negotiations to put together a national budget. If 2 parties vote in favor of a
proposed budget it will pass.
Each party gets points from how many of their suggested changes they get
trough. If they get one of their 10 ideas through with their own budget they get
100 points if the only get 75 % of their funding they get 75 points and so on.
Should they violate their absolute no’s they will be penalized 50 points and if
they act against their main ideology they loss 100 points. If they compromise
on the budget but make side deals on proposed legislation which benefits
their over-all ideology they earn an additional 100 points, ex. The orange party
gives up higher taxes if the blues votes in favor of homosexual marriage, the
orange party will earn 100 points for using the negotiation to benefit their
voters.
11. The negotiations are presided over by the over-all judge (teacher), the judge
can warn the parties if they are about violate their absolute no’s or politics, the
judge can also create situations in the countries like general strikes or natural
disasters. The judge can also be asked to mediate in case of a dead-lock. Party
members are allowed to pass notes and have side meetings among themselves,
but there has to be one from each party at the negotiation table at all times.
If a final budget is not reached with in a time frame the country is dissolved
and taken over by the military, all parties loss.
The negotiator from the party has to get approval from his or her party before
he or she can say yes or no to a proposal.
Good luck
