situation, it is crucial to assess this overcrowded class issue to provide solutions and
recommendations to the government on ways to enhance resilience and resolving the issue in the
long-term plans. Overcrowding in schools has become major fretfulness in our educational
system, compelling most states to take legislative action to limit the number of students per
classroom.
Notably, the Florida citizens approved an amendment to the Titled Chapter 2003-391,
Laws of Florida, requiring a reduction in the number of students by at least two students per year
beginning in the 2003-04 school year until the maximum number of students per classroom did
not exceed the requirements in law (Class Size, n.d.). A qualitative survey will be an essential
tool for this study to collect data and insights on the experiences with the crowded classrooms to

How (and When) Researchers Should Speak Truth to Power
Four guidelines for academics who want to participate in heated education debates

In many respects, the polarization that characterizes the national political climate
has long been present in the debates over the direction of public education,
which took a particularly rancorous turn with the enactment of No Child Left Behind 16 years
ago. Fierce conflicts over the expansion of charter schools, school closures, high-stakes testing,
teacher evaluation, and the merits of the common core have been common in communities
across the country. Unlike the current political debates over immigration, taxes, and healthcare,
which typically pit Republicans against Democrats, the fault lines in these long-running conflicts
over education have frequently put leaders in the Democratic Party against constituencies that
are typically regarded as a stable part of their base, namely teachers' unions and parents and
activists in low-income communities of color.
Not surprisingly, some academics (myself included) have chosen to weigh in on these education
conflicts. Some have participated actively out of a sense of moral obligation because the
research they have done has a direct bearing on the issues under debate. Others have done so
because of their close political or ideological alignment to one side or the other. Most do quickly
learn that becoming embroiled in such heated debates, especially when the stakes are high,
always comes with risks to reputation, and in some cases, even job security.
Having participated in some of these battles over the
years, I have arrived at an understanding about how
and when to intervene in the debate through our
scholarship and writing. Here are criteria that I have
found helpful:
1) Avoid calling upon others to take stands that
you are not taking yourself. For example,
although I have been critical of high-stakes testing
for many years, I have never encouraged parents to
"opt out." I feel that this is a decision that each
parent must make on their own, and while I feel it is
appropriate to explain the merits and drawbacks
associated with high-stakes testing, I draw the line
at telling parents what to do with their children.
2) Only enter conflicts in which you have a
knowledgeable position that can be supported by research. This may seem like an
obvious rule of thumb, but I have seen many scholars drawn into debates where they lack the
expertise to offer well-reasoned positions. Invariably, their reputations are sullied when it turns
out they can't effectively defend a position they have taken.

2. Education is a right that every human should be able to enjoy, but managing it is another story. In the
U.S., there are different sources of contention in the industry, and one of these is the size of a class.
Currently, an American classroom may have about 23 to 24 students, which is considerably lower than
other countries but slightly higher when compared to Organisation for Economic Cooperation and
Development (OECD) countries.
There are pros and cons to reducing the class size, but many studies have shown why a smaller one
can be effective.
What the Studies Say
One of the most significant studies on classroom size is the Student Teacher Achievement Ratio (STAR).
This was conducted during the 1980s in Tennessee.
For the experiment, the researchers divided kindergarten students into three different classes. They
randomly assigned them to a small class, which had between 13 and 15 students, and to a large class
with a teacher’s aide. This class had about 22 to 25 students. The third group was a large-size class
with no teacher’s aide. They then kept track of the progress of the children for the next 10 years.
3. Based on the results, the students in the small class had a higher chance of graduating within four
years. They were also more likely to receive a higher education and pursue a STEM career. These jobs
presently provide some of the widest and largest income opportunities.
Before this study, in 1979, researchers analyzed about 300 reports concerning classroom size. They
discovered that children’s progress went faster as soon as their class size was below 15.
The biggest advantage of a small class size is attention. A Bill & Melinda Gates Foundation
commissioned report revealed that 47% of those who dropped out did so because the class was not
interesting. However, within the same group, around 75% would have likely stayed if the class was
smaller so the teacher could provide one-on-one attention.
Students were also more likely to remain engaged and would have stayed motivated, knowing there
was an authority keeping track of them. Regardless of the school, whether it is a free public charter
school or a more private institution, researchers found that it is best to keep the student's numbers to
a minimum.
Reducing a class does not happen overnight. In fact, it requires changes in policies and spending. There
is no doubt, however, that students can benefit greatly with a smaller classroom population size.
