Religious and political leaders failed to prevent escalating tensions. 3) While Singapore has some social divisions, strong policies around equality, infrastructure development, security, and social cohesion have prevented large scale fractures from emerging like those seen in Rwanda in the 1990s. Continued efforts are needed to address new issues and strengthen social ties.
