The Doctrine of Circles or Mandala Siddharta refers to the relations between kings and neighboring states. It describes five kings in front of the "Vijigisu" or world conqueror at the center, including enemies, friends, and friends of friends or enemies. Behind the Vijigisu are classifications for other states. Far around are "intermediate" and "neutral" states. The doctrine assumes neighboring states are enemies while more distant states without common borders are allies against enemies. In this balance of power system, neutral countries are important while intermediate states are in a secondary position. History shows Hindu kingdoms formed temporary alliances to surround and destroy states between them.
