ПОВТОРНОЕ ОБРАЩЕНИЕ

Уважаемые работники Human Rights Watch !
Я обращаюсь повторно к Вам снова , в связи с чрезвычайной ситуацией, так как :
1. защита прав человека является делом международным , а не делом одного государства – согласно Хельсинской
декларации и других международных документов . И мой случай - как раз в компетенции HRW .
2. Я являюсь жертвой многочисленных нарушений прав человека и основных свобод властями нескольких
государств – Германией, Россией, Финляндией . Суть нарушений моих прав человека , общее описание ситуации ,
факты – всё это изложено в заявлениях которые я несколько раз посылала Вам по электронной почте ( из-за
отсутствия денег на услуги обычной почты ) с моих адресов irinaw99@mail.ru и irinaw99@hotmail.com .
Ответа на них я до сих пор не получила .
I. Описание ситуации .
Я приехала в Германию по испанской визе из Финляндии ( я и сейчас - жена гражданина
Финляндии, но вида на жительство в ней нет и не было ) и с 2003г. находилась там безвыездно.
Из-за нарушений моих прав человека властями России и Финляндии, я обратилась к
немецким адвокатам, в соответствующие организации в Германии по поводам : получения
убежища и помощи в восстановлении всех моих нарушенных прав. Все они намеренно ввели
меня в заблуждение, сообщив, что россиянам убежища не дают и рекомендовали подождать
изменений в немецком иммиграционном законодательстве ( яко бы, улучшающие мою
ситуацию ) , которые скоро должны принять. И на время устроиться "как все" - нелегально. По
принятии нововведений, мне сообщили, что эти законы ухудшают мою ситуацию ; и все
официальные лица стали рекомендовать ( устно ) уехать из Германии и просить убежища в любой
другой стране.
Тогда я стала официально обращаться в официальные инстанции , требуя письменных
разъяснений. В ответ начался психотеррор и "выживание" меня из страны. Когда я решила
обратиться в международные инстанции, то мне была подстроена конфликтная ситуация,
помешавшая это сделать ; вмешалась полиция.
Поместили в тюрьму, заявление об убежище ( которое я просила передать в иную страну )
"рассмотрели" почему-то сами , с грубейшими нарушениями норм права - не дав мне возможности
обжаловать никакие решения, отказав ( устно ) в предоставлении адвоката и переводчика, не
предоставив никаких материалов дел, ответов на мои многочисленные заявления , подвергали
дискриминации , и т.д.. То есть, мои заявления о предоставлении мне убежища от 04.05.2008 г.
и от 14-15.05.2008 г. на факте - не были рассмотрены Германией с соблюдением внутренних
законов и международных правовых норм .
В тюрьме издевались методами фашизма ( как я поняла - методы фашизма "живут" и вовсю
применяется властями Германии ) , применяли пытки, принудительно помещали в
психиатрическую больницу и т.д. и т.п.. Лишив меня двух беременностей , озверевшие немецкие
власти , "с молчаливого согласия" "человеколюбивой" А.Меркель и Х. Кёлер , отняли у меня
также моего котенка . Мне, верующей, отказывали в праве посещать тюремную церковь .
Мой случай - фашистских издевательств немецких властей - далеко не единичный .....
В тюрьме была свидетелем нарушений прав человека других иностранцев ….. и т.д..

2. Общаясь в Германии с кругом официальных лиц, работающих с иностранцами - представителями
закона, медицины, работниками тюрем, «Amtsgericht.....», "Bundesamt für Migration",
"Ausländerbehörde" и т.п. - я столкнулась с удивительно умело подобранным «коллективом»
садистов и ярых националистов с общими чертами......
Наглядный пример из учебников психологии : когда ущербные и ущемлённые в детстве личности позже
дорываются до «власти» и , под прикрытием им подобного начальства , с остервенением зверствуют и
вымещают свои «обиды» , упиваясь чужой беззащитностью.....
Место им самим в сумасшедших домах и тюрьмах – в качестве пациентов и заключённых.
Но в Германии именно они занимаются вопросами иностранцев , распоряжаются чужим
здоровьем и судьбами.......... Именно они издевались и надо мной, подвергали пыткам.....
Я надеюсь Вы понимаете , что немецкие власти намеренно преследовали меня , в том числе
и с помощью карательной психиатрии, создавали многочисленные провокации , «фабриковали»
доказательства - с целью :
а). создания мне образа психически нездорового человека ;
б). помешать восстановлению всех моих прав человека – в России и др. ;
в). ускорить и оправдать мою незаконную высылку из страны ;
г). отвести все мои законные обвинения и требования в их адрес ;
д). и т.п..
Любому профану понятно, что это было организовано и координировалось с очень высокого
уровня спецслужб ( BND ) - и власти – уровня бундесканцлера и Президента – чему есть
неопровержимые доказательства :
А). На мое заявление от 14.02.2008г. ни "человеколюбивая" г-жа А. Меркель , ни X.Кёлер вообще
не ответили : их вообще "не волнуют" безобразия в области соблюдения прав человека ,
творящиеся в собственном государстве и грубейшие , бесчеловечные нарушения моих прав
человека , «фашистские» издевательства немецких официальных лиц .....
Б). Ответом на повторную мою жалобу ( от "...14.02.-15.03.2008г...." ) А.Меркель и президенту
Германии - вернее в качестве ответа от них - явилась принудительная высылка в Россию , а не к
моему мужу – в Финляндию.
Где я давно ( с 2005г. ) уже выписана с бывшего местожительства - негде жить . Российское
консульство в Берлине выдало полицейским "разрешение ни въезд" для меня на основании
старого документа - моего паспорта, который уже был недействителен несколько лет . Паспорта у
меня нет до сих пор - получать его я не хочу, т.к. давно ( до отъезда ) отказывалась от российского
гражданства ( хотя Россия эти документы "почему-то потеряла" ) .
Самое главное - я до сих пор не могу добиться от властей Германии : а). получения ответов на
мои заявления и всех материалов дел ( я не смогла раньше и не могу до сих пор обжаловать какие-
то "решения", т.к. не знаю их точного содержания и т.д. ) ; б). возврата моего животного - котика,
отобранного у меня немецкими подонками в полицейской форме ; в). возврата всех моих ценных
вещей, денег, документов и т.п., находящихся у работников правоохранительных органов ; г). и т.д.
Итак : немецкие власти изначально всеми методами и средствами препятствовали поиску
убежища и получению его мной ; восстановлению всех моих нарушенных прав человека в России
и Финляндии. И до сих пор продолжают препятствовать восстановлению справедливости и грубо
нарушают мои права человека и международные нормы.
Выдержка из газеты (16 апреля 2008 ) : „Меркель раскритиковала Россию и Белоруссию за

3. нарушения прав человека. Канцлер ФРГ Ангела Меркель впервые выступила вчера перед Парламентской
ассамблеей Совета Европы в Страсбурге........» . Вот так – бесчеловечно расправившись со мной, А.
Меркель двулично, лицемерно , с рвением, защищает права человека с высоких трибун, обманывая
международную общественность и занимаясь мошенничеством.....
« Помимо этого, федеральный канцлер Германии призвала европейских депутатов оказать содействие
сторонникам "демократических преобразований" в Белоруссии, заявив, что нужно пользоваться любыми
возможностями, чтобы рассказывать миру обо всех случаях несоблюдения прав человека в республике.
….». Я тоже постараюсь использовать любые возможности, чтобы рассказывать всему миру обо
всех случаях нарушений прав человека властями Германии, и лично А. Меркель .
По вине бундесканцлера А. Меркель , президента Германии Х. Кёлер и "паствы" их
зверствующих подчиненных , властей России и Финляндии, я нахожусь в пыточных жизненных
условиях :
- в плохом состоянии здоровья ;
- без возможности получить достаточную бесплатную медицинскую помощь ;
- у меня нет определенного места жительства , работы ;
- без материальных средств к существованию ;
- без документов , удостоверяющих личность ; различных правовых и других документов ;
- нет возможности получения платной квалифицированной юридической помощи , отказано в -
бесплатной правовой помощи ;
- нет доступа к достоверной информации и к правосудию ;
- нет возможности воспользоваться услугами квалифицированных переводчиков и т.д. и т.п. .
Финские власти продолжают демонстративно игнорировать мои обращения к ним.
Российские власти препятствуют восстановлению моих прав, создают проблемы, угрожают и
преследуют . Хотя для всего мира не является новостью нарушения прав человека в России - все
знают о истинном положении вещей хотя бы из большого количества жалоб в Европейский Суд по
правам человека .
«Хронические : бардак и беспредел , геноцид по отношению к собственному народу ,
маниакальное двуличное враньё в сфере защиты прав человека» – это симптомы давней
неизлечимой и очень заразной болезни Российских властей . Поэтому также известные
российские правозащитники и правозащитные организации отказались помочь мне и защитить
меня , проявляя двуличие и зависимость от ФСБ .
Но , вероятно, ни А. Меркель , ни Х. Кёлер , ни власти России и Финляндии , ни российские
правозащитники - «не знают» , что ( согласно международным документам по Правам Человека )
подобное бездействие и укрывательство преступлений, само равнозначно преступлению .
Власти члена ЕС – Германии , совместно с российскими и финскими властями , лишили меня
доступа к правосудию и создали мне тупиковую ситуацию исчерпанности всех внутренних средств
правовой защиты .
II . Я посылаю Вам все мои заявления и приложения к ним - копии официальных правовых
документов , в которых предоставлено много доказательств :
А). серьёзных злоупотреблений - многочисленных групповых нарушений моих прав человека и международных
правовых норм властями Германии, России и Финляндии ;
Б). того , что немецкие власти изначально всеми методами и средствами препятствовали поиску убежища и получению
его мной ; восстановлению всех моих нарушенных прав человека в России и Финляндии.

4. В). продолжения препятствованию восстановления справедливости , грубых нарушений моих прав человека и
международных норм .
Г). двойных стандартов в вопросах прав человека лично г-жи Меркель , лично президента Германии Х.Кёлер , их
подчиненных ; властей России и Финляндии ;
Д). жестокости , национализма и коррумпированности немецких , российских и финских властей ;
E). того , что немецкие власти , как и ранее российские , ( под руководством BND, А. Меркель и Х. Кёлер )
намеренно преследовали меня , в том числе и с помощью карательной психиатрии, создавали многочисленные
провокации , «фабриковали» доказательства – с целью : а). создания мне образа психически нездорового человека ;
б). сокрытия фактов использования меня и моей ситуации в интересах спецслужб - без моего ведома и согласия ;
в). помешать восстановлению всех моих прав человека ; г). ускорить и оправдать мою незаконную высылку из
Германии ; г). отвести все мои законные обвинения ; д). и т.п..
Убедительно прошу Вас рассмотреть это и другие мои заявления от : 01.09.09 г., 07.04.07 г., 31.09.09 г.-
13.11.2009 г.; 27.11.09 г.-27.12.2009 г.- 23.03.2010 г. внимательно изучить официальные документы и принять
меры на просьбы , изложенные в них всех .
III. Мне отказались помочь многие известные российские
защитники прав человека. В том числе отказались помочь в знаменитой МХГ –
деятельность которой финансируют иностранные организации. В МХГ намеренно
дали неверную правовую консультацию, причинив вред мне и делу восстановления
моих нарушенных прав человека ; создав дополнительные преграды . Известная
правозащитница , руководитель МХГ – Алексеева Л.М. – до сих пор – с 2008г. не
отвечает на мои письменные обращения к ней. Проявляя этим свою непорядочность,
двуличие ( двойные стандарты ) в вопросах защиты прав человека, зависимость от
ФСБ и т.п..
По этому поводу посылаю Вам моё заявление от 12.04.2010г.. Прошу Вас рассмотреть его и принять
надлежащие меры международного реагирования .
IV. Также прошу Вас - Вашу организацию :
1. Сообщить мне о судьбе моих ранних заявлений к Вам - получили ли Вы все эти мои заявления , под
каким входящим номером они у Вас зарегистрированы и какие меры по ним принимаются ( и т.д. ). Объясните,
почему так долго Вы мне не отвечаете на мои заявления.
2. Помочь мне получить доступ к правосудию от властей России , Финляндии , Германии , и лично - от
бундесканцлера А.Меркель и Президента Х.Кёлер .
3. Задействовать все механизмы международной защиты в сфере прав человека и животных в целях оказания
давления на официальных лиц , нарушающих права и не соблюдающих международные стандарты .
4. Оказать мне помощь в доведении ситуации творимого в отношении меня беззакония со стороны властей России ,
Германии и Финляндии до г-на Пан Ги Муна , до спецдокладчиков ООН ; до других компетентных международных
правозащитников и правозащитных организаций , СМИ , и т.д. - до всех порядочных людей земли .
5. Помочь мне восстановить все мои нарушенные права человека.
6. Помочь мне вернуть моего котика, отобранного у меня немецкими полицейскими .
7. Напомнить «компании» : а). Алексеевой, Лукину, Памфиловой и другим российским правозащитникам ; б).
А.Меркель и Х. Кёлер , - об их должностном предназначении не только в России, Германии , но и на международной
арене и недопустимости двойных стандартов в отношении прав человека .

Dear employees of «Human Rights Watch» !
I address to You аgain , in connection with an emergency situation, because :
1. Human rights defense is an international affair, not an affair of one country ( according to Helsinki
declaration and other international documents ) . And my case - just in competence HRW.
2. I am a victim of numerous violations of human rights and fundamental freedoms by the authorities of
several states - Germany, Russia, Finland . The essence of my human rights violence, the general
description of the situation, facts - all this is stated in the applications, which I sent to You for several
times by E-mail ( In the absence of money for services of usual mail ) from my addresses
irinaw99@mail.ru and irinaw99@hotmail.com . Till now there are no answers to my numerous applications
to HRW .
I. The situation description.
I came to Germany from Finland with Spain visa. I am a wife of a Finland citizen, but I haven`t ever
had any residential permit in Finland. I`ve lived in Germany since 2003 without quitting the place.
On account of my human rights violations by Russian and Finnish authorities I applied to German
advocates, to organizations in Germany in seeking of : asylum ; help in restoring my violated rights.
They all intentionally deluded me. They told me, that Russians are not given asylum in Germany, and
recommended to wait for the changes in German immigration laws (that would supposedly improve my
situation), that were to be adopted soon. They advised me to settle down “as everybody does”-illegally.
When the changes were adopted, I was told that the laws made my situation worse. All officials began
recommending me (verbally) to leave Germany and to seek for asylum in any other country.
Then I began to apply to different instances with demanding written explanations. In reply they
began psycho terror and “driving me out” from the country. When I decided to appeal to international
instances, they have arranged a conflict situation, which prevented me from doing that ; police interfered.
I was put in prison. My application for asylum ( which I asked to pass to another country ) was
“examined” with gross violation of standards of law : they didn`t give me any possibility to appeal
against any decisions ; they refused ( verbally ) to give me a lawyer and an interpreter ; and didn`t give
me any materials of affairs , any answers to my numerous applications and so on. That is, my
applications for giving me an asylum ( from 04.05.2008 and 14-15.05.2008 ) were not considered by
Germany with observance of internal laws and international legal regulations .
In prison they scoffed me by methods of fascism ( as I`ve understood the methods of fascism
exist and are employed by German authorities ). They subjected me to tortures ; I was put into
psychiatric hospital under compulsion and so on .
After I was deprived of two pregnancies ; brutal German authorities, "from a tacit consent" of
“Humane” A. Merkel and H. Köhler, also deprived me of my kitten . I believe in God, , but I was forbidden
to visit prison church . In prison I was an eye-witness of human rights violation of other foreigners .
During my contacts in Germany with circle of the officials who work with foreigners -
representatives of law, medicine, workers of prisons, «Amtsgericht.....», "Bundesamt für Migration",
"Ausländerbehörde" and so on, I came across a “collective” - extremely skillfully selected - of sadists
and furious nationalists with general features of…………
An obvious case taken from course of psychology : when persons, who were offended and wounded
in the childhood , later seize upon the “power”, they begin to behave with mad cruelty ( under the

7. shelter of authorities similar to them ) and wreak their "insults" of the childhood on others , getting
pleasure from other people`s defenselessness .
Their place must be in prisons and madhouses - as prisoners and patients. But in Germany exactly
they are occupied with foreigners’ matters, they make decisions in questions of another's health and
destiny……. Just those people scoffed at me , subjected me to tortures…..
I hope you understand, that the German authorities intentionally pursued me including by means of
retaliatory psychiatry, created numerous provocations, "fabricated" proofs - with the purpose : a).
creation to me of an image of mentally unhealthy person ; b). to prevent restoration of all my human
rights – in Russia and other ; c). to accelerate and justify my illegal dispatch from the country ; d). to
reject all my lawful charges and requirements in their address ; f). etc.
It is clear to any layman, that it was organized and co-ordinated by special services and authorities of
high level ( BND ) - from the level of Chancellor and President . I have irrefutable proofs in my
documents :
A). “Humane” A. Merkel and H. Köhler didn`t answer to my application from 14 Feb 2008 : they “aren`t
worried” about disgrace in the field of human rights observance in their own State and gross, brutal
violations of my human rights , “fascist" scoffing of German officials..... ).
B). The answer to my repeated complaint (14 Feb- 15 March 2008…) to A. Merkel and to the president of
Germany, or rather - as a response from them – I was deported into Russia , instead of to my husband -
to Finland .
Where I for a long time ago ( from 2005 ) have been written out from register of my former
residence - there is no place where I can live . Russian consulate in Berlin has given out to policemen
"reentry certificate to the RF" for me on the basis not the valid document - my passport , which already
was void some years . At that time I didn`t have valid Russian passport and I don`t have it now ( I don`t
want to get it because before my departure from Russia I applied for renunciation of Russian citizenship
( although Russian officials “have lost” the documents )).
The most important thing - to this day I cannot get from German authorities :
a). answers to all my applications and the materials of cases ( I can`t appeal against the decisions,
because I don`t know their content );
b). the return of my pet- the kitten, which was taken from me by German dregs in police uniform;
c). the return of all my material values, money, documents and so on ( they are kept by workers of law-
enforcement agencies );
d). and so on and so forth.
Thus, German authorities primarily prevented me by all means from getting an asylum and restoring
of all my violated human rights in Russia and Germany. And even now they keep on preventing from
restoration of justice and roughly violate my human rights and international standards .

Part of article from the newspaper (on April, 16th 2008): … “Merkel criticized Russia and Belarus for human rights
violation. Chancellor of FRG Angela Merkel for the first time addressed the Parliament Assembly of the Council
of Europe in Strasburg…» That is how - inhumanly dealt with me - A. Merkel hypocritically, with
eagerness, protect human rights from high tribunes, deceiving the international public from high
platforms .....

8. «Besides, the federative Chancellor of Germany called European deputies to render assistance to supporters of
“democratic changes” in Belarus and told that it was necessary to use any possibility to tell the world about all the
cases of violence of human rights in the republic. …” Therefore I will try to use any possibilities as well to
tell the whole world about all cases of human rights violence by German authorities and personally A.
Merkel… Thus A. Merkel herself stood in one row with criminals, when she deceived the society and
swindled…
Through the guilt of A. Merkel, German President H. Köhler and the “flock”- their brutal
subordinates, of Russian authorities, my living conditions – is torture in everyday life :
- I am in a bad health state. I don`t have opportunity to get sufficient free medical help ;
- I don`t have definite place of residence, job ;
- I don`t have means of subsistence, any documents to prove my identity, different legal and other
documents ;
- I don`t have opportunity to get qualified juridical help requiring payment, and I was denied free legal
help ;
- I don`t have access to reliable information and justice ;
- I don`t have possibility to avail myself of professional interpreters` service and so on.
Finnish authorities continue to ignore demonstratively my applies to them. Russian authorities
hinder me from restoration of my rights, make problems, threaten me and pursue. Although human rights
violation in Russia is not a secret : everybody knows about the real situation at least due to numerous
complaints into the European Human Rights Court.
“Chronic mess and boundlessness, genocide accordingly to their own people, maniac double-faced
lies in the sphere of human rights defense” - these are the symptoms of long-standing incurable and very
infectious disease of Russian authorities. For these reasons also the Russian famous "defenders of
human rights" and human rights organizations ( Moskow Helsinki Group and other ) have refused to
help me and to protect me, showing duplicity and dependence from FSB .
But it seems that neither A. Merkel, nor H. Köhler, nor Russian authorities, nor Russian "defenders
of human rights" - “don’t know” that, according to international documents on Human Rights, such
inactivity and concealment of crimes are equal to crimes themselves .
The authorities of Germany - the member of the EU - together with Russian authorities, deprived me
of access to justice and created a hopeless situation for me, when all internal means of legal defense
were exhausted ;
II. I have found possibility to send to You once again all my applications and enclosures
to them - copies of official legal documents, in which :
A). I give many proofs of serious abuses - numerous group violations of my human rights
and international rules of law by the authorities of Germany, Russia and Finland .
B). I give many proofs that German authorities from the very beginning ( with all means
and by all methods ) created barriers in my seeking of asylum and receiving of an asylum
by me ; in restoration of
all my violated human rights in Russia and Finland .
C). I give many proofs that they continue to interfere , to prevent of restoration the
justice, rough to violate my human rights and international norms of laws ;
D). I give many proofs of double standards in human rights problem personally by A.
Merkel, personally

9. by President of Germany H. Köhler , their subordinates, the authorities of Russia, the
authorities of Finland ;
E). I give many proofs of the cruelty, nationalism and corruption of the German and
Russian authorities :
F). I give many proofs that German authorities- as well as Russian before - ( under the
leadership of BND, A.Merkel, H.Köhler ) intentionally persecuted me, including punitive
psychiatry, created numerous provocations, falsified proofs - for the purpose of : a).
making out of me an image of mentally unhealthy person; b). concealment of facts of the
usage of me and my situation for the benefit of secret services without my knowledge and
my agreement ; c). preventing from restoration of all my human rights; d).
forcing and justifying my illegal deportation from Germany ; e). rejecting all my legal
accusations; f). and so on.
Convincingly I ask you to consider this and other my statements from : 01.09.09г., 07.04.07г.,
31.09.09г.- 13.11.2009 г.; 27.11.09г.-27.12.2009 г. - 23.03.2010 to examine attentively the official
documents and take measures to the requests stated in all of them.
III. Also I was denied in help in famous MHG - which activity is financed by the
foreign organizations . Where they intentionally gave me false legal information - having caused harm to
me and to the matter of restoration of my human rights; thus they additionally created barriers.
Well-known human rights advocate - the Chairperson of MHG L.M. Alexeeva - still hasn`t given any
answers to my written applications to her ( since 2008 ). Thus she not only displays her dishonesty but
also double-faced-ness ( double standards ) in the problem of human rights defense and her dependence
on FSB in Russia and so on.
On this subject I send You my application from 12.04.2010 . I ask You to consider it and take
proper measures of international reaction.
IV. I also ask Your organization - HRW :
1. Inform me on destiny of my applications - if You have received all my applications ; what their
register numbers of entering are ; also what measures on them are accepted (etc.) . Explain, why
You so long don't answer my applications .
2. To help me to get access to German and Russian justice from their authorities and personally from
Chancellor A. Merkel and President H. Köhler.
3. To actuate all the mechanisms of international defense in the sphere of human rights and animals
protection , for exerting pressure upon the officials, who violate human rights and don`t observe
international standards.
4. To help me to inform to Mr. Pan Gi Mun, special speakers in UN , and to other competent
international "defenders of human rights" and organizations for Human Rights , among mass-media ,
etc. - to all decent people of the earth.
5. To help me to restore all my infringed human rights.
6. To help me to return my cat Marcello, that was taken from me by German police.
7. To remind the “company” : 1). to Alekseeva, Lukin, Pamfilova and to other Russian "defenders of
human rights" ; 2). to A. Merkel and H. Köhler - about their official destination not just in Russia or

10. Germany, but also on the international scene; about inadmissibility of double standards concerning
human rights.
On the given statement it is applied :

В). I sent this application with enclosed documents ( but without appendices to applications from
01.09.2009 , 27.11.2009 ) by E-Mail, by addresses found in the Internet on website HRW , and to other
competent organizations .
С). I enclose to this appeal a computer translation into English because of lack of means to pay to the
official interpreter , therefore, errors are possible.
The authorities of Russia and FSB pursue me, supervise my mail . There is no guarantee, that I
