This study examined the implementation of solar power in three cities - Buffalo, New York; Shanghai, China; and Belo Horizonte, Brazil. It investigated the degree to which private and government programs guided the transition to solar power in each location. Shanghai has seen success due to generous government subsidies and flat terrain. Belo Horizonte is considered the solar capital of Brazil with widespread solar water heating. Buffalo has proven solar can work in less than ideal conditions through innovations and public interest, increasing solar power usage.
