This document discusses the potential and challenges of community radio in India. It notes that community radio was initially only available to educational institutions in 2002, but the policy was revised in 2006 to also allow civil society organizations and agricultural institutions to obtain licenses. As of 2016, there were 196 community radio stations operating. However, there is potential for many more stations as only a small fraction of available spectrum is being utilized and few stations have received government subsidies for capital expenditures or empaneled to receive advertising revenue. Key challenges facing community radio include ensuring financial sustainability, developing high-quality local content, building human resources and technology capabilities, and liberalizing licensing policies.
