Solving African Migrant problem.
On the 11-12th of November is an Europe –African Top on the Island of Malta, to find solution to
problem of African Migrants trying to reach Europe.
Why is a problem?
It a problem because these migrant are undesirable in Europe. And why is that?
They are a drain on the social security of Europe, i.e subsidized housing, almost free basic
education, well organized health system, jobless subsistence income.
Most of them are non-skilled for the labor market, and Europe hasn’t a large non-skill labor
market anymore. Machines (robots) have taken over most non-skilled jobs, in industry,
construction and agriculture. These were the sectors in the past that used lots of African
(mostly Moroccan) labor in the rebuilding of Europe after the WW II. But in the 21st
century,
the emphasis is on efficiency, and robots fulfil that condition if European industries are to
remain competitive in a global market.
They increase the percentage (%) of joblessness in their economies.
Most of them fail to qualify for residence and work permits, and go into illegality, thus not
traceable, and that means economic planning can’t take them into consideration, and they
could pose all kinds security risk to the society. E.g. the women may go into prostitution, the
men into drug dealing or anything that will earn them a living.
Far right politicians in Europe are gaining grounds even as Xenophobia rises. The rise in
xenophobia is due to falling social security blamed on migrants. It is not proven though that
this is correct.
So European leaders want to solve it to gain back the initiative on the political stage. Therefore the
EU-AU top in Malta.
What does EU leaders bring to the table?
Building opportunities on the African continent, € 2 billion trust fund to created, more educational
scholarships for promising African students, more visas(both for professional work & for the elite to
come to Europe on vacation)
In return they want their African counterparts to sign up to reparation of the kansloos( Dutch for the
hopeless) migrants , control of illegal migration(what does this term means exactly?), In African, at

least in Western , Eastern & Southern, citizens can move about freely just like in Europe. Between
these regions and the Northern African countries, there is a vast territory larger than Europe, and
they think these areas controlled by bandits like Al-Qaida of the Maghreb can be effectively
controlled by the ’governments’ in those regions? That was just by the way.
But how will these(suppose there is an agreement) be different from all the other initiatives that
have been in place since 2006? Check the facts sheet of the European Commission. MEMO 15-4808
& 4832. Tens of millions of € have been spent on projects hoping to stop African migrants from
coming to Europe, and yet 2015 has seen yet the highest arrivals both dead and alive on European
continent from Africa. It only shows that 10 years and millions of euros have simply gone down the
drain, since it has not succeeded in stopping or even reducing Africans(mostly youth) from making
the attempts to reach Europe. It has been two years since the initiative to create a platform for
African Diaspora development organization (ADEPT), and this organization is yet to hit the light of the
day. Few Diasporans know of this platform (they only got budget to operate late in 2014) so they
can’t be blamed for lack of publicity. But that is just one example of how slow things work in Europe.
But the hungry young man/woman in the village, who has completed University and has been sitting
at home, with no hope, there is no time to loose, because his productive years are fast disappearing
behind him. So what next? Adventure, like Christopher Columbus(to the Americas) or David
Livingston(to Africa), and here they come Europe. Those who eventually make to Europe have tried it
elsewhere in African for between 2-4 years and luck has brought them nothing.
So what is the magic ward? Or the golden bullet?
Entrepreneurial development in the localities in the hinterland where these youths come from.
Transparent, verifiable, projects with skills transferable training at the point of implementation of
project, so that locals can see the benefits of the projects for their own kids and community. And by
the way, I don’t mean projects like one I am about to describe here. (I went to this village 2011 and
saw an EU/CARE sponsored project about reforestation. A big sign board stood at the entrance of the
village about the project. But I did not see any forest so I made enquiries, and was told some villagers
participated in planting Nim trees around the school building in the village. I went to the school and

saw about 5 small surviving trees, the rest had died, but I was told in total they had transplanted 50
seedlings. Their reward was one 100kg bag each of maize for those who took part in planting those
seedlings. I am sure the project was recorded as a success in the reports to the EU/CARE).
So what is my point with this illustration? And by the way am a native of this village. If this was a
project meant to alleviate the hardship of the people, and to green the environment, it was definitely
not sustainable. Two years ago (2013) when I went back home, the signboard was no longer there
(burnt by bush fire), the trees around the school had all died, nobody remembered the project. Well,
the money had gone down the drain, I would conclude.
Fast forward to 2015. EU-AU top will be talking about projects that will give the youth of African
prospects of jobs. Then some of us are willing to take the lead and go into hinterland to establish real
job creating initiatives the gives hope and snowballs into several enterprises, not the projects like the
one in my story above. It cannot be a top down trickle thing, the people must be consulted, and
projects originated that they have basic knowledge that can be built upon and skills to manage those
