Program kapsamında kar amacı güden ve gütmeyen başvuru sahiplerine toplamda 15 Milyon TL’lik bir kaynağın başarılı projelere kullandırılması planlanıyor.
Program kapsamında kar amacı gütmeyen bileşeninde, belediyeler veya tüzel kişiliği haiz bağlı kuruluşları, kamu kurumları, üniversite rektörlükleri, kamu kurumu niteliğinde meslek kuruluşları, organize sanayi bölgeleri, dernekler, vakıflar, kooperatifler ve birlikler başvurabilecek. Programın kar amacı güden bileşeninde ise KOBİ vasfı taşıyan işletmeler ile kamu kontrolündeki işletmeler başvurabilecek. Destekten yalnızca merkezi veya yasal şubesi İzmir il sınırları içinde bulunan başvuru sahipleri yararlanabilecek.
Son başvuru tarihi 12 Eylül 2014 olarak belirlendi.
