 Suggest mean to present a suggestion that is to
introduce or propose an idea or a plan for
consideration.
 Suggest mean to propose a plan. It can be accepted
or refused.
 Suggestion are abstract and be in form of solution,
advice, plan, and idea.

Formula :
 S + Modal (should, ought to, could, etc) + V + Complement

 Informal : WH question
