REGION 1: ALT. B โ COASTAL BARRIER (MODIFIED)/GALVESTON RING LEVEE
CSRM develop a comprehensive plan to determine the feasibility of carrying out projects for flood damage reduction, hurricane and storm damage reduction, and ecosystem restoration in the coastal areas of the State of Texas.
ER - protection, conservation, and restoration of wetlands, barrier islands, shorelines, and related lands and features that protect critical resources, habitat, and infrastructure from the impacts of coastal storms, hurricanes, erosion, and subsidence
Federal funding for FY 16 and 17 has been secured. Study funding will be used to initiate the study; determine alternatives; initiate the engineering analyses (H&H models, geotech investigations, salinity modeling); Environmental analyses including identifying the existing conditions and environmental modeling, and coordination with the Resource Agencies and Endangered Species information; and Economics analyses by initiating the structural inventory and initiating the HEC/FDA models. Funding will be used to continue all analyses and working towards developing the TSP and Draft Report which will be completed by the summer of 2018.
A portion of the non-Federal funds will be provided as work-in-kind โ possibly around $7M. The GLO will provide most if not all of the environmental analyses required for the EIS
Draft Report and public review will be in summer of 2018
This slide outlines the critical milestones for project completion. We finished the scoping phase of the study and signed a cost share agreement with our sponsor, the Texas General Land Office. The next phase will focus on alternatives analysis leading to a tentatively selected plan in 2018. The tentatively selected plan will be further refined to generate a feasibility level design that will be presented in a final report to the Chief of Engineers. Once approved, the plan will be eligible for congressional authorization. We are fortunate to have a strong partner in the Texas GLO, and we are pleased to report that this study has been fully funded in 2016 and we are also fully funded in the presidentโs budget for 2017. We expect to be prioritized for future funding based on the progress we make in the study and have outlined a funding strategy that was supported during our exemption request. We recognize the importance of this study and are committed to moving forward on a path that will generate an executable plan that meets all of the requirements of federal law to include the National Environmental Policy Act.
