This document discusses solutions to traffic congestion in Pune, India. It notes that Pune's population and number of vehicles have grown rapidly in recent decades, leading to severe traffic congestion. It analyzes current issues like narrow roads, mixed traffic conditions, lack of public transport, and encroachment. It argues that expensive short-term solutions like road expansions and flyovers will not solve the problem long-term. Instead, it recommends long-term solutions like congestion charges, reforming parking policies, reducing petrol subsidies, and restricting autos and developing public transport. Individual actions like walking, cycling, carpooling and obeying traffic rules are also encouraged. The document suggests Pune can solve its traffic issues through

In the face of increasing traffic congestion, pollution and accidents, the city needs to learn from cities like Bogota and Netherlands that how they fought traffic congestion and built a clean and green city for themselves...
Rocky Mount | Wilson | Greenville Regional Transit Plan Executive SummaryRobert Hiett
This document is the executive summary of the regional transit development plan for the Rocky Mount/Wilson/Greenville North Carolina service area. The plan provides a high level overview of the findings from the full study.
Decongesting a Liveable Region Through Transit Investmenthfoxcroft
For the past five years the City of Vancouver, Canada has consistently ranked as one of the most liveable cities in the world, yet in the last two years it has been proclaimed North America’s most congested city. This paradox is compounded at the regional level by having the third highest transit ridership in North America, behind New York City and Toronto, but one of the lowest per capita investment rates in transit.
As a region, Metro Vancouver (composed of 21 municipalities, a First Nation, and Electoral Area) committed over twenty years ago to managing urban sprawl by linking transportation and land use planning, providing frequent and reliable transit service to densified urban centres and corridors. And this commitment is no more salient than in the City of Surrey, a suburban city that is rapidly urbanizing, and is set to become the region’s second largest urban centre in the next thirty years.
But, Metro Vancouver is currently at a crossroads – to maintain the livability of the region and address congestion significant investments in transit are required. In an upcoming regional transit referendum the public will be asked to support a suite of tax increases including congestion pricing, fuel taxes, and a regional carbon tax to fund the expansion of the transit network.

Transit can do more than move people and generate revenue. More and more, cities are investing in transit to transform their communities and deliver on more expansive city-building objectives. Traditional transit goals are expanding to address the promise of livable communities, environmental stewardship, economic development and improved public health. Hear how two cities -- Seattle and Portland -- are shaping development scale and character with transit investment. Both cities are using parcel-based, pro forma-based tools to quantify the potential impact of transit projects. Join us for an interactive discussion about the capabilities and limitations of these tools. Hear their stories and learn how to evaluate your own projects against a broader set of goals using technical and market-based analysis.

4. Pune – One of the preferred IT / Business Hub.
Why Pune ?
OXFORD of the east, cultural capital of the State, pensioners'
paradise, queen of the Deccan.
Engineering hub : 60 New Companies, 10,000
Jobs last year
IT boom : Estimated 15000 jobs in BPO sector
alone. Leading IT giants have their presence in
Pune. (e.g. Satyam, Infosys, Wipro etc..)
Software Export in 2003-04 – Rs. 42000 Million

6. Pune – Vehicular Statistics
Vehicles Data as of 2004 9,22,674 two
wheelers
Registered in
2004-05
• 1.6 lakh vehicles get added to the roads
of Pune every year.
• Annual Growth of Vehicles = 9.32%
• No. of cycles in city (approx) = 1 million
Public Transport
development is far
noticeable

7. Existing Traffic Scenario
Ignorance of Narrow roads &
Traffic Rules absence of road
hierarchy Mixed traffic
Severe congestion conditions – High %
on most of the city of 2 wheelers
roads during peak
hours
Absence of bypass
Inadequate and
inefficient Public Lack of Pedestrian
Transport Facility
facility
Inadequate parking
No lane system and
places and truck
discipline
Encroachment and terminals. Absence of
large number of comprehensive
Auto-Rickshaws parking policy

8. Lucrative But Short-term Solutions
• Road expansions Roads grown 6 times since 1960, but vehicles are
increased by 105 times
• Sky Metro Very expensive (Rs. 50 Cr. Per Km). If Pune decides to
complete the project only on major routes, the cost incurred
would be around 3960.3 Cr. (Pune Municipal Corporation’s
budget for 2004-05 was 951 Cr.) !
• Flyovers Building flyovers will never help as it only attracts more
traffic on the roads. (classic example – Mumbai)
• Increase PMPML Fleet Simply increasing buses in PMPML fleet will not help. As
they need to adopt modernization, optimum staff utilization
(staff to vehicle ratio = 13:1), advertising, bus lanes and
customer centric policies.
The bearing principle is not to start with the provision of new, expensive infrastructure,
but to use existing resources as efficiently as possible

9. Long-term Solutions – Tough Decisions
It is important to remember that Complex
Problems need NOT be resolved through
Complex Solutions !!!
9
10. Long-term Solutions – Tough Decisions
Following measures will have to be
implemented in order to attack urban
congestion through comprehensive
measures.
10
11. Long-term Solutions – Tough Decisions
• Congestion Charge e.g. Central London, Edinburgh, Singapore
• Parking Immediate stop to “Park as you like” policy. Pay & Park to
be implemented and revenue to be used to for
development & maintenance of parking facilities.
• Petrol Subsidy Subsidy to petrol encourages more and more use of
individual / private vehicles. In London, people prefer public
transport as its cost effective as compared to driving your
own car.
• Usage Restrictions Special routes (e.g. bus lanes, cyclists path and footpaths)
to be restricted for specific purpose only. Encroachment of
these routes to be stopped and penalised with immediate
effect.
• Restricting Autos Auto rickshaws to be restricted to the periphery of Pune
• Developing PMPML Development and modernization of PMPML to ensure
safe, prompt and adequate service.
11
12. Long-term Solutions – Tough Decisions Contd…..
• Drive a Vehicle and feel a pinch (an e.g. of London)
This is 1/3 of the average annual salary of an individual.
Whereas cost of annual unlimited use bus pass = £540 only
What will you choose ????
12
13. What you can do as an individual ?
• Walk or use cycle when possible
• Use PMPML when possible
• Obey traffic rules
• Use well known methods such as Car-Pooling/Sharing
• Discourage the craze of motor bikes in young children
• Take efforts to maintain public transport and property
13
14. PUNE – Name itself gives us a solution !!
ublic Transport – Improved, comfortable, easy to use and punctual
nbiased tough decisions with a long term vision
o – No to individual vehicles and use of public transport
ffective monitoring and sustaining the changes
