AUTOCONVOCATORIA DEL CONGRESO: SE PUEDE Y SE DEBEIADERE
La decisión del oficialismo de mantener paralizado el Congreso durante el receso de verano es un tema de actualidad, pero de disímil tratamiento en la doctrina constitucional. Quizás será el momento de darle encuadre a una interpretación constitucional acorde a nuestra realidad contemporánea. Como vengo sosteniendo el tema que hemos de tratar es otro de los aspectos que imponen elaborar definitivamente la doctrina constitucional para un proyecto nacional, popular y democrático acorde al país de los argentinos en este siglo XXI; y por cierto, promover los juristas que la sostengan. Es el principio para dar solución al problema.
Asistir al espectáculo de la destrucción deliberada de empleo público en pos de ordenar las cuentas fiscales es otra muestra de cómo las sociedades estamos sumergidas en la inverosímil cultural del capital, que todavía parece enseñarnos que el sol orbita alrededor de la tierra.
Sin embargo, los responsables de los despidos creen que están reparando una injusticia. Así lo experimentan y lo exhiben. Y no hay que ser negado en esto: gran parte de la población vive con aprobación, y hasta con algún placer vengativo, esta situación.
El Zika es una amenaza sanitaria mundial. Ya que se multiplicaron los embarazos con microcefalia que, además, es de tardía detección. En Brasil, Colombia, Jamaica y El Salvador piden a las mujeres que no se embaracen. Pero no se garantizan sus derechos sexuales y reproductivos al acceso pleno a la anticoncepción y al aborto seguro. En Argentina recomiendan a las turistas que se cuiden de picaduras. Aunque, como todavía no llegó el virus, no hay un plan en marcha. Pero distintas organizaciones reclaman que se refuerce –y no se le quite personal ni recursos– al Programa de Salud Sexual y Procreación Responsable y se garantice el reparto de todos los anticonceptivos y la interrupción voluntaria del embarazo.
