The importance of public outreach combined with providing research access to data is illustrated with HDR UK’s contribution to the UK’s coronavirus pandemic response. HDR UK was tasked by the UK’s Chief Scientific Office to build and facilitate the infrastructure to support the National Core Studies, providing key insights on the evolving situation to UK policy makers during the course of the pandemic.

Open science needs high quality data management where researchers can create, use and share data according to well defined standards and practices. this is one of the pillars of Open Science. In the data management landscape we find quite a few organisations that aim at achieving this, however to get it right, a collaboration is called for where all can play a suitable role and present this in a consistent way to the researcher.
The proposed workshop brings together representatives of standard organisation (RDA), eInfrastructures (EUDAT) and Libraries (LIBER) that together can organise the high quality data management for research.

Up to €67.4 million is foreseen from the 2020 CEF Telecom Work Programme for grants managed by INEA in the area of Generic Services. The grants under CEF Telecom helped European public administrations and businesses to hook up to the core platforms of the digital services that are the object of the calls.
In particular, €5 million was made available in 2019 and €3 million in 2020 for projects oriented towards 'Open Data' management.
GreenMov, ODALA and INTERSTAT have developed services and products that can be easily adopted by public administrations and beyond thank to the funding of CEF programme target on Open Data
The purpose of this event is not only to present results, demos or provide technical guidelines for developers, it is a moment of reflection on lesson learned and best practices that came from years of project’s activity to analyse what will be the impact for Public Administrations, and finally test the value of GreenMov, INTERSTAT and ODALA in solving future problems.

In recent years governments and research institutions have emphasized the need for open data as a fundamental component of open science. But we need much more than the data themselves for them to be reusable and useful. We need descriptive and machine-readable metadata, of course, but we also need the software and the algorithms necessary to fully understand the data. We need the standards and protocols that allow us to easily read and analyze the data with the tools of our choice. We need to be able to trust the source and derivation of the data. In short, we need an interoperable data infrastructure, but it must be a flexible infrastructure able to work across myriad cultures, scales, and technologies. This talk will present a concept of infrastructure as a body of human, organisational, and machine relationships built around data. It will illustrate how a new organization, the Research Data Alliance, is working to build those relationships to enable functional data sharing and reuse.

3. Identification of ICT specifications
in Europe
The European Commission has a flexible approach to standardisation
when identifying new ICT technical specifications.
In July 2017, the Research Data Alliance was officially recognised and approved
as an organisation that issues ICT Technical Specifications.
WHY?
The European Commission can identify ICT technical specifications that are not
national, European, or international standards, provided they meet precise
requirements. Once identified and approved, these specifications can then be
referenced in European public procurement. This flexible approach allows the
EU to respond to the fast evolution of technology in ICT. It also helps
encourage competition, promote interoperability and innovation, and facilitate
the provision of cross-border services.

14. RDA/WDS Publishing Data Services: an approach to sharing information about
the links between the literature and research data. A set of hubs collect
literature data (as well as data-data) links from their natural communities using
minor extensions to existing local procedures and, in some cases, inference.
Research Data Repository Interoperability Recommendations: a set of
recommendations to increase the visibility of an approach facilitating research
data repository platform interoperability to a broader audience.
Data Collections API: this specification defines a generic way to interact with
collections of research or other data as part of a client-server model.
Wheat Data Interoperability Guidelines: a set of guidelines to facilitate the
