The Roman Empire, a vast and enduring power, stands as one of history's most remarkable civilizations, leaving an indelible imprint on the world. It emerged from the Roman Republic, transitioning into an imperial powerhouse under the leadership of Augustus Caesar in 27 BCE. This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence.
The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

10. More Issues:
-Filipino graduates lack the skills demanded by industry
and the Philippines has one of the highest rates of
youth unemployment in Asia. (International Labor
Organization)
-Some teachers have “so much work,” they barely have
time to teach.
-According to the study conducted by the Philippine
Institute for Development Studies (PIDS) entitled
“Pressures on Public School Teachers and Implications
on Quality,” teachers are given administrative or student
support role such as paper works, seminars, training
workshops, among others.
11. -Tertiary education is generally of low quality as
evidenced by:
a. Low passing percentage in the professional
licensure examinations conducted by PRC;
b. Incompatibility of graduates’ credentials with
desired competencies for workplace or for
entreprenuership;
c. Lack of ability of graduates to be employed
with only 20% of college graduates readily
finding employment.
12. Job Mismatch
-There is a large proportion of "mismatch"
between training and actual jobs. This is the
major problem at the tertiary level and it is also
the cause of the existence of a large group of
educated unemployed or underemployed.

13. Proposed Reforms
1. Upgrade the teachers' salary scale. Teachers have been underpaid; thus
there is very little incentive for most of them to take up advanced trainings.
2. Amend the current system of budgeting for education across regions, which
is based on participation rates and units costs. This clearly favors the more
developed regions. There is a need to provide more allocation to lagging
regions to narrow the disparity across regions.
3. Stop the current practice of subsidizing state universities and colleges to
enhance access. This may not be the best way to promote equity. An
expanded scholarship program, giving more focus and priority to the poor,
maybe more equitable.
4. Get all the leaders in business and industry to become actively involved in
higher education; this is aimed at addressing the mismatch problem. In
addition, carry out a selective admission policy, i.e., installing mechanisms to
reduce enrollment in oversubscribed courses and promoting enrollment in
undersubscribed ones.
5. Develop a rationalized apprenticeship program with heavy inputs from the
private sector. Furthermore, transfer the control of technical training to industry
groups which are more attuned to the needs of business and industry.
