Tehran's transportation system faces several challenges, including air inversion in cold seasons that traps polluted air, partial private operation where the government sets fares but the private sector bears all risks, and poor availability and integration of services throughout the city resulting in decreasing patronage. Solutions proposed include developing urban railways, public bus services, cycling routes, walkways, transportation demand management policies, and intelligent transportation systems.
