This document discusses accounting principles and financial reporting for governments. It notes that most governments account on a cash basis rather than maintaining balance sheets, and do not systematically record assets and liabilities. As a result, solutions to fiscal crises may be built on fragile foundations and could collapse. The document argues that governments should adopt accounting standards similar to GAAP or IFRS to provide more robust financial reporting and make decisions with proper regard to financial consequences. It also discusses how reporting deficits based only on cash flows can be misleading as it does not capture assets, liabilities, or long-term obligations.

Jean Thomas Acquaviva from DDN present this deck at the 2016 HPC Advisory Council Switzerland Conference.
"Thanks to the arrival of SSDs, the performance of storage systems can be boosted by orders of magnitude. While a considerable amount of software engineering has been invested in the past to circumvent the limitations of rotating media, there is a misbelief than a lightweight software approach may be sufficient for taking advantage of solid state media. Taking the data protection as an example, this talk will present some of the limitations of current storage software stacks. We will then discuss how this unfold to a more radical re-design of the software architecture and ultimately is making a case for an I/O interception layer."

This document discusses the importance of complete, high-resolution data for effective observability. It argues that sampling and aggregation can degrade data accuracy and precision, making it harder to detect issues, troubleshoot problems, and understand system behavior. Having full fidelity metrics, traces, and logs at a fine-grained level is necessary to gain useful insights from observability data. Timestamp alignment and network latency also impact how precisely events can be ordered and correlated. Overall, the key to effective observability is having data that is fully representative of the application and infrastructure it comes from.
We’re all familiar with Murphy’s Law. “Anything that can go wrong, will go wrong.” And over time, Murphy’s Law has been extended, abstracted and applied to numerous disciplines.
Within Observability, the extension of data and monitoring focused on deep insights in our complex apps and environments, Murphy’s Law also reigns supreme. But what laws apply and how do we mitigate impact of points like:
- Anything that can go wrong, will go wrong, at the worst possible time.
- Computers always side with the hidden flaw
- You can never run out of things that can go wrong
- Availability is a function of time
The document discusses two immutable rules for observability:
1. Observability solutions should use all available data to avoid blind spots and issues with sampling data.
2. Observability solutions should operate at the speed and resolution of the applications and infrastructure being monitored to avoid losing precision or missing ephemeral events.
It notes challenges with cloud infrastructure like microservices creating complex interactions, and failures not repeating exactly. Observability is presented as a solution to aid in detecting, investigating, and resolving unknown issues.
Seeing RED: Monitoring and Observability in the Age of MicroservicesDave McAllister
Applications are changing. Clouds, Containers, Kubernetes all conspire to make life tougher. Modern Monitoring makes use of practices like USE and RED to tame those beasts. Find out what that means.

Open Source examples from Adobe : Oscon kioskDave McAllister
Adobe contributes to open source technology by releasing their own projects like Apache Flex, Apache Cordova, Brackets, and Source Han Sans under open source licenses. They maintain these projects on GitHub and SourceForge and collaborate with the Apache Foundation on several projects including Apache Cordova, Apache Chemistry, and Apache Tika. Adobe's goal is to drive innovation, build communities, and give back value through their involvement in open source.
The document discusses the basics of gamification, including its history and goals. Gamification uses game mechanics and dynamics to engage users and solve problems. It aims to increase participation, engagement, and loyalty through intrinsic and extrinsic motivations. Key aspects of gamification design include understanding user and business goals, implementing rewards and feedback loops, and adapting to platforms and locations.
The document discusses the evolving meaning of the term "open" in technology. It traces the term from its origins in "free software" to the introduction of "open source" in 1998. Today, open has taken on many related meanings around concepts like open source software, open standards, open APIs, and open communities. However, the document notes there remains confusion around what open means due to its varied usages. It questions whether providing greater clarity around what open means could help with positioning, measuring openness, and incentivizing more open practices.
FRAND (Fair, Reasonable, and Non-Discriminatory terms) can benefit receiving companies through commercially applicable standards and reduced concerns about open source endeavors. However, FRAND may be less successful for granting companies and market innovation. For standards development organizations, clearly defining FRAND terms with reciprocal impact is important, but such definitions risk overwhelming commercial organizations. While FRAND aims to regulate standards for long-term stability, it must also gain commercial acceptance to be effective.
The document discusses the cloud and its three levels: infrastructure as a service, platform as a service, and software as a service. While not entirely new, the cloud is powered by massive interconnectivity and new devices. It notes that cloud infrastructure relies on open standards, specifications, and APIs, but that client access can be limited by device types and connections. The cloud allows for elastic computing, online storage, collaboration and subscription-based apps and revenue models. However, challenges revolve around data privacy, accessibility, security and ownership across global jurisdictions. It welcomes international standards but notes they could stifle innovation.

Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.

Chris Jones, Director of Product Management at BrainChip , presents the “Temporal Event Neural Networks: A More Efficient Alternative to the Transformer” tutorial at the May 2024 Embedded Vision Summit.
The expansion of AI services necessitates enhanced computational capabilities on edge devices. Temporal Event Neural Networks (TENNs), developed by BrainChip, represent a novel and highly efficient state-space network. TENNs demonstrate exceptional proficiency in handling multi-dimensional streaming data, facilitating advancements in object detection, action recognition, speech enhancement and language model/sequence generation. Through the utilization of polynomial-based continuous convolutions, TENNs streamline models, expedite training processes and significantly diminish memory requirements, achieving notable reductions of up to 50x in parameters and 5,000x in energy consumption compared to prevailing methodologies like transformers.
Integration with BrainChip’s Akida neuromorphic hardware IP further enhances TENNs’ capabilities, enabling the realization of highly capable, portable and passively cooled edge devices. This presentation delves into the technical innovations underlying TENNs, presents real-world benchmarks, and elucidates how this cutting-edge approach is positioned to revolutionize edge AI across diverse applications.

In the realm of cybersecurity, offensive security practices act as a critical shield. By simulating real-world attacks in a controlled environment, these techniques expose vulnerabilities before malicious actors can exploit them. This proactive approach allows manufacturers to identify and fix weaknesses, significantly enhancing system security.
This presentation delves into the development of a system designed to mimic Galileo's Open Service signal using software-defined radio (SDR) technology. We'll begin with a foundational overview of both Global Navigation Satellite Systems (GNSS) and the intricacies of digital signal processing.
The presentation culminates in a live demonstration. We'll showcase the manipulation of Galileo's Open Service pilot signal, simulating an attack on various software and hardware systems. This practical demonstration serves to highlight the potential consequences of unaddressed vulnerabilities, emphasizing the importance of offensive security practices in safeguarding critical infrastructure.
This talk will cover ScyllaDB Architecture from the cluster-level view and zoom in on data distribution and internal node architecture. In the process, we will learn the secret sauce used to get ScyllaDB's high availability and superior performance. We will also touch on the upcoming changes to ScyllaDB architecture, moving to strongly consistent metadata and tablets.
How information systems are built or acquired puts information, which is what they should be about, in a secondary place. Our language adapted accordingly, and we no longer talk about information systems but applications. Applications evolved in a way to break data into diverse fragments, tightly coupled with applications and expensive to integrate. The result is technical debt, which is re-paid by taking even bigger "loans", resulting in an ever-increasing technical debt. Software engineering and procurement practices work in sync with market forces to maintain this trend. This talk demonstrates how natural this situation is. The question is: can something be done to reverse the trend?
High performance Serverless Java on AWS- GoTo Amsterdam 2024Vadym Kazulkin
Java is for many years one of the most popular programming languages, but it used to have hard times in the Serverless community. Java is known for its high cold start times and high memory footprint, comparing to other programming languages like Node.js and Python. In this talk I'll look at the general best practices and techniques we can use to decrease memory consumption, cold start times for Java Serverless development on AWS including GraalVM (Native Image) and AWS own offering SnapStart based on Firecracker microVM snapshot and restore and CRaC (Coordinated Restore at Checkpoint) runtime hooks. I'll also provide a lot of benchmarking on Lambda functions trying out various deployment package sizes, Lambda memory settings, Java compilation options and HTTP (a)synchronous clients and measure their impact on cold and warm start times.
