1. Needs Assessment
• The City/ Municipal Links (C/MLs),
and the Community Facilitators
(CFs) will administer needs
assessment tools such as the
Social Welfare and Development
Indicator (SWDI) and the Family
Risk and Vulnirability Assessment
(FRVA) within 6 months upon
registration.
• The results of these assessment
tools will help the case manager
and beneficiaires in developing
their Household Intervention Plans
(HIPs).
• Specific to the conduct of FDS, the
sessions should be able to help
address the needs of households.
Prioritize the needs that
will help fast track the
improvement of the
beneficiaries well-being,
particularly those who
are already in Level III
(Self-sufficient).
Specific for newly registered
households, SWDI and FRVA
should be administered within 6
months.

2. Organization of Parent Groups
• Household beneficiaries shall be
grouped primarily according to
the learning interventions that
they will have to undergo, to
address their identified needs.
• Other considerations in
organizing them are
geographical location, tenure in
the program, and their expected
date of exit following natural
attrition.
• Each group shall have up to 30
members each, to maximize
their opportunities for
participation and learning.
Ensure that the Parent
Groups officers
particularly the Parent
Leaders and Assistant
Parent Leader have not
yet reached the
mandatory term of 3
years without re-election.
• Organization of newly
registered HHs, in the absence
of a SWDI at this early stage,
may focus on the special
consideration provided in the
general rule.
• It is emphasized however that
within 6 months, upon
registration, the HIPs should
have been prepared and will
serve as the basis for the
identification of sessions and
possible regrouping.

3. Parent Group Planning and Agreement.
• At this stage, parent groups should be able to develop an annual FDS Plan based on their
assessed needs and gaps. This plan should include the learning sessions they need to undergo
and their year end project/s.
• Meanwhile, the CML can anticipate the emergence of Paren / Households who opted to form a
group for a common purpose / goal in achieving their improved level of well-being. The group work
method in case management can be facilitated and be used at this time. However, the CML shoul
not be imposed nor enforces on them (for group work process please refer to MC 10 seried of
2022).
• Further, based on the common issues and concerns of the household-beneficiaires, this shall
serve as strategy for the concerned cML on organizing the groups. However, though the issues
and concerns of the group should be common with one another, the end goals of the group work
shall still be directly aligned with the improvement of the household’s level of well-being.
