Europe and its nations are the territory sought by refugees from the conflicts that occur in the vicinity of
the continent, which are added those climate refugees. According to the UN, 60 million people are
wandering in search of support and solidarity for the world at that time.
But the big problem that Europe is facing comes from the conflict, as in Syria, which began more than
four years and that was not mediated in time towards peace and prevention.
Peace is the only intelligent way to winning the peace condition and the prospect of sustainability, much
vaunted by international organizations, especially the UN, can only be conquered by harmony and actions
towards peace; never by force of arms and through more conflicts.
The UN AND NEW DEVELOPMENT OBJECTIVES FOR 2030 PEACE IN PERSPECTIVE
The new 17 goals of sustainable development, adopted by the UN and confirmed on September 25, 2015
in New York, without objection by the 193 nations that make up the organization are too weak to face
the problems of the planet and the life that agonize on earth, water and air; comes in 16 goal of peace,
but walking on eggshells and aspirin to cure cancer - which is the bellicose spirit and disputes that
mankind lives and were not really gambling initiatives that can lead to peace and planetary harmony.
In direct referral to the UN Secretary General, Ban Ki-moon, in a 114-page document1
, we suggest the
inclusion in the text of the new sustainable development goals for 2015-30, of 36 principles and proposed
22 great actions to this perspective of sustainability and peace; but they were not included and not
included in the text of the final document that was signed in New York.
Specific issues such as those of the "conflicts, the elimination of armaments and war apparatus"
(fundamental for sustainability, social stability and human settlements and the numbers of refugees who
sojourn to millions around the world), and several others essential in the sense of the alleged sustainable
development and the prospect of a future for the planet and life were not placed.
In the letter sent to the SG Ban Ki-moon, the main items were proposed by us and which directly address
this peace approach were:
Item 4. HARMONY OF LIFE AS NORTH - Changing paradigms, goals and behavior as individuals, nations
and humanity - in tune with the forces of nature, commitment to the present and the future life.

Item 21. THE PLANET ALL, ALL FOR PEACE - Integration Efforts for the planet and peace - fierce
determination and intelligent collective action coordinated systematically to attack one by one
environmental problems and to achieve peace with project utilization ALL FOR THE PLANET, ALL FOR
PEACE and because of all that add up efforts in this same direction. Fostering commitment and
environmental co-responsibility - all together everywhere in defense of the environment - a planetary
commitment to be promoted by the UN.
Item 24. PROMOTING ETHICS AND RESPECT IN GOVERNANCE RELATIONS AT ALL LEVELS - The world
should be more collaborative intolerant of corruption, with dictatorships, with the omission. Stop being
hypocritical with nations that promote profanity and within and between nations barbarism, condemning
countries that clash with the ideal, ethics and human rights; condemning - even if in order to fend off the
politicians, managers, companies that are corrupted and do not comply with the commitments
undertaken nationally or internationally.
Item 26. DESCONSTRUÇÃO OF SUSPICION AND PROMOTION OF MUTUAL RESPECT AND TRUST - respect
for religions, traditions, cultural diversity, the different levels of development, the races and creeds.
Create, foster, support - quickly and accurately projects and programs able to deconstruct the mistrust
and foster greater mutual respect and trust among peoples.
Item 28. DESCONSTRUÇÃO AND BLACKAUT OF BILICOSIDADE / COMPLETE ELIMINATION OF WEAPONS
AROUND THE PLANET - While concerned about peace and sustainability, seeking consensus, we see the
planet degenerate and looking the wrong way, in a perspective of dread and fear instead of harmony.
Nations with military might still seek to achieve their attempts fighting with weapons and attacking
unprotected nations; when we should disarm the human spirit, we act collaboratively and promote a
culture of peace. And this bias comes to mind that man has the power to devastate the planet and
destroy with his own humanity through nuclear and biological weapons in a push button or by breaking a
few test tubes. Therefore, it is necessary to eliminate all the nuclear weapons and warlike items,
mechatronics, chemical, biological. It is essential to disarm the human spirit through the promotion of
culture of peace and attitudes in tune with the harmony of nature and the planet. We must also disarm
the world of all devices that hurt and that can bring harm to humanity. Peace generates Peace; hatred
generates litigation and war. It is necessary to disarm the human weapons that hurt and arm you with
light swords.
And to disarm the human spirit, and other new tools and aspects should be sought and that the restore
the tracks of peace and harmony, such as the arts - in all manifestations; science used in an ethical and
collaborative manner; of all leisure and recreation activities - sport, tourism, Adventure - among other
proactive tools.
Item 29. POLICY OF PEACE BY PEACE AND CONFLICT MEDIATION INSTITUTE - Search expeditiously
resolving conflicts without the use of weapons and the security forces, but through peaceful new
strategies, such as "conflict mediation" global, nations or places to meet demands; by mitigating the
motivations and collaboration for understanding. This attitude can be developed through a direct support
arm to the Secretary General and Deputy Secretaries of the UN, but with different dynamics and
permeated by the "speed and autonomy of the necessary measures and actions" and informed the

income and poverty elimination); the "democratization of knowledge" (under no obligation to pay
royalties for discoveries); the "use of science with consciousness" (more directed towards environmental
protection and the evolution of humanity and less scientific and technological jingoism); as well as the
necessary "demographic implosion" (regulation of growth depending on the availability of environmental
resources, as the current population already consumes 1.6 of available resources and prevent the
planet's capacity to regenerate) - among many other points raised and suggested in this document titled
ALL FOR THE PLANET, ALL FOR PEACE - on 36 points (principles for environmental sustainability) and the
22 macro planetary actions as referral made to the UN Secretary General, Ban Ki-moon and several
organizational authorities without being been considered in the final document on the new goals, did not
receive due attention and no obtained responses (for education that was).
THE LAW OF ACTION AND REACTION - REFUGEES
It is predictable that bellicose actions and aggressions have the setback in kind - is the law of action and
reaction. All pumps poured surrounding the European continent - for various reasons and for decades,
cannot produce flowers and perfumes. The radicalism that is accentuated on the planet is certainly not
only of a religious nature, but the anger that rose against it and climaxed in the attack on the Twin
Towers in the US on September 11.
Syria and other controlled nations dictatorially and radical forces trying to overthrow the government
have generated millions of refugees for years sojourn in search of solidarity and solidarity to civilians,
means the basic survival conditions in harmony and peace: housing, food, health, work. Also the
subjective of leisure, education, culture, sports and art.
World perplexed watching the course of events and shows today (but could have shown well before) the
reality of the pilgrimage of refugees in search of solidarity and support; generating unimaginable scenes
of this saga and all the hardships in this paradoxical planetary time when man evolved its scientific and
technological capacity so far as to venture into research in the universe beyond Earth and that most
members of the same species dying disease, hunger and misery; in which we see scenes like civilians of all
ages and physical conditions like ants wandering seal or under the weather. Monitors and still see
children dying at sea and on the beach; armed soldiers blocking the border crossing; agglomerations in
shelters that resemble war camps; competition for food - a condition that resembles animals being
treated; and on the other hand, we see people well costumed in sophisticated meeting to decide the
future of their fellows who agonize and others in public squares of major cities in Europe, positioning
itself against the reception of refugees.
THE WAYS OF SOLUTION AND MINIMIZE THE SUFFERING / VILLAGE OF PEACE & SCIENCE
Today there is no more time to think about ideal solutions. Winter arrives on the European continent and
will spare those who are exposed to deadly weather this weather station. There is no planet in an
organization, not even the UN or the EU that can meet and prevent the suffering that humanity will have
to take with its history, is smart and effective actions are not urgently put in place to prevent this
perspective.
Here in Brazil we developed a social technology project to meet people in vulnerable and street
conditions, titled PEACE AND SCIENCE VILLAGE (peace + science), which can be adapted to the

characteristics required to meet in an emergency situation the refugees; offering them a transitory
situation host, shelter, comfort and transient ambiance.
The VILLAGE OF PEACE AND SCIENCE, designed to offer the possibility of recovery, reintegration and
human development of those people at social risk condition, such as the homeless. Formed an
organization in housing and collective care units, such as an Indian village, striving for harmonization of
the human being in an environment integrated with nature that offers hosted the possibility of direct
contact with nature and away from the traditional urban environment as part treatment, recovery and
social reintegration perspective.
PEACE VILLAGE AND SCIENCE proposes to met, steps and care within a physical and social service
structure proposed for this audience, which at the end of the process you want to return the human
being in reintegration conditions at the company, he having gone through a process and steps that
provide you a psychological support, professional and in line with their abilities and gifts, health, food, etc
The objective human functions to be developed to tend to refugees in Europe are similar and can be
contextualized in housing, work, education, food, health and leisure. And our idea in the proposal is to
offer the model to help in the process - that has to be offered quickly depending on current conditions
and the winter season they face.
Not for a permanent condition, but emergency and, according to provide shelter, comfort in a transient
condition and different from what is now offered in the camps that are adopted by countries,
organizations or spontaneously by the refugees themselves.
A PHYSICAL STRUCTURE OF THE VILLAGE
Composed of modular and repetitive manner - as in an Indian village - to suit every function, the major
one being the collective housing for eight families, with services and power supply, lighting, autonomous
sanitation as sketches.
In every village, the sources of energy and technologies focus on sustainability and use of natural sources,
Moorhen reuse, natural air conditioning (as much as possible) and the most advanced technological
resources and simple as possible, such as solar and wind energy source; water capture by condensation,
lighting LEDs - among others.
Accordingly, under the coordination of the organizations that supervise the camps, the support will be
sought from the manufacturers, creators and innovators in clean technologies, to support the installation
of camps.
Each of the other human functions, is met with the same type of modular construction - as in services
(MS in sketches) and subdivisions to be made case by case depending on local needs for collective power,
hospital and health care , education, workshops; and that leisure activities, sports, culture, can occur
indoors and outdoors - developed in each camp.

OPERATION
The proposal for the operationalization of the villages is that there is supervision by the UN or the EU and
each country and nearby cities to refugee concentrations assume the administration of personnel and
supply of materials for the same. Each country create funds to receive donations in cash in own bank
accounts and a structure in each camp for storing materials received as donations.
Supports
The construction of villages will have donations of materials, construction and maintenance services from
global companies or the countries themselves, following the proposed standard in buildings and projects
offered by architects and urban planners in the countries receiving refugees, or indicated by supervisory
organizations.
Promotional Return in Public Image
Organizations responsible for the installation and supervision of camps will allow supporters, sponsors
and suppliers of materials and deployment services and maintenance of camps the possibility of use of its
visual identification material and dissemination in media campaigns depending on the support / offered
sponsorship.
Maintenance Fund
Each country will manage independently the funds and donations aimed at each camp within their
geographical boundaries, through a management structure and based on current accounts, which may
also have the support of banks.
