◦ The Measure of development is relative. Before,
having an extensive empire, many colonies, control
over trade routes, and storing supply of gold and
silver were the bases for development. As years went
by, the importance of an extensive land, trade
routes, and gold depends on how the country will
use them for development and to benefit it’s citizens
in a long run. This Topic aims to determine the
definition of national development and it’s factors.
Signs of National Development
◦ According to Mankiw (2012), an economist, national
development is measured according to a country’s
capacity to produce. Production is used to measure
development because the quality of production
determines the kind and value of the products and
services that can benefit the society. Quality production
must be able to level up with the increase in population
of a country in order to provide the needs and wants of
the citizens. When the production is high, the citizens are
able to choose products or services to make their lives
better. Money is the key to circulate the economy as
whole and to help the development of a country. The
workers play vital roles in the process because their
being productive dictates the level of production.
◦ The Private sector is also part in the development of a
nation by setting up, businesses; circulate money in the
market, and provide sound services and quality products.
The Government has a major role in national
development because it it’s the government that sets
policies, commerce, wage, ownership, and etc. The
Government responsibilities is to maintain peace and
order in the country, to secure the investors, local or
foreign, of a smooth operation.
Gregory Mankiw
Nicholas Gregory Mankiw (/ˈmænkjuː/;
born February 3, 1958) is an
American macroeconomist who is
currently the Robert M. Beren Professor
of Economics at Harvard
University.[3] Mankiw is best known in
academia for his work on New
Keynesian economics.[4]
Mankiw has written widely on
economics and economic policy. As of

ranking based on academic
publications, citations, and related
metrics put him as the 45th most
influential economist in the world, out of
nearly 50,000 registered authors.[5] He
was the 11th most cited economist and

Production
◦ The ability of a country to produce depends on
the amount and quality of its factors of
production. If the factors are able to produce a
reasonable amount of high standard products
and services then the consumers are given more
varieties to choose from to meet their needs.
The GDP is an appropriate measurement of the
level of productivity of a country.
◦ Natural Resources – For a country to
produce, it needs raw materials from natural
resources like flora, fauna, and minerals. The
Philippines is rich with natural resources and if
the production of the agriculture and mining is
high then it will provide the necessary materials
the country needs for production,.
◦ Labor – As previously mentioned, labor plays a vital role in the development of a nation because their
productivity affects the level of productions of a country. This is the reason why a country should invest on
the education of it’s people. The curriculum in school should have the combination of both academic and
technical skills to improve the abilities and capabilities of the students in different fields.
◦ Capital – Capital is needed for a smooth and efficient production. Examples of capital are factories,
machineries, vehicles, and computers. Vehicles are a huge help for farmers because they facilitate the delivery
of their products to the market.
Population
◦ Population is a controversial issue when it comes to national development. Countries have different levels of
development when it comes to population. There are situations where countries with big populations, like
USA and China, are considered development nations; while Indonesia and India are developing nations.
Singapore compensated their lack which is small population but economy growth is very strong. The
Philippines is one of those countries that experience a slow growth in economy due to the inability to
support and provide for its big population, this present situation of the country prods the government to
control population by passing the Reproductive Health Law.
Role of the Government in National Development
◦ Government is the major role for this topic is because they implement laws and policies that can
encourage investors, give protection to consumers and workers. Some of the laws and programs of the
government that have direct impact on national development are land reform, construction of
infrastructures, importation. Foreign exchange, salaries and benefits for workers, consumer right, and
business permits. The programs, laws, and government agencies will be discussed further

◦ Whenever the president of the Philippines gives
the State of the Nation Address (SONA), the
media often asks the ordinary Filipinos if they feel
the improvement of the country. Most of the
Filipinos who answer that they don’t feel the
improvement in the economy have the follow
reasons.
◦ High Prices of goods, electric, water, and water
transportation
◦ Low Wages
◦ Heavy Traffic, lack of public transportation, and
poor roads
◦ Filipinos continue to be poor
◦ Many Filipinos don’t have decent shelters
◦ Increase in students Dropouts
◦ Lack of teachers, classrooms, book and others
◦ Lack of job opportunities so that Filipinos resort
to working abroad as OFWs
◦ Poor Government Service especially in public
hospitals
◦ Corruption in Diff Government Agencies
The Standards for development for an ordinary
Filipino is the upliftment of their status in life by
having work or source of income that is sufficient to
provide for their families. This is the reason why
Filipinos don’t believe improvements in the country

the economy, the citizens also have a big role
in the development of the nation because
they influence the market by their
consumption and their part of the working
force. The following steps on how every
Filipino can contribute to national development.
◦ Pay the correct amount of tax for the
government to provide public services
◦ Be the best at work. Productivity gives best
results for the company and for u to be
promoted
◦ Patronize local Products and tourist destinations
in support of local investors.
◦ Follow the law to have a peaceful and orderly
nation
◦ Save in banks so that money can be used to
invest in businesses that will generate
employment.
