Im April 2015 hat die österreichische Bundesregierung einen Entwurf für ein "Polizeiliches Staatsschutzgesetz" vorgelegt. Damit soll ein neuer Inlandsgeheimdienst mit weitreichenden Überwachungsbefugnissen geschaffen werden. Unabhängige Kontrolle durch Gerichte und das Parlament ist nicht vorgesehen. Bereits in der Begutachtungsphase wurde das Gesetz massiv kritisiert. Der AKVorrat gab mit einer umfassenden Stellungnahme die wichtigsten Argumente vor. Der Widerstand gegen das Gesetz und die Kampagne des AKVorrat haben zwar zu mehrfacher Verschiebung der Beschlussfassung geführt, aber die Geheimdienstpläne der Regierung sind trotz mehr als 22.000 Unterzeichnerinnen und Unterzeichnern der Petition auf www.staatsschutz.at nach wie vor nicht vom Tisch. Der Talk bietet Einblicke, wie Geheimdienste in der Post-Snowden-Ära öffentlich und nicht öffentlich diskutiert werden.
Wir zeigen die Geschichte von Österreich als Drehscheibe von internationalen Geheimdienstaktivitäten. Die aktuellen Pläne der Regierung zur Schaffung eines Inlandsgeheimdienstes sind in diesem Kontext zu sehen. Der aktuelle Gesetzesvorschlag stattet Polizeibehörden mit Geheimdienstbefugnissen aus, die einer unabhängigen Kontrolle weitestgehend entzogen sind. In unserer Analyse stellen wir unsere Kritikpunkte in einen größeren Kontext, der der Idee einer Überwachungsgesamtrechnung folgt.
Wir stellen unsere Kampagne vor, die auf zwei Säulen steht: Aktivismus und politisches Lobbying. Der Spagat zwischen beiden Polen ist nicht immer einfach, aber unbedingt nötig, um die Breite des Widerstandes gegen das Gesetz darzustellen. The fight for net neutrality in the EU is waging for many years. Since ex-commissioner Neelie Kroes presented her infamous proposal to allow all forms of network discrimination in 2013 the USA have changed their course twice and finally implemented legal safeguards for net neutrality to protect the innovative potential of their digital economy. Other countries have already applied their existing net neutrality laws and could prevent violations of the principle with good results. Meanwhile in the global south millions of people protest against plans of massively violating net neutrality and argue that internet.org and similar zero-rating projects are “economic racism”. The EU will have non of it.
In Europe all three institutions have agreed on a text for net neutrality that is a little bit like Schrodinger’s cat – it could allow protection against network discrimination or it could legalise it. So far we don’t know and even the politicians who will vote on it don’t. The text is written so badly, ambiguous and contradictory that only regulators and courts can give it real meaning in the future.
Next month the European Parliament will have to vote. This talks tries to give an understanding of where we are, how we got there and which path we have to go forward.

Nei nuovi scenari della Società dell’Informazione anche il mercato della televisione sta mutando, coinvolto nei processi della rivoluzione digitale e delle pratiche di fruizione e produzione all’interno dei flussi delle reti telematiche. Le tecnologie interconnesse e le nuove piattaforme basate sulla rete Internet e sul Web, attraverso il fenomeno della convergenza mediale, stanno quindi trasformando il medium più diffuso e usato in uno strumento più interattivo e connesso, che può essere sfruttato dai servizi della Pubblica Amministrazione. Il progetto sperimentale di sviluppo di un’interfaccia Web del servizi telematici Comunali, in particolare di quelli del Comune di Torino, compatibile con i dispositivi delle nuove Tv connesse, potrebbe quindi offrire al cittadino una semplice e usabile modalità di fruizione direttamente dal telecomando del televisore, e inoltre potrebbe tracciare un percorso per la costituzione delle linee guida e delle indicazioni tecniche per la realizzazione delle pagine Web adatte alle Internet Tv. Il fenomeno della convergenza dei media, ipotizzato e studiato in ambito sociologico ed economico, che coinvolgerà sempre più rapidamente i consumi, la produzione dei contenuti, le economie e i modelli di sviluppo, le tecnologie, e la stessa creazione della cultura, in un prossimo futuro porterà ulteriori cambiamenti nei mercati delle telecomunicazioni e dell’industria dell’informazione e dell’intrattenimento. Ma anche se aumenteranno risorse e investimenti dedicati a Internet, ai social media, al mobile, la televisione resterà ancora il primo mezzo di comunicazione scelto dal mercato e dai consumatori; una tv però sempre più vicina alle tecnologie di interconnessione e interattive. Per questo motivo la Tv connessa (dalla Internet Tv, ai decoder digitali connessi, sino alle console videogame) potrebbe rivelarsi il mezzo più importante, una sorta di killer application del prossimo futuro dell’ICT, dove veicolare i servizi digitali della PA accessibili a tutti i cittadini, anche a quella parte della popolazione afflitta da analfabetismo informatico. Anche se il mercato italiano delle Internet Tv è notevolmente indietro rispetto ai paesi europei e mondiali più industrializzati, a causa del divario digitale tecnologico e culturale che contraddistingue l’Italia, lo sviluppo di un servizio Web della PA concepito e progettato per gli schermi televisivi persegue gli obiettivi della Agenda Digitale Europea per lo sviluppo di un mercato unico digitale, e del Piano di e-Government 2012 del governo italiano che intende modernizzare e rendere più trasparente ed efficiente la stessa PA. Dopo il fallimento dei progetti di t-Governemnt, attraverso le tecnologie interattive del digitale terrestre, i siti Web per le Tv connesse degli enti pubblici potranno portare direttamente sui tv di casa informazioni e servizi al cittadini. Le pagine Web dovranno essere progettate e realizzate partendo dal punto di vista dell’utente televisivo con tecnologie e specifiche ad hoc, che prederanno in considerazione le grandezze degli schermi tv, la distanza dei telespettatori dai televisori, l’uso del telecomando come unico controllo dell’interfaccia grafica, seguendo in parte le linee guida del CAD, e le nuove indicazioni descritte dal progetto. La costruzione delle interfacce Web, studiate per veicolare soprattutto immagini e video della PA, seguirà il nuovo paradigma di Web Design 10-foot, con l’uso delle tecniche dei linguaggi HTML5 e CSS3.

2. Nel dicembre 2000 è stata condotta una indagine speciale di Eurobarometro, in occasione dell'Anno europeo delle lingue 2001. Vi hanno preso parte oltre 15.900 persone in tutta l'Unione europea, alle quali sono state rivolte domande sulle loro competenze linguistiche e sulla loro posizione nei confronti dell'apprendimento delle lingue straniere. I risultati sono qui riassunti brevemente. • Le lingue sono designate in base ai seguenti codici: D: tedesco; DK: danese; EN: inglese; ES:spagnolo; FIN: finlandese; FR: francese; GR: greco; IT: italiano; NL: olandese; PO: portoghese; SV: svedese. 3. Lingua materna In questa sezione sono indicate le lingue materne degli intervistati. Nella maggior parte dei paesi in cui vi è un'unica lingua "nazionale", quest'ultima è la lingua materna del 94% - 97% degli intervistati. Fanno eccezione la Grecia (98,7 %), l'Italia (99,2 %) e il Portogallo (100 %). - In Lussemburgo, il lussemburghese costituisce una lingua straniera per il 19,5% degli intervistati; - nei Paesi Bassi, l'olandese costituisce una lingua straniera per il 5,1%; - nel Regno Unito, l'inglese costituisce una lingua straniera per il 4,8%; CONOSCENZE LINGUISTICHE DEGLI EUROPEI Tosiani Liliana

6. Situazioni in cui s'impiega la conoscenza di lingue straniere Agli intervistati che affermano di sapere parlare una lingua straniera è stato chiesto in quali situazioni la impiegano. L'uso della prima e della seconda lingua straniera segue ampiamente lo stesso schema. L'impiego più diffuso di una lingua straniera è per "vacanze all'estero" (oltre il 45%), valido soprattutto per Svezia e Danimarca, ma non altrettanto per l'Irlanda (19%) o il Portogallo (22%). La prima lingua straniera è inoltre utilizzata ai seguenti fini (tutti indicati da circa il 20% degli intervistati): • film/TV (specialmente in Svezia e Lussemburgo: oltre il 60%) (Italia: 11%) • conversazioni di lavoro (specialmente in Lussemburgo e Belgio: oltre il 35%) (Italia: 10%) • libri/giornali (specialmente in Lussemburgo e Svezia) (Italia 12%) Tosiani Liliana
7. Metodi utilizzati per apprendere una lingua straniera È stato chiesto agli intervistati di indicare i metodi che hanno già utilizzato per apprendere una lingua straniera. Il mezzo a cui è già ricorsa la maggioranza delle persone è un corso di lingue collettivo con insegnante (46%). Si tratta di un mezzo molto diffuso in Svezia (83%) e Danimarca (85%), ma anche nei Paesi Bassi (69%) e in Finlandia (63%), mentre solo il 22% dei portoghesi vi ha fatto ricorso. "Fare conversazione con un madrelingua" è il secondo mezzo più utilizzato, scelto dal 17% degli intervistati. Mentre è molto comune in Scandinavia, solo un decimo delle persone di Regno Unito, Irlanda, Portogallo, Francia e Germania (Länder orientali) lo ha utilizzato.
