric “Russian war crimes in Ukraine”
to inform about atrocities committed by Russia’s troops on Ukraine’s territory and fix the
evidence so that it cannot be forgotten, distorted or whitewashed. UCMC keeps the rubric
regularly updated, the publications are available in Ukrainian and select materials translated in
English.
On June 7, 2022, the UCMC Media Center resumed its work after a forced three-month break,
caused by the hostilities. Immediately after opening, our team regained its proactive role in
revealing problems and finding solutions by engaging experts, promoting debates, and hosting
events, related to the course and consequences of the Russian full-scale invasion of Ukraine.
In June, the greatest media interest was caused by two reports of the UN representatives. One
of them was dedicated to the offenses committed by the Russian army on Ukraine’s territory,
and the second one was a regular report of the UN Monitoring Mission on Human Rights in
Ukraine
In July, a Greenpeace survey and investigation inside Chornobyl Exclusion Zone challenges
IAEA on radiation levels due to Russian troops' occupation in February-March became the
leader of media attention.
In August, the UCMC Media Center continued to provide a platform for various public
initiatives. Sustainability in the conditions of a full-scale war became a cross-cutting theme of
the month. A greater focus was placed on issues of international politics and Ukraine's
attraction of support in the face of Russian aggression.
In September, a number of crucial partnership events were also hosted – a presentation of the
report of the UN Monitoring Mission on Human Rights and the monthly presentation of the
Center for Civil Liberties are among them. We launched a new format – collective interview
of public and political figures, journalists, social activists, etc.
October was less eventful for objective reasons – harsh missile and drone attacks in Kyiv,
power blackouts. However, this did not prevent the launch of a new format of the press center
- the biweekly "Coffee with Troshchynska", a series of interviews of the editor-in-chief of
"Hromadske radio" Tetyana Troshchynska with leading experts on current topics. Pilot guests
were ex-MFA head Volodymyr Ogryzko and Mykola Beleskov, an analyst of the Come Back
Alive Foundation. The format of collective interviews continued - the head of the Institute of
Demography of the National Academy of Sciences Ella Libanova and leading members of the
team of the Ministry of Digital Transformation became guests of the press center. There was
also an expert discussion organized by us, dedicated to the situation at the Zaporizhia NPP
captured by the Russians.

In November, one more section was added – “Around the book”. Within its framework,
moderator Ihor Stambol talks with modern Ukrainian writers who write both in the genres of
fiction and non-fiction. The main topics for discussion during the events initiated by the UCMC
were the needs of medical volunteers at the current stage of the war, current challenges in
connection with the 90th anniversary of the Holodomor, and the situation with Ukraine's
European integration efforts.
In December, results of the year have been conclusively summed up, a numbed of public
events on Ukraine’s political, geopolitical, economic, and cultural outputs were hosted.

Media center outreaching to audience abroad
UCMC International Outreach department continued working in synergy with other
departments of UCMC to promote Ukraine abroad. The team regularly develops own materials
and often amplifies the efforts of Hybrid Analytical Warfare Group as well as other teams to
reach the international audiences with fact-based and important for Ukraine information.
We maintain contact with over 5,000 representatives of foreign media, private journalists and
foreign organizations in order to spread success stories of modern Ukraine as well as to bring
their attention to the existing issues in reforming our country.
The International Outreach team resumed UCMC twitter account in French and started
updating it regularly, for example, by publishing original videos filmed during the trips to
Kharkiv, Irpin, Butcha, Moschun and other places affected by the war. Also, the team decided
to set up a YouTube channel that will feature the videos and comments in French to increase
awareness of the French-speaking audience about the current events in Ukraine. The YouTube

Additional deliverables by UCMC International Outreach to supplement the planned
activities in Operation Plan for 2022:
- The team switched from planned weekly publications to daily digests with an
overview of most important military, security, political, economic and social
issues. Thus, the number of materials produced increased by two times. The
daily digests also contain referrals and links to other information products that
UCMC is creating and promote them among the emailer subscribers
- More than 500 consultations and interviews to foreign media were
delivered by the UCMC International Outreach department in 2022 additionally
to the consultations for foreign media representatives
- Contributing to the "Explaining Ukraine" podcast in English– a joint
initiative of UCMC- Ukraine.World team that provides the listeners with an

analytical overview of the Russian invasion of Ukraine, Russian atrocities in
Ukraine, Ukrainian resistance, and explain Ukrainian history and culture. By
the end of 2022, the head of International Outreach team Tetyana
Ogarkova co-hosted over 120 episodes of the podcast.
- The team has negotiated with partners the need to strengthen Ukrainian voice
in France and increase the awareness and support to Ukraine of a French-
speaking audience, Thus, UCMC received a support from the International
Renaissance Foundation and will be launching a new 10-month project that will
include the creation of a podcast in cooperation with French radio, production
of videos and information posts in French language highlighting the current
developments in Russia-Ukraine war. The project aims to help the French-
speaking community to obtain a deeper understanding of the processes in
Ukraine and increase the number of supporters among the target audience.
Media center organizing dialogue of civil society
In January, the UCMC started its year with evaluating the risks of Russia’s escalation of the
situation and Kremlin’s ultimatums on Ukraine, West’s preemptive mechanisms, and
Ukraine’s reaction to the situation. In addition, we organized an event to outline the success of
the formation of Territorial Defense, highlighting the issues of how to enroll in the reserve of
ground defense and what defense tasks are these forces capable of performing.
In February, the UCMC Media Center continued to cover security issues and find proper
solutions to the current situation – to expand the defense order, to provide support on the
diplomatic front, and make no concessions on Ukraine’s NATO aspirations. We also gathered
a pool of experts to discuss the perspectives of President’s University project and challenges,
connected with its construction.
In June, the UCMC’s pro-active stance was dedicated to Ukraine’s international aspect amid
the Russian invasion – the optimal post-war security model and the prospects for obtaining a
candidate for EU membership were discussed on June 7 on June 24 respectively. In addition,
we have organized our own events covering various aspects of civilian life during the full-
fledged invasion – the impact of the war on healthcare, secondary education, the labor market,
the housing sector, and the admission of students to higher educational institutions.
In July, the UCMC Media Center continued to cover various aspects of life in Ukraine in the
conditions of a full-scale war and the adaptation of society and the state to the key challenges.
UCMC organized several expert discussions on international topics, dedicated to the optimal
model for ensuring the security of Ukraine and the entire continent (event on 25th anniversary
of a Distinctive Partnership between NATO and Ukraine) and depriving Russia of undeserved
and disproportionate influence in international organizations. The rest of the proactive events
were dedicated to various problem areas – environmental protection, efficient civil service,
development of visual art, and criminal liability for collaborationism.
In August, one of press conferences we organized was devoted to the situation at Russia-seized
Zaporizhia Nuclear Power Plant and Moscow's blatant nuclear blackmail. Another event
organized by the team was dedicated to the first anniversary of the creation of the Crimean

Platform initiative, the involvement of the international community in the de-occupation of
Crimea, and the prospects of restoring Ukrainian sovereignty on the peninsula.
UCMC opened the new political season in September by expanding the formats of its own
events. We have introduced collective interviews, held every Wednesday with leading experts
or representatives of state bodies (Olha Aivazovska, Valeriy Chaly, Liudmyla Volynets, etc.).
Expert discussions initiated by UCMC were devoted to current issues - the situation around the
Zaporizhia NPP, the Kremlin's decision on illegal “mobilization” in the occupied territories,
the international community's response to Putin's further attempts to annex Ukrainian
territories, and the search for an optimal security model for Ukraine.
In October, continued to discuss various aspects of life in Ukraine amid war and finding
Ukraine’s place in new geopolitical realities.
In November, we continued to actively expand its activities - in addition to its own events, in
addition to expert round tables, "Coffee with Troshchynska" interviews and collective
interviews of regional journalists with officials and experts, another section was added –
“Around the book”.
In December, we organized a number of events on reforms during the war, diplomatic
outcomes of the year, coordination of cooperation on recording Russia’s war crimes in Ukraine,
and human rights violation in occupied Crimea.
UCMC Press Center organized a number of special proactive events on its own initiative to
discuss important, interesting and urgent issues for the Ukrainian society. Each of the events

5. OVERVIEW OF RESULTS: HYBRID WARFARE ANALYTICAL
GROUP
Ever since the annexation of Crimea and the start of the War in Donbas, Ukraine Crisis Media
Center has dedicated its efforts to counteract Russian influence on public opinion in Ukraine
and to help our allies learn about these activities. With its Hybrid Warfare Analytical Group
(HWAG) established in late 2017, UCMC aims to identify ongoing information threats from
Russian Federation, and to notify national, European and American stakeholders of the ways
to negate its influence on democratic processes in their respective countries and regions.
HWAG’s work is a combination of research, advocacy and coordination with local and
international stakeholders, built on 7 years of UCMC’s expertise in countering hybrid warfare,
which resulted in the formation of Hybrid Warfare Analytical Group. The team monitors the
evolvement of Russian narratives, establishment of new ones, their exploitation in information
operations and their transition to Ukrainian landscape via Kremlin’s agents of influence.
Having a firm position in Ukrainian disinformation community, HWAG enjoys an opportunity
to unite efforts of our colleagues from different organizations and build a productive dialogue
with Ukrainian government.
Since the start of Russia's all-out invasion of Ukraine, Hybrid Warfare Analytical Group
(HWAG) monitors the Russian-Ukrainian war and publishes the fact-checked news on its
Twitter account on the daily basis. In particular focus - Russian crimes against Ukrainians:
tortures against local elites, journalists, attacks on medical workers, crimes against civilians on
the occupied territories, crimes against children and women. HWAG team also informs about
Russia's attacks on Ukraine’s historical and cultural heritage and analyses global information
and security threats due to the war.
HWAG regularly develops comprehensive infographics about Russian propaganda and
disinformation tactics, deconstructs its narratives as well as provides with the useful tips on
media hygiene. In August, as a part of Media Reboot project, the HWAG team provided its
vast expertise for the development of infographics in English and Ukrainian languages on the
most common Russian propaganda techniques, such as repetition, dehumanization and using
fake experts on TV; how these techniques work, why they are so effective and hence dangerous

and how one can secure themselves from their impact. These materials are aimed at helping
the people to recognize Russian propaganda and prevent its further spread.
The coverage and the number of subscribers on the HWAG Twitter has increased after the
beginning of the war. The team also had to create a new Facebook page due to many Russian
bot attacks on the previous one. HWAG developed the media-campaign “#NotJustPutin”,
aimed to show what Ukrainians are going through and explain to people that it is not the same
as what Russians are experiencing nowadays after just being cut off from modern services. The
team prepared a number of materials to show how many historical and cultural heritage of
Ukraine Russia’s attacks have destroyed, such as churches, libraries, universities, Holocaust
memorials, and many other antique architectural buildings. HWAG gave interviews for Polish,
Italian, Taiwanese, Thai and Arab media on the war and Russian propaganda during the war.
Total coverage for 12 months of 2022 - 20,259,267.
In 2022, HWAG team focused on current events and created materials that help identify and
counteract Russian propaganda narratives, intending to share the truth about ongoing Russian
aggression in Ukraine instead of conducting profound academic research. However, the team
still managed to collect a significant amount of research material on the evolution of Russian
narratives, since they were preparing reports on the main information operations biweekly.
Aside from direct reaction to ongoing event and Russian narratives, the main topics that
HWAG focused on in 2022 were:
• Russian propaganda justifying aggression and militarism;
• Russian propaganda trying to discredit Ukraine on the West;
• Russian propaganda broadcasted on the West: threats and intimidation;
• Russia playing the victim;
• Historical aspect of Russian propaganda;
• Cultural aspect of Russian propaganda;
• Cultural appropriation as an instrument of Russian war.

campaign “Russia's war crimes” by publishing daily graphic updates with total estimated losses
of the enemy, “Number of the Day” and a weekly reminder on the victims among Ukrainian

team launched a new biweekly
digest on key Russian
disinformation tactics of the week,
which aims to demonstrate to
Ukrainian audience how exactly

Despite the limited opportunities of participation in the public events due to the ongoing hostilities,
HWAG team tries to attend major topical discussions and forums. Then-head of HWAG
Oleksandra Tsekhanovska participated in the expert discussion organized European Values Center
for Security Policy (Czech Republic) and “OIP Network Conference 2022” in Riga, organized by
Open Information Partnership, Zink Network and the UK government. The events aimed at
carrying out a discussion on how to make people more aware of disinformation campaign that they
hear and see in the news and online and creating better policies and public service campaigns to
constrain and discredit disinformation before it takes hold.
Additionally, in September 2022, the team
started a new cooperation with a British
journalist Chris York on the digests “Dumb
Russia”.
It’s about examination of the propaganda,
disinformation and general propagandistic
nonsense about the war in Ukraine that
Kremlin and its supporters across Europe and
the US spread. Under this cooperation the
HWAG team will regularly prepare a summary
on key Russian narratives.

Due to the full-scale invasion, we were unable to meet our indicators concerning public events,
presentations, lectures, and training, as well as meeting government officials and experts. Surely,
we are still aiming to establish meaningful relationships and cooperation with experts and officials,
and conduct presentations and trainings when we can. But the numbers are not comparable to the
pre-war reality. Moreover, the team didn’t have a head for a few months, which also decreased
this indicator. We anticipate that we won't be able to resume our normal operations in this field
until the win. And therefore, we adjusted these indicators for the following year.
Additional deliverables by UCMC HWAG team to supplement the planned
activities in Operation Plan for 2022:
- Since the start of a full-scale invasion, the team put all its efforts into operative
situation updates publishing via social media. The team running its Twitter feed at
a speed of a major news agency – in 2022 HWAG produced 7,649 Tweets which
is over 30 per day. The intensified content update of its social media channel paid
back with the significant increase in the number of HWAG Twitter followers: +
8,396 new followers since the start of 2022).
- The team successfully implemented a short-term project supported by the Prague
Civil Society Center aimed at bringing attention to the Russia’s war crimes in
Ukraine and atrocities committed against civilians, local government
representatives as well as local journalists. Additionally, the HWAG team

- HWAG launched two new regular digests: (1) since June in cooperation with the
Press Center team – a biweekly digest "Key Russian Disinformation Tactics of
the Week" in Ukrainian, which aims to increase the awareness and build
resilience of the domestic audience to Russian propaganda; (2) since September in
cooperation with a British journalist Chris York - “Dumb Russia” digests about
examination of the Russian propaganda and disinformation about the war in
Ukraine that Kremlin and its supporters across Europe and the US spread
2022 key challenges
Due to the full-scale invasion, HWAG was unable to meet the indicators concerning public events,
presentations, lectures, and training, as well as meeting government officials and experts. Surely,
the team is still aiming to establish meaningful relationships and cooperation with experts and
officials, and conduct presentations and trainings when possible. But the numbers are not
comparable to the pre-war reality. Moreover, the team didn’t have a head for a few months, which
also decreased this indicator. HWAG anticipates to resume its normal operations in this field until
the win. And therefore, these indicators for the following year were adjusted.
Another area that suffered were analytical articles. Due to the focus on current issues and lack of
people in a team, the analytical group produced less articles than anticipated. However, a new
format for 2023 will be introduced and therefore, numbers in this category is expected to get back
on track.
HWAG’s Facebook page with over 4 745 followers was sanctioned and in March, forcing the
group to start a new page with 682 followers (at the end for November 2022). Please note, that this
is organic following, no money was input in the advertising.
Ongoing and continuous Russia’s terrorist attacks on Ukrainian infrastructure, created issues with
electricity and internet connection. As a result, we witness increasing difficulties with producing
and distributing the materials.
The group had plans to research China, but realized that in the face of the open aggression
prioritized concentrating all efforts on Russia’s issue. In addition, none of the team members speak
Mandarin or Cantonese fluently; and therefore, we are unable to analyze the primary sources.
HWAG plans to come back to this research topic after the win in the Russian-Ukrainian war.

6. OVERVIEW OF RESULTS: UCHOOSE
Uchoose.info is a resource that deals with critical thinking, countering propaganda, media hygiene,
analytics, designed to explain certain concepts, quench panic and debunk fakes and populist myths.
The team actively responds to the information challenges of today by conveying information in an
easy way with elements of gamification that is popular among young audiences.
At the beginning of February, the team followed the previously drawn up content plan and topics
of materials that were announced at the end of 2021. But on February 24, when a full-scale war
began, we halted all our planned publications, issued an appeal to our subscribers from the editor-
in-chief, and promptly changed the vector of publications to better correspond to the current
circumstances – we decided that we would support Ukrainians with optimistic and patriotic
content, inform about fakes and media hygiene in conditions of war, explain certain events from
the point of view of critical thinking, and one way or another, each of our publications will be a
"bullet" in the information war.
The main achievement of this year is that despite active hostilities, we were able to save the project
team, quickly adjust, change the operational plan, and achieve high statistical results of coverage.
At the beginning of Russia's invasion of Ukraine, we retained and increased our audience,
compensated for the formats that we had to abandon during the full-scale war with more current
and new ones (for example, columns from bloggers on current hot topics in social networks).
The themes of war, stability and subjectivity of Ukraine, freedom and democracy, which we
announced last year, have become key in this difficult year for Ukraine. We also covered the topics
of media hygiene, PSYOP, and conspiracy in terms of Russian full-scale invasion of Ukraine,
debunked myths, both about the Soviet Union and about the modern totalitarian regime of Russia.
We clearly see what they lead to and why democracy and freedom have to be the fundamental
value and choice of Ukraine both today and in the future.
At the beginning of the year, the team moved forward according to the agreed work plan and
developed materials on information hygiene, language, positive narrativization of Ukraine and the
escalation on the border by Russia. UChoose also promoted its own online course "School of
critical thinking from the fourth brother", which in less than a month gathered 10,301 hits on the
UChoose website.
Due to the war, UChoose had to temporarily abandon some traditional formats that would have
been inappropriate during martial law. For example, the team canceled the popular FBSrach

column with an overview of main discussions and loud trends in the Ukrainian social network
space, because during the martial law the public must be consolidated, so they didn’t want to play
into the hands of the enemy by writing about internal conflicts.
The team promptly changed the vector of publications so that the topics corresponded to the new
circumstances, and adjusted their quantity, because readers were more focused on operational
news and information from news outlets. UChoose decided to fight the spread of the enemy's
depressing and treasonous messages and support Ukrainians with optimistic and patriotic content,
inform about fakes and media hygiene in conditions of war, explain certain events from the point
of view of critical thinking, so that each of our publications served as a "bullet" in the information
war against the enemy. Thus, UChoose have started posting columns by well-known bloggers and
analysts on FB on media hygiene, critical thinking, the fight against post-colonial discourse and
hostile narratives.
In the reporting period, UChoose continued to pay special attention to the topic of media hygiene
by making a number of informative and educational articles, short two-paragraph publications and
quizzes. The publications highlighted as well the historical parallels and myths debunking, cultural
and national identity issues written by the UChoose’s or invited authors – famous bloggers,
opinion leaders, historians and experts - in total, 128 materials were released in 2022.

Also, UChoose started cooperation with the Lithuanian online resource ResPublica in terms of
exchange of articles for publication, and the materials written by UChoose were translated into
English and Russian and published across its channels.
UChoose recorded a video lecture for YouTube by Olesya Drashkaba (Media literacy. How to
consume information correctly?) and collaborated with the UCMC Media Reboot team on writing
the text for informative and educational videos on the topic of culture, critical thinking and media
hygiene, as well as taking part in the “Ukraine Out Loud” joint project with Hromadske Radio and
recording one episode dedicated to Ukrainian culture and its decolonization.
Olesya Drashkaba has also held a "School of Universal Editors" training lecture for regional media
editors on the gamification and how to engage your audience interestingly on serious issues.
As part of the team’s current activities, its members popularize the online game “Square of
Harmony” at the appropriate opportunity.

Since the first months of the full-scale invasion, the team analyzed the information field and the
interest of the foreign audience in events in Ukraine, especially on Twitter, and in order to convey
the truth and Ukrainian narratives to a wider range of readers, the team decided to make tweets in
English in addition to the Ukrainian-language content.

During the war, the Telegram’s share in the information"consumer basket" of Ukrainians increased
significantly, therefore, Uchoose used an opportunity to promote its channel by increasing a
number of publications that are relevant to the circumstances. For example, UСhoose started a
cooperation with famous Ukrainian artists who create illustrations for topical coverage of war.
UChoose accompanies its own content with their works or promotes the most prominent
illustrations, which attracts additional attention of subscribers.
As a result of intensified work on Twitter and Telegram, we got a high growth of subscribers in
both accounts, kept followers in Facebook, and even increased the reach and engagement of
readers on FB.
UChoose’s traditional publication format – inspiring quotes - did not lose its relevance after the
beginning of the large-scale invasion of Russia. In this column, UChoose focuses on supportive
and patriotic quotes from famous Ukrainians, mostly contemporaries and world leaders, who
express support for Ukrainians and condemned the war started by Russia.

Additional project
In February 2022, before the start of a full-scale invasion, UChoose timely completed the activities
within the project supported by the U.S. Embassy in Ukraine on adapting the content of the
Ukrainian-language version of the online game for the development of critical thinking and
resistance to disinformation - "Harmony square" (https://harmonysquare.game/en).
On September 22, UChoose hold a public presentation of the game in the UCMC Press Center and
shared the release among its social media followers that allowed to reach over 85,000 contacts
with audience within 1-2 weeks, and received a positive feedback from the game players.

We have removed the FBsrach column – it has lost its irrelevance amid war, because the
situation requires the consolidation of society, if the situation changes during the year, we will
return this activity. Currently, we are replacing it to relevant reposts of state institutions and
posts by the well-known experts and bloggers (for more details please see point 6). In general,
this gives us a wider variety of materials that we can publish on our social media, taking into
account the dynamic situation in the physical (military operations, call-up of employees, etc.)
and information space (the need to respond to current events that cannot be predicted in advance)
associated with war. At the same time, we meet the total number of materials under our
obligations for 2022.
We had fewer tweets in 2022. Due to the beginning of the full-scale invasion of Russia into
Ukraine, we realized the need for tweets in English, which required the involvement of
additional resources of the team, and therefore the number of publications was reduced, while
the reach even increased. In 2023, we plan to return to Ukrainian-language publications, but also
add a certain number of English-language tweets as a quick response to the current events that
require international coverage, memorable dates, relevant quotes from foreign speakers, etc.
Additional deliverables by UCMC UChoose team to supplement the planned activities in
Operation Plan for 2022:
• Despite the force majeure circumstances, the UChoose team promptly reoriented, adjusted
the content plan and achieved significant audience coverage results – UChoose has
surpassed their planned annual target for audience outreach - 16,526,416 contacts with the
audience due to the intensified content production for UChoose's social media accounts,
cross-sharing from various channels, cooperation with InformNapalm and the strategy of
developing content in English.
• UChoose established the cooperation with the Lithuanian online resource ResPublica that
helped the materials written by UChoose (translated into English and Russian) to reach
wider audience and attract new followers from abroad
• The team successfully completed the additional project on the adaptation to Ukrainian
context of the "Harmony Square" online educational game about disinformation that was
supported by the U.S. Embassy in Ukraine. UChoose adapted the translation of the game
into Ukrainian, with cultural features, references to pop culture and scenarios of real events
in Ukraine to attract the Ukrainian youth to play the game and develop the critical thinking
skills and create an immunity towards disinformation tactics.

7. OVERVIEW OF RESULTS: DOBRE PROGRAM
Decentralization Reform Communication Team is a principal direction of UCMC aimed at
communicating the reform at all levels. Currently, the Team is responsible for communications
component of Decentralization Offering Better Results and Efficiency (DOBRE), 2016-2022
initiative sponsored by USAID and managed by Global Communities.
In 2022, a difficult year for the country, we continued to move towards the main goal of improving
the communication of the decentralization reform, promoting effective public communications in
communities, and disseminating the experience of best practices of the USAID DOBRE Local
Government Program.
2022 key achievements
Our important achievements are:
1. Publication of the collection "Successful practices of the communities of excellence." The
brochure includes nine stories about the achievements of DOBRE partner communities in such
key components of the Program as strategic planning, financial and budget management,
communal property management, spatial planning, public services, local economic development,
gender-oriented governance, opportunities for youth, and communication. Each story is about the
development of communities that strengthen and develop Ukraine (picture).
2. 43 videos on community development and expert recommendations for local governments
in war. These videos, regarding local economy, stimulating entrepreneurship, business relocation,
creating an effective communication strategy, improving healthcare services, and helping
internally displaced persons, were distributed on social networks and picked up by the national
news channel Espresso TV.
3. 27 trainings on developing communication strategies, public communications during the
war, video content creation, and effective communications in communities. The sessions are
focused on training community leaders, representatives of NGOs, local council members,
headmen, heads of communal enterprises, educational, cultural, and healthcare institutions in
communication tools, in particular, working with the media, maintaining websites, preparing news
and press releases, creating effective social networks and photography.
2022 key challenges
In 2022, starting from February 24, due to the full-scale Russian invasion of Ukraine, the
implementation of the planned project activities became impossible. In early March 2022, for
reasons of personal safety of community representatives and experts, UCMC temporarily closed
public access to the DOBRE Program communication channels - the DOBRE Program FB page,
the DOBRE Program webpage on the UCMC website, and the #DOBREpractice YouTube
channel. The public communication channels of the Program restored their activity only in
October.

Since February 24, 2022, due to Russia’s full-scale invasion of Ukraine, it has become impossible
to implement planned project activities. By the Global Communities request, since early March,
UCMC temporarily closed public access to DOBRE Program communication channels – DOBRE
Program FB page, DOBRE Program webpage at UCMC Press Center, and DOBRE Practice
YouTube channel. Nevertheless, UCMC DOBRE team continued its operation and adapted its
work to the new circumstances.

2022 DOBRE activities
“Communities at war”: compilation of stories from DOBRE partner CCs
In March 2022, UCMC came up with the initiative to highlight the stories from DOBRE partner
communities amid Russia’s war against Ukraine. The articles
reflect the daily life of partner CCs and its residents in time of
war, the resistance to Russia’s forces, joint local government
and volunteer initiatives to help the residents, Ukrainian
military and internally displaced people, and other areas.
During April-June 2022, UCMC released 18 articles about life
of territorial communities amid Russia’s invasion of Ukraine
available in Ukrainian and English. The articles were also
reprinted by the Decentralization portal, Holos Ukrainy
national newspaper as well as regional media outlets.
UCMC collected all articles and created a compilation book
“Communities at war” soon to be published at UCMC website.
Razom DOBRE initiative
In April 2022, UCMC launched the initiative "Razom DOBRE" with aim to help DOBRE partner
CCs in 4 DOBRE target regions in building cooperation and improving social cohesion, and to
find joint effective solutions to address the challenges brought by the war. UCMC made the
research on the key needs and requests of communities that arose as a result of Russia’s full-scale
invasion of Ukraine. The results of the research were presented during the public discussion
organized by UCMC within DOBRE Program jointly with MCTD on August 10, 2022.
The findings also included the important evidence collected during the visits to 15 DOBRE partner
communities with one-day facilitated meetings/trainings with representatives of various sector of
community life (local government, deputies, representatives of educational, medical, security,
business, cultural, religious institutions, civic activists and volunteers, internally displaced people,
etc ).

The results of the research provided generalized overview on the current problem issues and
challenges that Ukrainian communities are facing, divided by the areas of public life and
timeframe, and provides directions for actions and recommendations for different stakeholders.
The report with the results of the research is published on UCMC website and Decentralization
portal for public use and also available in English to attract attention of international organizations
and donor institutions that are planning their programming for Ukraine.
Press events and trainings
In August-September, UCMC jointly with DOBRE Program and the Ministry for Communities
and Territories Development organized 2 public discussions dedicated to social and economic
revival, and the development of entrepreneurship and cooperation as a way for economic
transformation of Ukrainian communities.

Also, in July-August, UCMC conducted 5 online trainings for DOBRE partner CCs on the topic
"Communications of communities at time of war”. UCMC – involved trainers presented the key
points of the topic, built a discussion with the representatives of CCs around their own experience
and local cases of crisis communications, and shared the practical tips on effective communication
in social media, public speaking and presenting during the live-broadcasted events. Overall, 80
participants from more than 60 DOBRE partner CCs attended the trainings.
In November, trainings for communication teams in Vyshnivetska and Shumska CCs in
Ternopilska oblast were carried out as a part of the entire DOBRE Communications Team’s trip
to Ternopil region. The trainings included interactive exercises and vast exchange of experience.
The training in Shumsk was attended by the CCs head. Community headmen, and representatives
of education, medicine, and culture spheres took part in the event in both communities. CCs
representatives have updated our team on their communities’ recent progress, prospects, and the
specifics of the today’s challenges for CCs.

In December, the representatives of UCMC, have communicated the signing of a partnership
memorandum between the USAID DOBRE Program and Chernihiv region Administration. Global
Communities officers Travis Gartner, Director of Global Communities in Ukraine, and Maksym
Burdavitsyn, Deputy Chief of Party of the USAID DOBRE Program, represented the Program and
Viacheslav Chaus and heads of partner CCs represented Chernihiv region. UCMC/DOBRE
communications training in Lanivtsi, Ternopil region. The team spoke on effective social
communications and mass media interaction, press release writing, social media management, and
mobile device journalistic photography respectively.

Expert videos
In 2022, UCMC DOBRE team managed to record and create 45 videos that feature commentaries,
explanations and recommendation from DOBRE Program experts on a variety of issues relevant
for communities during the martial law. The videos help to close the information gap and bring
clarity to the new legislative changes and regulations. The video materials received a positive
feedback from the representatives of the local governments and have a high viewing rate (on
average - 1000 views per video, according to the social media metrics).

The videos with expert commentaries were released under a common hashtag #експертноДОБРЕ
and available at UCMC Facebook page. In addition, in September, Decentralization portal created
a separate rubric on its website featuring the expert videos produced by UCMC. Please see the

Communication visits, articles and videos about DOBRE partner CCs
Since March 2022, DOBRE Program launched the humanitarian assistance to 8 select partner
communities of Ternopil, Ivano-Frankivsk and Chernivtsi regions in response to the emergency
and challenges caused by the Russia’s full-scale invasion of Ukraine. For the promotion of
DOBRE Program’ effort, UCMC visited 11 DOBRE partner communities and collected the unique
stories of communities’ resilience, unity and cooperation in tackling the challenges brought by the
war, and the strong backing of DOBRE Program that provides timely assistance to its partners in
this difficult times.
UCMC DOBRE team released 25 videos that were published and disseminated on UCMC and
Decentralization web resources and social media. The videos in particular draw attention of the
social media users, and received high outreach (over 17, 600 views) and positive feedback. In
addition, during the visit to Khotynska CC, UCMC team found out that the video about this
community is demonstrated in the community`s Center for Administrative Services (TSNAP), and
all the visitors of TSNAP can watch it while awaiting their appointment.
