Fibre reinforced composites are gaining importance as engineering materials due to their excellent ability to be tailor made to suit specific end use application. Properties of composites are not only decided by the properties of materials used for matrix and reinforcement, but also on structural form of reinforcement and its impact on interface created between reinforcement and matrix. For optimizing the property requirements of composites, therefore, proper thought must also be given to the structural form to be chosen for reinforcement. The textile fibres are used in composites as fibres themselves, or in the form of yarns, straight, twisted, inter-twined, laced, woven, knitted, non-woven or three – dimensionally structured by weaving or knitting techniques.
In this paper latest developments in natural as well as man-made fibres are discussed. Similarly the importance of fibres, yarns and fabric structure is explained to make the tailor-made composite.

It uses a wiki-style editing environment where volunteers can contribute geographic data that is licensed under an open database license. о работе с обращениями граждан
в Муниципальное бюджетное дошкольное образовательное учреждение
детский сад общеразвивающего № 68
Управления образования Администрации г. Апатиты
Настоящая инструкция составлена на основе Государственной системы
документационного обеспечения управления (одобрена коллегией Главархива СССР
27.04.88, приказ Главархива СССР от 25.05.88 № 33), Типовой инструкции по
делопроизводству в Министерстве образования Российской Федерации (утверждена
приказом Минобразования России от 29.06.2001 № 2562 «Об утверждении Инструкции по
делопроизводству в Министерстве образования Российской Федерации»), Законом
Мурманской области от 21.03.2001г. № 248 - 01 - ЗМО « Об обращениях граждан в органы
местного самоуправления», «Инструкции о работе с обращениями граждан в аппарате
отдела образования администрации г. Апатиты»
1. Общие положения
1.1.Инструкция определяет и регламентирует организацию работы с обращениями
граждан и их приема в МБДОУ № 68 детский сад общеразвивающего вида
Управления образования, правила регистрации и контроля за их исполнением.
1.2.Обращения граждан поступают в виде предложений, заявлений и жалоб.
• Предложение - обращение граждан, направленное на улучшение деятельности
образовательных учреждений, отдела образования и т. д.;
• Заявление - обращение в целях реализации прав и законных интересов граждан;
• Жалоба - обращение с требованием о восстановлении прав и законных интересов
граждан, нарушенных действиями либо решениями государственных органов, либо
должностных (общественных) лиц и общественных организаций.
2. Прием и регистрация обращений граждан
2.1. Все поступающие в Управление образования документы и обращения граждан,
связанные с их рассмотрением, принимаются и учитываются работником,
ответственным за делопроизводство в день их поступления. При этом:
проверяется правильность содержания письменного или устного обращения;
поступившие документы (приложения) прикрепляются к тексту обращения (в случае
обнаружения отсутствия приложения или текста делается отметка).
2.2. Полученные подлинники документов, а также ценные бумаги и деньги
возвращаются гражданам по акту.
2.3. Руководитель знакомится с содержанием обращения, письма, назначает
исполнителя по характеру, порядку и срокам исполнения. Особое внимание
уделяется обращениям, а также письмам о неудовлетворительном рассмотрении
предыдущих заявлений. Обращение регистрируется в журнале учета. В
регистрационном журнале указываются: фамилия и инициалы исполнителя (в
именительном падеже), дата поступления обращения, суть обращения.
2.4. Повторным обращениям граждан при их поступлении присваивается очередной
регистрационный номер. Повторными считаются обращения, поступившие от
одного и того же лица по одному и тому же вопросу, если со времени подачи первого
истек срок рассмотрения или заявитель не удовлетворен данным ему ответом.
2. 3. Рассмотрение обращений граждан
3.1. Руководитель при рассмотрении предложений, заявлений и жалоб обязан:
• внимательно разобраться в их существе, в случае необходимости истребовать
нужные документы, направлять работников на места для проверки, принимать
другие меры для объективного разрешения вопроса;
• принимать обоснованные решения по обращениям, обеспечивать контроль за
своевременным и правильным исполнением этих решений;
• сообщать гражданам о решениях, принятых по их обращениям, с необходимым
обоснованием, в случае необходимости разъяснять порядок обжалования.
3.2. Предложение, заявления и жалобы граждан рассматриваются в следующие сроки:
подлежащие направлению в другие организации и учреждения - в течение 5 дней;
требующие информации и консультации - до 10 дней;
требующие проверки, изучения и принятия мер - до 1 месяца.
4. Контроль за работой с обращениями граждан
4.1. Исполнение обращений граждан контролируется с целью устранения недостатков в
работе учреждения, оказания помощи заявителям, в удовлетворении их законных
просьб или восстановлении нарушенных прав; выяснения принимавшихся ранее
мер по обращениям граждан или получения справок по вопросам, с которыми они
обращаются неоднократно, получения материалов для анализа обращений и
информации, а также обеспечения рассмотрения их в сроки, правильного и полного
рассмотрения содержащихся в них вопросов
4.2. Контроль осуществляет руководитель.
4.3. Ход и сроки исполнения предложений, заявлений фиксируются в регистрационном
журнале.
4.4. Контроль завершается только после вынесения решения и принятия
исчерпывающих мер по разрешению предложения, жалобы, заявления. Решение о
снятии с контроля обращений принимает руководитель ДОУ. Предложения,
заявления и жалобы граждан считаются разрешенными, если рассмотрены все
поставленные в них вопросы, по ним приняты необходимые меры, даны
исчерпывающие ответы.
5. Устные обращения граждан
5.1. Устные обращения граждан рассматриваются в тех случаях, когда изложенные в них
факты и обстоятельства очевидны и не требуют дополнительной проверки,
личности обращающихся известны или установлены.
5.2. На устные обращения, как правило, дается ответ в устной форме.
5.3. В отдельных случаях ввиду сложного характера вопросов, поставленных в устных
обращениях граждан, либо необходимости дополнительной проверки изложенных в
них фактов руководитель дает соответствующие распоряжения исполнителям с
сообщением об этом обратившемуся лицу.
6. Прием граждан
6.1. Прием посетителей осуществляется по графику работы руководителя.
6.2. Учет приема граждан производится в регистрационном журнале.
7. Организация делопроизводства
7.1. Предложения, заявления и жалобы граждан фиксируются в регистрационном
журнале.
7.2. Дела с материалами переписки (письменные обращения, ответы, информация
образовательного учреждения и др.) хранятся в текущем делопроизводстве.
7.3. Вновь принятые работники обязаны ознакомиться с настоящей Инструкцией.
7.4. Срок хранения заявления, предложения или жалобы граждан и документов,
связанных с их исполнением - пять лет. По истечении установленного срока
хранения документы по предложениям, заявлениям и жалобам граждан подлежат
уничтожению в порядке, устанавливаемом Федеральной архивной службой России.
3. 7.5. Личная ответственность за состояние делопроизводства по предложениям,
заявлениям и жалобам граждан и сохранность документов возлагается на
руководителя ДОУ.
8. Анализ работы с предложениями, заявлениями и жалобами граждан
8.1. Руководитель систематически анализирует письменные и устные обращения
граждан, содержащиеся в них практические замечания с целью своевременного
выявления и устранения причин нарушения прав и охраняемых законом интересов
граждан, обобщает предложения, принимает меры по снижению количества жалоб,
уменьшению повторных обращений.
