The document provides information to tax preparers about promoting U.S. Savings Bonds to low and moderate income clients during tax preparation. It notes that Americans had stopped saving in recent years and discusses challenges lower-income individuals face in saving. However, studies found that with assistance, many were able to save a portion of their tax refund by purchasing savings bonds. The document encourages tax preparers to discuss savings bond options with clients and provides suggestions for starting conversations, addressing concerns, and seeking a decision on bond purchases in a respectful manner.
This document summarizes the results of a pilot test conducted during the 2007 tax season that offered U.S. Savings Bonds to low and moderate income tax filers through four Volunteer Income Tax Assistance sites. Key findings include that demand for savings bonds was strong, with 6% of eligible tax filers purchasing bonds, exceeding demand seen for other savings products. Many bond purchasers bought bonds as gifts for children or grandchildren. Over half of purchasers intended to hold the bonds for over 10 years, indicating bonds support long-term savings. Savings bonds may have represented starter savings for many purchasers, as over half reported having no existing savings. The pilot demonstrated savings bonds' potential to help low-income individuals begin saving

This document provides training for tax preparation volunteers on promoting tax-time savings bonds to clients. It discusses the challenges low-income individuals face in saving and how savings bonds can help by making it easy and convenient to save refund money. Volunteers are trained on the details of Series I savings bonds, how to process purchases using Form 8888, and the importance of their role in advising clients about the savings opportunity. The goal is to help more low-income families save part of their tax refunds through the purchase of savings bonds.
http://bondsmakeiteasy.org During the 2007 tax season, Professor Peter Tufano, founder of Doorways to Dreams (D2D) Fund, collaborated with H&R Block to study offering U.S. Savings Bonds (Series I) at 27 H&R Block tax preparation offices. 3,729 clients with federal refunds greater than $500 received a scripted offer to purchase US Savings Bonds. 220 (or 5.9%) of these clients chose to purchase bonds spending an average of $228 each which resulted in tax time savings of $50,100.
This memo discusses the details of the 2007 tax season H&R Block US Savings Bond pilot which ran for 14 weeks in two cities: Boston, MA and Schaumberg, IL. The paper reviews preliminary findings related to take-up rate, bond purchasing decisions, and buyer data collected through the tax form. This report concludes with some initial interpretations as well as early policy recommendations.
