This document presents a theory of modern commons and sustainable infrastructure development. It discusses infrastructure systems as social networks and complex adaptive systems. A dual approach is proposed that examines both a theory of modern commons for sustainable infrastructure and transforming patterns of mobility. Infrastructure is analyzed as a socio-technical system with technical, institutional, environmental, social and mental dimensions. Governance frameworks are discussed for managing infrastructure as commons across sectors to create synergies and increase sustainability.
