The FDA published its proposed rule on Foreign
Supplier Verification Programs (FSVP) on July 13,
2013 for importers of food for humans and
animals (78 Fed. Reg. 45729, July 29, 2013):
This proposed rule requires importers to
conduct risk-based foreign supplier verification
activities to verify that imported food is not,
among other things, adulterated and that it was
produced in compliance with FDA’s preventive
controls or produce safety requirements,
where applicable.
Under the proposed rule, importers would
need to, among other things:
Maintain a list of their foreign suppliers;
Create and follow written procedures
for supplier verification activities;
Review results of verification activities
and, if hazards are not adequately
controlled, take appropriate corrective
action.
The FDA also published its proposed rule on
Accreditation of Third-Party Auditors/Certification
Bodies to Conduct Food Safety Audits and Issue
Certifications as established by the FSMA (78
Fed. Reg. 45781, July 29, 2013).
This proposed rule establishes a program for
accreditation of third-party auditors to conduct
food safety audits and issue certifications of
foreign facilities and their foods.
This voluntary program is for foreign facilities
and foods only.

HOW DOES EXPORTECH™
WORK?
WHAT IS REQUIRED?
Companies participate in three one-day group sessions scheduled over a three-month period. In between,
each company works on the development and implementation of their international growth plan, with the
support of a coach.
The process assists companies to develop a simple,
actionable international growth plan - based
on a series of carefully designed tools and templates.
We connect participants with a wide range of
reputable international business experts who help
them develop and execute their international
growth plans. By bringing these resources together
in one place, enormous efficiencies are created for
participating companies as they navigate the export
process.
The program involves a unique combination of
group work, individual work, and personal
coaching, that allows companies to extract
information that is critical to their export success:
During group sessions, international business
experts are selected based on the specific needs
of the companies, to educate the group and
provide one-on-one consultations.
Planning exercises and discussions are
employed to help companies develop their
customized plans, as well as learn from their
peers.
In the final group session, each company’s
plan will be reviewed and vetted by a
panel of experienced international
businesspeople, to help them avoid costly
mistakes and see new opportunities.
Each company is assigned an experienced
coach to provide focused, one-on-one support
in the development and execution of their
plans.
Each 3-Session program is limited to eight
companies, to allow the experts and coaches
to give quality, personalized service and
attention to each company.

Partnership and the U.S. Export Assistance
Centers of the U.S. Department of Commerce -

have developed their own international growth
plan and accelerated their export sales process.

make sure sufficient time and attention is given to
each company’s specific challenges.
HOW DOES EXPORTECH™
WORK?
WHAT IS REQUIRED?
Companies participate in three one-day group sessions scheduled over a three-month period. In between,
each company works on the development and implementation of their international growth plan, with the
support of a coach.
The process assists companies to develop a simple,
actionable international growth plan - based
on a series of carefully designed tools and templates.
We connect participants with a wide range of
reputable international business experts who help
them develop and execute their international
growth plans. By bringing these resources together
in one place, enormous efficiencies are created for
participating companies as they navigate the export
process.
The program involves a unique combination of
group work, individual work, and personal
coaching, that allows companies to extract
information that is critical to their export success:
During group sessions, international business
experts are selected based on the specific needs
of the companies, to educate the group and
provide one-on-one consultations.
Planning exercises and discussions are
employed to help companies develop their
customized plans, as well as learn from their
peers.
In the final group session, each company’s
plan will be reviewed and vetted by a
panel of experienced international
businesspeople, to help them avoid costly
mistakes and see new opportunities.
Each company is assigned an experienced
coach to provide focused, one-on-one support
in the development and execution of their
plans.
Each 3-Session program is limited to six
companies, to allow the experts and coaches
to give quality, personalized service and
attention to each company.

57. Nanjing:
Nanjing, once the nation’s capital city, is becoming an important commercial center in China. In
2010, Nanjing's GDP ranked 14th in the country. The city features traditional industries such as
electronics, automobile, petrochemical, iron and steel, and power, as well as new hi-tech and
biotech industries. Nanjing’s services industry is also robust, accounting for 44 percent of the city’s
GDP. Nanjing is well-known for its various industrial and development zones, such as Nanjing
Baixia Hi-Tech Industrial Zone, Nanjing Economic and Technological Development Zone, and
Nanjing Export Processing Zone, which play important roles in Nanjing’s economic development.
On average, two new foreign firms establish offices in Nanjing every day.
Changzhou:
With a central location, developed infrastructure, and efficient investment services provided by
local government, Changzhou has been increasing its economic presence in the Yangtze River
Delta. Changzhou has remained as one of the most developed cities in Jiangsu Province, ranked
third after Suzhou and Wuxi. Its GDP increased at an average annual growth rate of 18 percent
between 2005 and 2009. The Changzhou Municipal Government is prioritizing five “pillar”
industries: machinery, electronics and information technology, renewable energy, advanced
materials, and bio-pharmaceuticals. According to Forbes, Changzhou was deemed the 9th best
city for business in China in 2008.
Shanghai:
Located at the mouth of the Yangtze River Delta on China’s eastern coast, Shanghai has
become the center for finance and trade in China. With a population of over 20 million, Shanghai
is characterized by its international/cosmopolitan feel, strong base in manufacturing and
technology, superb transportation and communication infrastructure and highly educated and
modernized workforce.

Setting the tone for the daylong conference w as Consul General of India, N. Parthasarathi, w ho kicked off the morning
keynote session w ith his perspectives on w hy the time is ripe to invest in and trade w ith India. “Please do believe in India’s
story. If you have a project, go and find a niche target. If you can just produce a quality product … at a good price, there is an
infinite market available,” Parthasarathi said.
Deputy Assistant Secretary of Commerce for South Asia Holly Vineyard said the next step for India-U.S. relations is to move
