1. Introduction
The main strategic document that defines main development directions of
Malyutyntsi village council, Pyriatyn district on the medium- and long term perspective is a
strategic development plan.
Rural community understanding the necessity to preserve the village and its
development intends to create favorable environment for successful implementation of
investment projects and guaranteeing individuals and businesses support at their placing on
the territory of Malyutyntsi village council.
Developer of the strategic plan is the state budget institution "Poltava Regional
Center for Investment and Development."
Consultative support has been granted by the economic department of Pyriatyn
District State Administration, scientific and industrial trading company "Cobra LTD", the
city of Cherkasy and Regionmica German consulting company (Berlin).
The validity of the strategic plan - 7 years.
2. Information about the village
Malyutyntsi village, Pyriatyn district, Poltava region is one of the oldest villages
of Pyriatyn district. For the first time, it was mentioned in the Ipatiev annals in 1139-1140,
as the place where the agreement between rusichi and polovtsi was signed.
Malyutyntsi has a long and interesting history.
In the 17th century, traveling around Ukraine, French engineer and cartographer
Guillaume Le Vasseur de Beauplan made a map of Ukraine and marked 15 localities of
modern Pyriatyn district, Malyutyntsi village was flagged among those localities.
Platon Gamaliia, the sailor and author of books on navigation and mathematic, and
Peter Seletsky, musician and composer, were born in the village.
There were two plants in the 19th century in the village: distillery and saltpeter
manufactures.
In the 20th century, the brickyard, sausage shop, farm for growing poultry, pig farm,
and sheep farm functioned in the village.
There are about 360 courtyards and 700 inhabitants in the village today.
Social facilities of the village: senior school, midwife stations, post office,
Kindergarten "Sun", Village Council, public сenter, shops and cafes; сhurch is being built.
Four enterprises operate in the modern Malyatyntsi, namely individual entrepreneur
Maistrenko R., "Malyutyntsi-Agro", "Povstyn-Agroaliance", "Florasvit".
The total area of the village council is 2800 ha (including 300 ha - owned by private
persons;532 ha - the territory of the village; 1600 ha - belong to the community).

5. Current Situation
1. Share in district GDP - 6.5%.
The number of employees in organizations, institutions and enterprises - 252 people
(as of July 1, 2014), representing 0.4% of the total regional average.
The general fund of the district budget has received UAH 118.8 thousand (6 months of
2014) from taxpayers operating on the territory of Malyutyntsi village council; that is 0.8%
of the revenue within district.
The share of gross output, generated by agricultural enterprises located on the
territory of Malyutyntsi village council in, January-June of 2014 was 8.0% (animal
production is absent).
2. Share in the export volume of district.
Enterprises of Malyutyntsi village council do not carry out foreign economic activity
3. Identification of infrastructure connections.
Distance to Kyiv city - 134 km, to the district center Pyriatyn city - 25 km. Harmful
dangerous production is absent. The area has the status of
ecologically clean territory. Specific environmental problems are absent.
The level of providing natural gas for population is 76.2%. Solving the matter of
establishing resource saving technologies is partially solved. Most heating devices for
consumer use have low efficiency.
Rural water supply network - 11.5 km. Enterprises that provide public services,
are absent. Water supply is carried out under the terms of the joint ownership of the
community members.
The level of providing with the central water supply is more than 80% however the
existing system of drinking water supply requires improvement.
Centralized sewerage is absent.
Collection and disposalof solid household waste is carried out independently, there
are violation of sanitary norms.
Number of subscribers of the stationary telephone network - 46, mobile
communications 100% cover the territory of the village council, access to the Internet
network is at three points.
Regular (6 days a week) bus connection is provided between Malyutyntsi village and
Pyriatyn city.
4. The presence of firms in the village (local and foreign).
Enterprises of different ownership are on the territory of village council:
Maistrenko sole proprietor produces metal plastic windows and grows strawberry (10
employees, vacancies are absent); "Malyutyntsi-Agro LLC" - agricultural enterprise for
growing cereals and bovine animals for meat and milk (10 employees, up to 20 additional
workplaces are created in the season); "Povstyn-Agroaliance" LLC - engaged in plant
growing (12 employees, vacancies are absent); "Florasvit" - engaged in growing plants for
landscape design (up to 10 employees, depending on the season, there are 10 vacancies).
Additionally, 3 shops operate in the village: Store of Sole Proprietor (SP) Kolyada T. (2
employees) food products + household goods); Sole Proprietor (SP) Khomyak M. - (2
employees); SP Tokarev M. store - cafe (2 employees).
Currently public utility PU "Malyutynske" on granting water supply services is
founded (2 vacancies). 17 individual farms, which independently cultivate their land shares
(3,3ha) operate in the village.
Purveyance of milk in rural communities is carried out by factories Pyriatynsky
cheese producing plant, "Kanev Milk", "Romenskyi Milk" and "Gadyach Milk" (estimated
purchase price of milk is USD 2.2 per 1 liter). Milk production is carried out in the village
by about 150 citizens that hold 240 cows.
Almost 70 people (mostly young people work in Kyiv).
Estimated salary in Kyiv - from UAH 4,000 (accommodation - from UAH 600 to
3,000 per month, meals - from UAH 1,000 to 1,500 per month) of which 10 study and other
work as accountants, builders, masters of service stations, bank employees, etc.
There are about 70 cars (60 passenger cars) in the village, the nearest service station
(repair of chassis, replacing oil and filters, tire mounting) is in Pyriatyn.
There is no bakery (bread is imported from Pyriatyn, Cherkasy, and Hrebinka) in the
village. 70% of residents of Malyutyntsi buy bread (about 250 people).
Medicines are sold in the village in a small range. Most villagers are buying
medicines in Pyriatyn.
60% of food products from villagers are of their own production (meat, milk, tomatoes,
cucumbers, potatoes, apples, onions, carrots, and cabbage).
There is an exchange of onion, cabbage and watermelons for potatoes in the village.
Natural conditions are not very favorable for the cultivation of these crops.
Plowing the adjoining land plots is performed at the expenses of tenants, 30 acres are
processed for free if the farmer leases his share to the tenant.
Annually arrive archaeologists and search for an ancient settlement that was located
on the site of present village of Malyutyntsi.
There are 5 transformer substations on the territory of village council.
5. Access to financial infrastructure. There are no financial institutions in the
village. The nearest bank branch is located in Pyriatyn. It is 25 km from the village. The
nearest cash machine is also in Pyriatyn.
Local taxes and fees. Village council budget for 2013 amounted UAH 481,700 per year.
Budget funds are used to solve the following issues: financing costs on the territorial
community management, buildings local territory improvement, partial maintenance of
social facilities and roads. Budget Village Council is subsidized by 39% and is formed from
taxes and duties, tax on personal income, fees for land, fixed agricultural tax and single tax.
6. Identification of key sectors of the village

• farming - about 210 people (165 people engaged in subsistenceagriculture);

3. Share of sectors in export volumes. Enterprises of the village do not export their
products.
4. Wages in some sectors. Wages in agriculture and landscape design is charged on an
hourly basis. One hour costs UAH 10 to 15.
5. Geographic preconditions and natural resources.
The area of the village is 5.1 km.
There are forests with the total area of 10 ha.
On the territory of the village council. As to the mineral resources, there is clay for
brick production. It lies in the area of state reserve "Hryshkivka" between Berezova
Rudka and Malyutyntsi. On the basis of these fields, a brick factory was operating
some time ago.
There is Orzhytsia River on the territory of the village.There are 3 streams, which
have dried up due to the reduction of groundwater levels.
6. Priority directions of development of rural economy of Malyutyntsi:

b) small and medium business (especially in the food industry)
7. Problems of Malyutyntsi village community
The analysis of opinion polling in Malyutyntsi on major problems has shown that the most
significant are the following ones:
in social sphere
inactivity of village residents
low cultural and intellectual level of the villagers
lack of playgrounds for leisure
lack of interest in improving the professional level
absence of the сhurch
poor quality of asphalt coverings of roads
inadequate supply of street lighting of the village
absence of regular transport links between the village of Malyutyntsi
and "Kononovka" railway station
absence of specialized literature on agricultural crops growing
lack of access to Internet for most citizens of the village
the village is not represented in Internet (there is no website / web-page)

8. Public framework conditions
1. Existing programs of donororganizations in which the village has participated:
 Construction project of community center (Club) in the village of Malyutyntsi under
the agreement "On social partnership" between Pyriatyn district state administration,
village council, and agricultural producers.
 Project "LocalDevelopment oriented on the community" and partners of district state
administration, oblast state administration for restoration of the artesian well on
Krupskaya Street. (This grant village council received as a result of winning in the
bid).
 Project of the lighting of main streets with the total length of 1 km 640 m. It was
implemented at the expense of funds received according to signed agreements "On
social partnership between Pyriatyn district state administration, village council, and
agricultural producers."
 Project "Bibliomist" by means of which the rural library was equipped with modern
computers and free Internet access.
1. Existing government programs in which the village has participated:
The "All-Ukrainian competition of projects and programs of local government"
financed by the state budget. The village won the competition (UAH 95 ths. + other
source of all UAH 132 ths.) to replace water pipes.
2. The process of companies registration.
To register a company or sole proprietor is necessary to go to the district center, i.e.
the city Pyriatyn.
3. The process of plans development
No plans have been earlier developed.
9. Analysis of resource potential of the village
1. Education level of the working population of the village:
• Have higher education - about 60 people.
• Have secondary education - about 450 people.
2. Number of population in the village - 700 people. Among them, 300 - people of
working age (including 88 - are working in Kyiv); 215 - retired; 165 - are engaged in
personal agricultural activity, 20 - other.
3. Overhead costs for labor force:
Tariff rate + Salary + Surcharges + Extra charges + Premium.
Salary level of population according to the economic sector:
• manufacturing of plastic windows and doors - UAH 10 (1 per hour);
• growing plants (landscaping) – UAH 10 (per 1 hour);
• agricultural enterprises - UAH 10-15 (per 1 hour).
Estimated wage structure:
67% - basic payroll
27% - fund of additional salary,
6% - other incentives and compensation payments.

The number of employees in organizations, institutions and enterprises - 252 people (as of July 1, 2014), representing 0.4% of the total regional average. The general fund of the district budget has received UAH 118.8 thousand (6 months of 2014) from taxpayers operating on the territory of Malyutyntsi village council; that is 0.8% of the revenue within district. The share of gross output, generated by agricultural enterprises located on the territory of Malyutyntsi village council in, January-June of 2014 was 8.0% (animal production is absent). 2. Share in the export volume of district. Enterprises of Malyutyntsi village council do not carry out foreign economic activity 3. Identification of infrastructure connections. Distance to Kyiv city - 134 km, to the district center Pyriatyn city - 25 km. Harmful dangerous production is absent. The area has the status of ecologically clean territory. Specific environmental problems are absent. The level of providing natural gas for population is 76.2%. Solving the matter of establishing resource saving technologies is partially solved. Most heating devices for consumer use have low efficiency. Rural water supply network - 11.5 km. Enterprises that provide public services, are absent. Water supply is carried out under the terms of the joint ownership of the community members. The level of providing with the central water supply is more than 80% however the existing system of drinking water supply requires improvement. Centralized sewerage is absent. Collection and disposalof solid household waste is carried out independently, there are violation of sanitary norms. Number of subscribers of the stationary telephone network - 46, mobile communications 100% cover the territory of the village council, access to the Internet network is at three points. Regular (6 days a week) bus connection is provided between Malyutyntsi village and Pyriatyn city. 4. The presence of firms in the village (local and foreign). Enterprises of different ownership are on the territory of village council: Maistrenko sole proprietor produces metal plastic windows and grows strawberry (10 employees, vacancies are absent); "Malyutyntsi-Agro LLC" - agricultural enterprise for growing cereals and bovine animals for meat and milk (10 employees, up to 20 additional

    workplaces are createdin the season); "Povstyn-Agroaliance" LLC - engaged in plant growing (12 employees, vacancies are absent); "Florasvit" - engaged in growing plants for landscape design (up to 10 employees, depending on the season, there are 10 vacancies). Additionally, 3 shops operate in the village: Store of Sole Proprietor (SP) Kolyada T. (2 employees) food products + household goods); Sole Proprietor (SP) Khomyak M. - (2 employees); SP Tokarev M. store - cafe (2 employees). Currently public utility PU "Malyutynske" on granting water supply services is founded (2 vacancies). 17 individual farms, which independently cultivate their land shares (3,3ha) operate in the village. Purveyance of milk in rural communities is carried out by factories Pyriatynsky cheese producing plant, "Kanev Milk", "Romenskyi Milk" and "Gadyach Milk" (estimated purchase price of milk is USD 2.2 per 1 liter). Milk production is carried out in the village by about 150 citizens that hold 240 cows. Almost 70 people (mostly young people work in Kyiv). Estimated salary in Kyiv - from UAH 4,000 (accommodation - from UAH 600 to 3,000 per month, meals - from UAH 1,000 to 1,500 per month) of which 10 study and other work as accountants, builders, masters of service stations, bank employees, etc. There are about 70 cars (60 passenger cars) in the village, the nearest service station (repair of chassis, replacing oil and filters, tire mounting) is in Pyriatyn. There is no bakery (bread is imported from Pyriatyn, Cherkasy, and Hrebinka) in the village. 70% of residents of Malyutyntsi buy bread (about 250 people). Medicines are sold in the village in a small range. Most villagers are buying medicines in Pyriatyn. 60% of food products from villagers are of their own production (meat, milk, tomatoes, cucumbers, potatoes, apples, onions, carrots, and cabbage). There is an exchange of onion, cabbage and watermelons for potatoes in the village. Natural conditions are not very favorable for the cultivation of these crops. Plowing the adjoining land plots is performed at the expenses of tenants, 30 acres are processed for free if the farmer leases his share to the tenant. Annually arrive archaeologists and search for an ancient settlement that was located on the site of present village of Malyutyntsi. There are 5 transformer substations on the territory of village council. 5. Access to financial infrastructure. There are no financial institutions in the village. The nearest bank branch is located in Pyriatyn. It is 25 km from the village. The nearest cash machine is also in Pyriatyn. Local taxes and fees. Village council budget for 2013 amounted UAH 481,700 per year. Budget funds are used to solve the following issues: financing costs on the territorial community management, buildings local territory improvement, partial maintenance of social facilities and roads. Budget Village Council is subsidized by 39% and is formed from taxes and duties, tax on personal income, fees for land, fixed agricultural tax and single tax. 6. Share of sectors in export volumes. Enterprises of the village do not export their products. 4. Wages in some sectors. Wages in agriculture and landscape design is charged on an hourly basis. One hour costs UAH 10 to 15. 5. Geographic preconditions and natural resources. The area of the village is 5.1 km. There are forests with the total area of 10 ha. On the territory of the village council. As to the mineral resources, there is clay for brick production. It lies in the area of state reserve "Hryshkivka" between Berezova Rudka and Malyutyntsi. On the basis of these fields, a brick factory was operating some time ago. There is Orzhytsia River on the territory of the village.There are 3 streams, which have dried up due to the reduction of groundwater levels. 6. Priority directions of development of rural economy of Malyutyntsi: a) agroindustrial production b) small and medium business (especially in the food industry) 7. Problems of Malyutyntsi village community The analysis of opinion polling in Malyutyntsi on major problems has shown that the most significant are the following ones: in social sphere inactivity of village residents low cultural and intellectual level of the villagers lack of playgrounds for leisure lack of interest in improving the professional level absence of the сhurch poor quality of asphalt coverings of roads inadequate supply of street lighting of the village absence of regular transport links between the village of Malyutyntsi and "Kononovka" railway station absence of specialized literature on agricultural crops growing lack of access to Internet for most citizens of the village the village is not represented in Internet (there is no website / web-page) absence of sign "Malyutyntsi" on the highway Kyiv-Kharkiv in the ecological sphere

Public framework conditions 1. Existing programs of donororganizations in which the village has participated:  Construction project of community center (Club) in the village of Malyutyntsi under the agreement "On social partnership" between Pyriatyn district state administration, village council, and agricultural producers.  Project "LocalDevelopment oriented on the community" and partners of district state administration, oblast state administration for restoration of the artesian well on Krupskaya Street. (This grant village council received as a result of winning in the bid).  Project of the lighting of main streets with the total length of 1 km 640 m. It was implemented at the expense of funds received according to signed agreements "On social partnership between Pyriatyn district state administration, village council, and agricultural producers."  Project "Bibliomist" by means of which the rural library was equipped with modern computers and free Internet access. 1. Existing government programs in which the village has participated: The "All-Ukrainian competition of projects and programs of local government" financed by the state budget. The village won the competition (UAH 95 ths. + other source of all UAH 132 ths.) to replace water pipes. 2. The process of companies registration. To register a company or sole proprietor is necessary to go to the district center, i.e. the city Pyriatyn. 3. The process of plans development No plans have been earlier developed.

Education level of the working population of the village: • Have higher education - about 60 people. • Have secondary education - about 450 people. 2. Number of population in the village - 700 people. Among them, 300 - people of working age (including 88 - are working in Kyiv); 215 - retired; 165 - are engaged in personal agricultural activity, 20 - other. 3. Overhead costs for labor force: Tariff rate + Salary + Surcharges + Extra charges + Premium. Salary level of population according to the economic sector: • manufacturing of plastic windows and doors - UAH 10 (1 per hour); • growing plants (landscaping) – UAH 10 (per 1 hour); • agricultural enterprises - UAH 10-15 (per 1 hour). Estimated wage structure: 67% - basic payroll 27% - fund of additional salary, 6% - other incentives and compensation payments. 4. Educational institutions that are of importance for the economic development of rural areas: • Malyutyntsi senior school. • Berezovorudkivskyy College of Poltava State Agricultural Academy. • Lubny professional lyceum • Poltava State Agricultural Academy • Poltava Technical University 5. Immovable property: 3 free land plots (5 ha, 1.4 ha, and 1.2 ha). 6. At households, people hold about 234 cows which annually give about 5- 6 ths. kg of milk. Reasons for unemployment 1.
