Tugboat operator Harbor Star Shipping Services, Inc. has secured the Maritime Industry Authority approval to register its newly acquired tugboat. In a disclosure to the Philippine Stock Exchange on Wednesday, the listed company said the new tugboat MT Reda will support the domestic expansion of the operator. Harbor Star was incorporated in 1988 mainly to engage in harbor assistance (docking and undocking), ship salvage, towage or lighterage, specialized cargo handling operations, and other marine services. “Harbor Star took delivery of MT Reda at the Port of Batangas last December 2016. The 2,956 BHP, 40-ton bollard pull tugboat will augment the continuous domestic expansion of Harbor Star,” the listed operator said in its regulatory filing. MT Reda is the third tugboat imported by Harbor Star in 2016. Harbor Star now manages 41 tugboats in the Philippines and Malaysia. Harbor Star announced last December that it received board approval to raise as much as P1 billion through a follow-on offering to fund its international fleet expansion, domestic feeder vessel services and renewable energy project. It will call for a stockholders’ meeting this quarter to secure the approval of its stockholders. It also secured a $2.5-million loan facility from a company based in the British Virgin Islands to fund its expansion plans and operations

India has a coastline which is more than 7,517 km long, interspersed with more than 200 ports. Most cargo ships that sail between East Asia and America, Europe and Africa pass through Indian territorial waters.
There are 13 major and about 200 non-major ports in the country. The total cargo traffic in India stood at 911.5 million metric tonnes (MMT) during FY12 and is expected to touch 1,758 MMT by FY17. Port traffic at major and non-major ports in India is set to rise at a compound annual growth rate (CAGR) of 22 per cent and 5.5 per cent respectively over FY12-14.
The rising demand for port infrastructure, strong growth potential, favourable investment climate, and sops provided by state governments provide private players with an opportunity to enter the Indian ports sector to serve the spill-off demand from major ports. During FY13, 29 projects are scheduled to be executed adding capacity of 208 million tonnes per annum (MTPA) at the cost of US$ 8.8 billion. Non-major ports are also expected to benefit from strong growth in India's external trade.
The Government of India (GOI) has initiated National Maritime Development Programme (NMDP), an initiative to develop the maritime sector with an planned outlay of US$ 11.8 billion. The government has also allowed foreign direct investment (FDI) of up to 100 per cent under the automatic route for projects related to the construction and maintenance of ports and harbours and a 10-year tax holiday for enterprises engaged in ports.

Art is a diverse range of human activities in creating visual, auditory or performing artifacts (artworks), expressing the author's imaginative or technical skill, intended to be appreciated for their beauty or emotional power.[1][2] In their most general form these activities include the production of works of art, the criticism of art, the study of the history of art, and the aesthetic dissemination of art.
The oldest documented forms of art are visual arts, which include creation of images or objects in fields including today painting, sculpture, printmaking, photography, and other visual media.
Architecture is often included as one of the visual arts; however, like the decorative arts, or advertising,[3] it involves the creation of objects where the practical considerations of use are essential—in a way that they usually are not in a painting, for example.
Music, theatre, film, dance, and other performing arts, as well as literature and other media such as interactive media, are included in a broader definition of art or the arts.[1][4] Until the 17th century, art referred to any skill or mastery and was not differentiated from crafts or sciences.
In modern usage after the 17th century, where aesthetic considerations are paramount, the fine arts are separated and distinguished from acquired skills in general, such as the decorative or applied arts.
Art may be characterized in terms of mimesis (its representation of reality), narrative (storytelling), expression, communication of emotion, or other qualities. During the Romantic period, art came to be seen as "a special faculty of the human mind to be classified with religion and science".[5]
Though the definition of what constitutes art is disputed[6][7][8] and has changed over time, general descriptions mention an idea of imaginative or technical skill stemming from human agency[9] and creation.[10]
The nature of art and related concepts, such as creativity and interpretation, are explored in a branch of philosophy known as aesthetics.[11]

zkStudyClub - Reef: Fast Succinct Non-Interactive Zero-Knowledge Regex Proofs
This paper presents Reef, a system for generating publicly verifiable succinct non-interactive zero-knowledge proofs that a committed document matches or does not match a regular expression. We describe applications such as proving the strength of passwords, the provenance of email despite redactions, the validity of oblivious DNS queries, and the existence of mutations in DNA. Reef supports the Perl Compatible Regular Expression syntax, including wildcards, alternation, ranges, capture groups, Kleene star, negations, and lookarounds. Reef introduces a new type of automata, Skipping Alternating Finite Automata (SAFA), that skips irrelevant parts of a document when producing proofs without undermining soundness, and instantiates SAFA with a lookup argument. Our experimental evaluation confirms that Reef can generate proofs for documents with 32M characters; the proofs are small and cheap to verify (under a second).

Effective Application Security in Software Delivery lifecycle using Deployment Firewall and DBOM
The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).
