Concept of Value Pioneering
Lack of strategic thinking by management staffs has been identified as a major shortcoming in organisations. Concepts in management and psychology had been drawn and used to remedy this situation.
Strategic thinking needs to be addressed at two different levels:
the individual level and
the organisational level.
Organisations that successfully integrate strategic thinking at these two levels will create a critical core competency that forms the basis of an enduring competitive advantage.

Lithuanian experience in implementing Nitrates Directive
Lithuania negotiated and implemented the EU Nitrates Directive during its accession to the European Union between 1995-2004. Key points include:
- Lithuania requested a transitional period until 2011 to implement the directive due to financial costs and agricultural development needs, but later withdrew this request.
- Lithuania designated 91.2% of its territory as nitrate vulnerable zones. It later decided to designate the entire country as one nitrate vulnerable zone to fully implement the directive.
- Lithuania implemented the directive through legal acts between 1999-2004 and a 2003 state program to reduce water pollution from agricultural sources in two stages from 2004-2012. The program focused on large livestock farms initially.

Dinara Ziganshina presented on gender and water management projects in Central Asia. She observed projects in Fergana Valley, climate change adaptation in Kazakhstan and Uzbekistan, and the RiverTwin project in the Chirchik river basin. Surveys in 2004 analyzed gender issues in water management in Central Asian countries. A 2005 training seminar provided gender theory and analysis methodologies. From 2007-2008, 25 staff were trained and 155 water specialists improved their knowledge on gender and water through workshops. Publications, a website, and radio/TV programs were produced to improve gender awareness in water management at regional, national and local levels. Mutation Testing for Task-Oriented Chatbots
Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.
Dandelion Hashtable: beyond billion requests per second on a commodity server
This slide deck presents DLHT, a concurrent in-memory hashtable. Despite efforts to optimize hashtables, that go as far as sacrificing core functionality, state-of-the-art designs still incur multiple memory accesses per request and block request processing in three cases. First, most hashtables block while waiting for data to be retrieved from memory. Second, open-addressing designs, which represent the current state-of-the-art, either cannot free index slots on deletes or must block all requests to do so. Third, index resizes block every request until all objects are copied to the new index. Defying folklore wisdom, DLHT forgoes open-addressing and adopts a fully-featured and memory-aware closed-addressing design based on bounded cache-line-chaining. This design offers lock-free index operations and deletes that free slots instantly, (2) completes most requests with a single memory access, (3) utilizes software prefetching to hide memory latencies, and (4) employs a novel non-blocking and parallel resizing. In a commodity server and a memory-resident workload, DLHT surpasses 1.6B requests per second and provides 3.5x (12x) the throughput of the state-of-the-art closed-addressing (open-addressing) resizable hashtable on Gets (Deletes).
