Poor, minority students in segregated areas like St. Louis often attend low-quality public schools due to a century of racist housing policies that separated families by race. While school choice is offered as a solution to failing neighborhood schools, this paper argues that school choice has failed many students and provided little academic improvement. True change requires multiple policies that address both school quality and housing segregation, which together influence access to educational opportunities.
