Course syllabus
 Prepared by
 Dr. Raul G. Moldez, PhD, DPA
Course description
 This course involves the study of local government in
relation to its economic and social development.
 The course includes the study of the organization,
management and finance of local government;
relationships between levels of government and
alternatives to local autonomy.
 The course aims to develop among the
learners/students the knowledge and understanding of
the concepts, principles, structure, management of
local government, and the principles and policies of
the Local Government Code
Course objectives
Specifically, at the end of the course, the students should be able
to:
 1. explain the concepts, principles, and policies of local
government;
 2. recite the declared policy of the state on local government;
 3. explain the history, structure, management, and finance of
local governments;
 4. state the general and specific requirements for the creation,
division, merger, abolition or substantial alteration of boundaries
of local government units, and identify the procedure for the
creation of local government units;
 5. explain the nature and role as well as identify the offices and
officials of local government units;
Course objectives:
 6. identify ways of making local government self-reliant
communities;
 7. state the role of local government in the economic and
social development of rural areas;
 8. enumerate the qualifications, define the term of office
of elective local government officials, and identify the
disciplinary actions that may be taken against them;
 9. discuss the procedure in the conduct of recall
elections;
 10. explain the legislative process and the systems of local
initiative and referendum;
Course objectives
 11. identify the financial resources of local authorities
and enumerate the existing revenue and income sources
of local governments;
 12. discuss the credit financing schemes available to local
governments to support local development;
 13. outline the role of local government units in the
development of rural areas and discuss the implications of
decentralization on rural development; and
 14. explain the role of the Department of Interior and
Local Government (DILG) in local governance.

 9. The Municipality: Its Nature and Role; Offices and Officials; and Powers and

 10. The City: Its Nature an d Role; Offices and Officials; and Powers and Duties 69

Course requirements
 Students are expected to comply with the following
course requirements:
 1. Read prescribed reference materials.
 2. Report to the class the assigned topics
 3. Participate in class discussions and workshop/s.
 4. Submit the following:
A. Reflections/Individual Paper/s
B. Group Report and Report Materials
A. Individual Paper/s
 Individual/s paper may reflect the integration of theory/ies
and practices.
 Personal insights and learnings from the lecture/activity
should be balanced with a critique and/or recommendation
at the end. (Paper should not exceed 5 pages but should not
be less than 2 pages.)
 All papers should be computerized or typewritten and
double-spaced using A4 bond paper.
 Fonts should not be more than 12.
 Please use black ink when printing your papers. No
plagiarism please!
B. Report and Report Materials
 Each student shall be given a topic to be reported
to the class for a maximum thirty minutes.
 The report should be comprehensive.
 After the report, the reporter will be asked to
answer questions coming from the instructor and
the students in an open forum style.
 The reporter shall submit a hard copy of the
report and upload the report materials to the FB
group of the class.

 C. Pass two major exams: Midterms and Finals.
Grading system
 Attendance -20%
 Oral Rec/Class participation -20%
 Major Examinations -30%
 Reflection/Final Papers -30%

  • 6. Course description  This course involves the study of local government in relation to its economic and social development.  The course includes the study of the organization, management and finance of local government; relationships between levels of government and alternatives to local autonomy.  The course aims to develop among the learners/students the knowledge and understanding of the concepts, principles, structure, management of local government, and the principles and policies of the Local Government Code
  • 7. Course objectives Specifically, at the end of the course, the students should be able to:  1. explain the concepts, principles, and policies of local government;  2. recite the declared policy of the state on local government;  3. explain the history, structure, management, and finance of local governments;  4. state the general and specific requirements for the creation, division, merger, abolition or substantial alteration of boundaries of local government units, and identify the procedure for the creation of local government units;  5. explain the nature and role as well as identify the offices and officials of local government units;
  • 8. Course objectives:  6. identify ways of making local government self-reliant communities;  7. state the role of local government in the economic and social development of rural areas;  8. enumerate the qualifications, define the term of office of elective local government officials, and identify the disciplinary actions that may be taken against them;  9. discuss the procedure in the conduct of recall elections;  10. explain the legislative process and the systems of local initiative and referendum;

Course objectives  11. identify the financial resources of local authorities and enumerate the existing revenue and income sources of local governments;  12. discuss the credit financing schemes available to local governments to support local development;  13. outline the role of local government units in the development of rural areas and discuss the implications of decentralization on rural development; and  14. explain the role of the Department of Interior and Local Government (DILG) in local governance.

  • 12. Course requirements  Students are expected to comply with the following course requirements:  1. Read prescribed reference materials.  2. Report to the class the assigned topics  3. Participate in class discussions and workshop/s.  4. Submit the following: A. Reflections/Individual Paper/s B. Group Report and Report Materials
  • 13. A. Individual Paper/s  Individual/s paper may reflect the integration of theory/ies and practices.  Personal insights and learnings from the lecture/activity should be balanced with a critique and/or recommendation at the end. (Paper should not exceed 5 pages but should not be less than 2 pages.)  All papers should be computerized or typewritten and double-spaced using A4 bond paper.  Fonts should not be more than 12.  Please use black ink when printing your papers. No plagiarism please!
  • 14. B. Report and Report Materials  Each student shall be given a topic to be reported to the class for a maximum thirty minutes.  The report should be comprehensive.  After the report, the reporter will be asked to answer questions coming from the instructor and the students in an open forum style.  The reporter shall submit a hard copy of the report and upload the report materials to the FB group of the class.
  • 15. Last requirement  C. Pass two major exams: Midterms and Finals.
  • 16. Grading system  Attendance -20%  Oral Rec/Class participation -20%  Major Examinations -30%  Reflection/Final Papers -30% Total: -100%
