ITC is the joint agency of the World Trade Organization and the United Nations.
ITC's Annual Report provides a broad overview of what the organization accomplished in 2016. It briefly describes the work of each of ITC’s 15 programmes to help achieve the Sustainable Development Goals by leveraging the power of regional and international markets for inclusive growth and job creation. A dozen case studies illustrate how ITC projects created trade impact for good from Haiti to Myanmar.
The report will serve as the basis for discussions at the 10 July session of the ITC Joint Advisory Group, where government delegates will review the agency’s work, and make recommendations for its future operations to its parent organizations, the United Nations and the World Trade Organization.
Some highlights from 2016: Despite a complex political and financial context, ITC remained focused on delivering thought leadership, technical assistance and capacity building to make trade work for the 99%. The second edition of the SME Competitiveness Outlook, ITC’s annual flagship report, shed light on how governments could best help small and medium-sized enterprises overcome non-tariff measures and make the most of existing market access opportunities. By the end of 2016, signatories to ITC’s SheTrades had collectively pledged to connect 600,000 women entrepreneurs to markets by 2020. Internally, ITC progressed further towards its goal of gender parity at all levels.

The European Unemployment Puzzle: implications from population agingGRAPE
We study the link between the evolving age structure of the working population and unemployment. We build a large new Keynesian OLG model with a realistic age structure, labor market frictions, sticky prices, and aggregate shocks. Once calibrated to the European economy, we quantify the extent to which demographic changes over the last three decades have contributed to the decline of the unemployment rate. Our findings yield important implications for the future evolution of unemployment given the anticipated further aging of the working population in Europe. We also quantify the implications for optimal monetary policy: lowering inflation volatility becomes less costly in terms of GDP and unemployment volatility, which hints that optimal monetary policy may be more hawkish in an aging society. Finally, our results also propose a partial reversal of the European-US unemployment puzzle due to the fact that the share of young workers is expected to remain robust in the US.

T&C has a total of 88 projects, totaling $5.3 billion in IBRD/IDA lending (active and pipeline), and over 500 active ASA tasks (IFC and Bank) worth $436 million to be delivered this FY and in the pipeline. We also are administering 507 TF grants with $672 million in paid-in contributions. T&C supports $35 million in RASs in 24 countries – a business-line that is growing rapidly. AFR holds the largest share of T&C’s overall portfolio of services, followed by LCR and ECA.

FYI - The $9.5 million East African Community (EAC) Investment Climate program, under implementation over 2012-2016, aims to facilitate regional trade and investment by improving legal and regulatory frameworks for doing business and by strengthening capacity to implement the EAC Common Market Protocol. A key achievement is the design and launch of an EAC Common Market Scorecard to track progress of Partner States in implementing agreed commitments. The first of its kind on the continent, the Scorecard is being replicated in West Africa (ECOWAS) and Southern Africa (COMESA).
RASs in Middle Income Countries: A number of engagements involve Reimbursable Advisory Services that reflect demand for its global expertise. These include RASs on the development of Malaysia’s SME sector, diversification out of Botswana’s extractives, development of Kuwait’s special economic zones, as well as potential new RASs on global value chains integration in a number of countries.
